OBJECTIVE #1- EXERCISE THE COLLEGE IMT’S ABILITY TO STAND-UP AND OPERATE
THE EOC










*Enhance the EOC in a Box to include items listed below:
o Wall sized blow ups of campus and city maps rolled up in EOC
o Office supplies
o Better instructions-make sure anyone can set it up/not just IT
o List of contents
o Motorola Instructions for KEM P29903, KP067405
o EOP Binder
o Medical Communication Cards with key campus personnel with
specialized training, ie Dr. Cullen, Julie Fronzuto, Kelly Mitchell
o Building access
*Enroll and track designated IMT members in ICS Position-specific training
*Conduct IMT tabletop exercises in the use of ICS forms
*Conduct IMT tabletop exercises in the use of Smart Board, telephones, FMS
radios
*Procure a city ALMR radio for communication with professional responders
and train to use it
IMT will bring laptops when reporting to EOC
Procure Laptop with Docking Station for Office of Administrative Services
Director
Run cable for EOC uplink Room 153 (old room 109B) for alternate EOC location
Procure four VHS radios and practice using them
Purchase SAT phones for Cordova and Copper Basin

OBJECTIVE #2 - TEST THE PUBLIC INFORMATION AND MASS NOTIFICATION AND
COMMUNICATION PLAN















*Work with IT professionals to ensure delivery of future text messages/phone
calls when using UA Alerts – Establish instructions
*Create a directory of mass notification pre-scripted messages for the most
common emergencies in the community
*Practice accessing the electronic signboard on Meals Drive and include it in a
checklist of crisis communication options

VOIP mass notification instructions with user name, password including phone

Complete Phone Tree and instruct on use
Complete interagency Communication Plan
Acquire International calling capabilities for EOC Phone
Acquire VOIP capabilities and instructions for use for the EOC Phone
Label EOC phone with EOC phone number
Attach VOIP instructions and scripts for common emergencies to phones of
Cabinet and Classrooms
Train faculty on VOIP phone emergency use
Can you do a VOIP and UA Alert from your home computer?
OBJECTIVE #3 – EXERCISE THE ABILITY TO QUICKLY PROCESS REQUESTS FOR
RESOURCE SUPPORT DURING A SERIOUS INCIDENT, BY STANDING UP THE EOC AT
THE COLLEGE



*Conduct functional exercises in EOC operations jointly with the city, medical
center, or any other entities who have established plans to stand-up EOC during
crisis
*Create a resource list of PWSCC employees who have specific relevant
emergency training in topics such as amateur radio, first aid, fire suppression,
etc. and add to phone list
*Consider creating a student resource list or club for those who have specific
relevant emergency training

OBJETCIVE #4 – COORDINATE A HOUSING EVACUATION AND SUBSEQUENT SHELTER
OPERATIONS



















*Determine more distant Emergency Assembly Area options, should the housing
or campus area be a danger zone
Add assembly areas to maps
Acquire MOAs with local entities
*Continue education efforts to ensure residents take evacuation alarms
seriously, impose sanctions on violators
*Identify transportation options in the community, should resident students
need to be relocated and add resources to Communication Plan
*Enhance shelter registration forms to include medical and psychiatric history
questionnaire
Assemble into modules, making the supplies quick and easy to transport
*Identify options for alternate lighting/heat should shelter utilities fail
Procure generator
*Develop a cache of emergency food supplies
*Enhance the Shelter Operations Plan to ensure that evacuees arriving in
wheelchairs are using a building entrance at street level
*Print list of shelter rules, suitable for posting on shelter walls
*Create a sign-in and sign-out accountability log sheet for evacuees, to include
paid and volunteer workers
*Develop a security plan for shelter operations
Create and distribute Go Bags with phone #s, flashlight, Action Plan Flip Chart,
hand held radio, basic first aid.
Reestablish the C Cert team program, BJ will coordinate
Establish a C Cert course for credit for staff and the community
Look into the availability of grants for shelter supplies and emergency
preparedness
Maintain a list of all Resident Students with emergency contact information per
semester to send in a status report to UAA
OBJECTIVE #5 – CONDUCT A MULTI-AGENCY PRESS CONFERENCE AT THE COLLEGE
TO INCLUDE THE POLICE DEPARTMENT, COLLEGE ADMINISTRATION AND PIPELINE
SERVICE COMPANY

*Ensure that at least 2 employees have training and practice in assembling a
press release and answering queries from the news media

OBJECTIVE #6 – COMPLETE THE EMERGENCY OPERATIONS PLAN AND ASSOCIATED
DOCUMENTS






Edit and complete the Emergency Utility Shutoff Procedure
Create and include ODS Field Guides and Response Plans
Include Maps (area, local, regional, Port of Valdez, Valdez Arm and state) and floor
plans of campus, housing and extended campuses
Add copies of forms to EOP in EOC
Reassemble Volcanic Ash Sustainability Barrel containing materials and tools to
secure the physical plant
Create and distribute flip chart of Action Plans for posting around campus
