Block II: Assistance Requested
Activate and deploy ESF #4 personnel, firefighting resources, and appropriate support personnel to prepare for and/or begin
execution of missions identified in the NRF, to include but not limited to: coordination of firefighting activities; resource support
to rural and urban firefighting operations; providing resources (personnel and equipment) necessary to clear fallen trees, brush
and debris from State, County and City roads to facilitate emergency access in disaster area; providing command, control, and
coordination resources (incident management teams, area command teams, and Multi-Agency Coordination (MAC) Group
support personnel) to federal, state and local agencies in support of firefighting and emergency operations; providing radio
communications systems and personnel to support firefighters, law enforcement officers, and incident response operations; and
providing qualified personnel to support FEMA coordination functions in the NRCC, RRCC, JFO, or on other teams and
locations to include but not limited to Incident Management Assistance Teams (IMATs), in support of potential or actual
emergency/disaster operations in multiple states and/or regions.
This Mission Assignment is intended for the rapid mobilization of firefighting assets in response to a potentially catastrophic
emergency/disaster or an emergency/disaster that may impact multiple states and/or multiple FEMA Regions. Follow-on
“mission specific” and “state specific” mission assignments will be issued as the situation stabilizes.
Block IV: Statement of Work
Pre- or post-declaration activation of wildland and/or structure firefighting personnel, teams, equipment and resources to various
national, regional and state locations to execute missions identified in the NRF. Establish and maintain initial operations for
firefighting and for command/control/coordination of emergency response personnel and other resources. Rapidly mobilize
incident management teams, hand crews, firefighting personnel and equipment, miscellaneous overhead personnel, subject matter
experts, technical specialists, contractors and other personnel. Work with federal partners to assist with the lifesaving missions as
identified in the NRF. Execute response missions as requested by FEMA.

Single State, Single Region costs for 7 days (24-hour coverage):
NRCC- Total Cost: $_80,000.
Cost Breakout:
Up to 18 total personnel, including (but not limited to): two Fire Unit Leaders, four Fire Unit Specialists,
two technical specialists, and an ESFLG Liaison (National ESF #4 Coordinator) for the NRCC; two Fire
Unit Leaders and two Fire Unit Specialists for the National IMAT; two Aviation specialists to support the
Transportation and Movement Coordination Center); and two ESF #4 liaisons to the National Interagency
Coordination Center in Boise, ID. Modeling support and GIS/RS liaison to the NRCC may also be
provided under this mission assignment. Appropriate support personnel (dispatchers, coordinators, incident
business coordinators, GIS specialists, etc.) may also be provided under this mission assignment.
RRCC- Total Cost: $80,000.
Cost Breakout:
Up to 18 total personnel, including (but not limited to): two Fire Unit Leaders, two Fire Unit Specialists,
two technical specialists, two Aviation specialists, and a RISC Liaison (Regional ESF #4 Coordinator) for
the RRCC; two Fire Unit Leaders and two Fire Unit Specialists for the Regional IMAT; two ESF #4
liaisons for State/local government coordination; and two ESF #4 liaisons to the Geographic Area
Coordination Center. Appropriate support personnel (dispatchers, coordinators, incident business
coordinators, GIS specialists, etc.) may also be provided under this mission assignment.
Coordination of Firefighting Activities- Total Cost: $1,550,000.
Cost Breakout:
Provide an incident management team to coordinate and support firefighting activities. Provide for
housing, feeding, showering, fueling, laundry, incidental medical, and security needs for assigned
resources, including support personnel as needed to ensure facility oversight, medical support, and
safety/health. This includes off-site support personnel such as dispatchers, incident finance personnel, etc.
Firefighting Resource Support- Total Cost: $6,000,000.
Cost Breakout:
Provide firefighting resources of the kind, type, and quantities indicated, including engines, tenders, crews,
other firefighting and support equipment, and appropriate overhead to include operational and support
personnel and facilities as needed to provide coordination, oversight, medical support, mechanical support,
and safety. This includes off-site support personnel such as dispatchers, incident finance personnel, etc.
Resources to be provided include, but are not limited to:
1 IMT (Type TBD)
3 Strike Teams of T1/T2 Engines
3 Strike Teams of T4/T5/T6 Engines
1 Strike Team of T1/T2 Aerial Ladders/Platforms
1 Strike Team of Water Tenders
1 Wildland Fire Handcrew (20 FF each)
15 Structure Firefighter Modules (4FF each)
4 Law Enforcement Officers (force protection)
Miscellaneous support personnel TBD
Firefighting resources are to be used to support state/local fire suppression and protection tasks. These
tasks include:







initial attack
perimeter control
protection of structures from vegetation fires
structural firefighting
vehicle firefighting
medical aid
civilian notification and evacuation

rescue from fire and other hazards
incident stabilization
support to other firefighting operations (water source development, chainsaw work, etc.).
Emergency Road Clearing- Total Cost: $ 1,600,000.
Cost Breakout:
Provide two 20-person wildland firefighter handcrews (or equivalent) with the equipment necessary to clear
fallen trees, brush and debris from State, County and City roads to facilitate emergency access in disaster
area. Also provide an incident management team to coordinate and support road clearing activities and to
provide for housing, feeding, showering, fueling, laundry, incidental medical, and security needs for
assigned resources, and support personnel as needed to ensure facility oversight, medical support, and
safety/health. This includes off-site support personnel such as dispatchers, incident finance personnel, etc.
Command, Control and Coordination Resources- Total Cost: $1,550,000.
Cost Breakout:
Provide command, control, and coordination resources, to include incident management teams, area
command teams, and multi-agency coordination group support personnel, to federal, state and local
agencies in support of firefighting and emergency operations. Provide for housing, feeding, showering,
fueling, laundry, incidental medical, and security needs for assigned resources, including support personnel
as needed to ensure facility oversight, medical support, and safety/health. This includes off-site support
personnel such as dispatchers, incident finance personnel, etc.
Communications Systems and Personnel- Total Cost: $35,000.
Cost Breakout:
Provide telecommunications equipment and personnel from the National Interagency Incident
Communications Division at the National Interagency Fire Center (NIFC). Initial requirement is for an
"ESF #2 Starter System" comprised of: 1 NFES 4312 Command Repeater; 1 NFES 4381 Command
Tactical Radio Kit; 2 NFES 4330 Remote kits; 1 ea. global Star , Satellite phone; Associated batteries to
support the above equipment for one week. Also provide one qualified communications technician to
install, maintain and train users. ESF #2/GSA will provide logistical support (housing, transportation) for
the personnel and equipment while mobilized. Personnel assigned will maintain contact with ESF #4
representatives or IMT, as directed, for agency support and coordination.
Supporting Info/Notes:
Resources will be mobilized utilizing processes in the National Interagency Mobilization Guide.
Resources will be guided by the USDA Forest Service Foundational Doctrine for All Hazard Response.
Firefighting resources provided through ESF #4 are comprised of federal, state and local resources made available
through appropriate authorities and agreements. These resources exist first and foremost to protect the citizens and
visitors within their area of protection (e.g., national forest, state park, county, or city). To that end, missions are
accepted and resources are assigned based on the following priorities:
1. Agency response mission
2. ESF #4 mission (firefighting)
3. Support to other ESFs as identified in the NRF
4. Other support as requested
The quantity and type of firefighting resources identified in the “Firefighting Resource Support” task above were
based on guidelines established by the National Multi-Agency Coordinating Group for the development of the ESF
#4 New Madrid Seismic Zone response plan. These are applied to planning for all types of potential catastrophic
incidents.
Applicable Authorities, Regulations, and Policies:
The existing memorandum of understanding between FEMA and USDA Forest Service regarding ESF #4 will be
