REQUEST FOR PROFESSIONAL SERVICES
Cost and Feasibility Analysis of School Facility Construction and
Renovation Alternatives
The Rootstown Local School District Board of Education, 4140 State Route
44, Rootstown, Ohio 44272, invites interested architectural, engineering and
consulting firms to submit statements of qualifications to perform a cost and
feasibility analysis of construction and renovation alternatives to modernize,
upgrade or replace the District’s three existing school facilities. The purpose
of the analysis is to study the District’s options for modernizing its school
facilities assuming the District is allocated funding for facility construction
from a proposed Joint Economic Development District agreement involving
Rootstown Township.
The Scope of Work of the requested Cost and
Feasibility Analysis shall address: (1) estimation of the cost to modernize the
District’s school facilities, including: (a) renovation of the District’s existing
facilities at their present location; or (b) acquiring suitable real estate and
constructing new school facilities; and (2) addressing the financial feasibility
of pursuing the renovation and construction alternatives considered based
on potentially available sources of funding, including funds allocated to the
District from revenues collected by the proposed Joint Economic
Development District. The Scope of Work may also include, as part of the
same analysis performed for Item Nos. 1 and 2, above, or as a separate
follow-up project, the following: (3) preparing a school facility master plan
that addresses current and future educational programming needs; (4)
generating a district athletic complex master plan that addresses current and
future athletic programming needs; (5) estimating project construction costs
based on the facility assessment and programmatic needs; and (6)
developing a proposed timeline with milestone dates.
Professional architectural, engineering and consulting firms interested in
being considered for a contract to provide services should reply with a
statement of qualifications by 12:00 p.m. on Thursday, June 25, 2015.
Statements of qualifications should include the names of the firm owners;
number of years in business and firm history; office locations; the types of
services offered, the education and experience of the personnel who would
be assigned to perform the services; the technical expertise of the personnel
assigned to perform services; availability of staff in terms of workload; a list
of similar projects the firm has completed and the firm’s references. The
evaluation of the statement of qualifications will be based on the following:
1) Competence of the firm to perform the required services.
2) Ability in terms of workload and availability of qualified personnel.
3) Experience of the firm in school facility assessments, school facility
design, and construction/renovation.
4) Past performance of the firm with respect to quality of work and meeting
deadlines.
5) Prior experience working with the Rootstown Board of Education
Three (3) copies of the firm's statement of qualifications to perform the work
should be submitted to Rootstown Local School District, c/o Andrew
Hawkins, Superintendent, 4140 State Route 44, Rootstown, OH 44272. The
format of the statement is left to the discretion of the firm. Submit all
