Proposal Development and
Submission Guidelines
Revised June 2015
1. All graduate curriculum changes are effective the fall semester after approval by the University
Graduate Committee. Proposals approved by the University Graduate Committee after the March
meeting may not be effective the following fall. Submit your proposals early!
2. All graduate catalog copy revisions must be made through the curriculum proposal process.
3. Each graduate program/course change must be submitted on a separate proposal form.
4. Each graduate proposal must be composed and submitted in Microsoft Word and must follow the
appropriate guidelines.
5. Edits to the proposal required by any level of review must be made by the originator of the document
and resubmitted for further review and/or acceptance.
6. The Teacher Education Council (TEC) must review all course/program proposals related to programs
in the College of Education. TEC must sign off on the proposal prior to submission to the University
Graduate Committee.
7. A cover letter explaining all the requested changes must be included as the first page under the
routing form.
Graduate Proposals by “Type”
Type I - Minor Curriculum Change is to be used when minor changes, which do not modify
courses or program content, are needed (e.g., in title, prefix, course number, catalog course
description or minor admission requirement). The addition or deletion of equation is also
considered a minor change.
Type II - New Course Proposal guideline is to be used when a new course is proposed or when a
revision is proposed in the subject matter and/or method of instruction of an existing course.
Type III - Program Revision Proposal guideline is to be used for academic program revisions.
An amended curriculum map must be attached to each Type III proposal. Each revised or new
course included in this program revision requires a Type II proposal.
Type IV - New Program Proposal Process:
All communications to CPE must be made by the CPE Academic Programs liaison, Dr.
Clarenda Phillips.
Step 1 Notification of Intent: At least 6 months prior to posting a pre-proposal on the
CPE system, the institution is required to submit to the CPE a Notification of Intent
(NOI). When discussions regarding developing new programs begin, please
complete the NOI form and submit it to undergraduate@moreheadstate.edu.
Step 2
During the six-month NOI period:
a. The initiator will complete the Pre-proposal form and route it through the
following approval steps:
1. Department Curriculum Committee,
2. Department Chair,
3. College Dean,
4. undergraduate@moreheadstate.edu for the Associate Vice President for
Academic Affairs (AVPAA)

Step 3
After the six month NOI period has expired, the AVPAA will post the approved
Pre-Proposal on the CPE website for a 45-day review.
a. The AVPAA will notify the initiator when the proposal is posted to the CPE
website.
b. Responses to any questions arising from the 45-day review should be posted to
the CPE website by the AVPAA.
Step 4
After notification that the pre-proposal has been posted to the CPE web site for the
45-day review, the initiator may begin the full proposal process.
a. A full program proposal must be submitted to CPE within 18 months of CPE’s
approval of the Pre-Proposal.
b. The initiator will complete the full proposal form and route it through the
following internal approval steps:
1. Department Curriculum Committee,
2. Department Chair,
3. College Curriculum Committee,
4. College Dean,
5. Information Technology,
6. Teacher Ed. Council (if appropriate),
7. University Graduate Committee (g.jones@moreheadstate.edu),
8. Provost, Vice President for Academic Affairs
9. President, and
10. Board of Regents.
c. The AVPAA (CPE Academic Programs liaison) will submit the full proposal to
CPE.
d. The full program must be submitted to CPE 1 month prior to the Council
meeting at which it will be considered.
Step 5
The Provost will notify the AVPAA once full-proposals are approved by CPE.
a. The AVPAA will notify the proposal initiator and the Southern Association of
Colleges and Schools Commission on Colleges (SACSCOC) Liaison of CPE
approval.
b. Proposal initiators must contact the SACSCOC Liaison to ensure that a
Substantive Change Request is submitted to the SACSCOC for program
approval.
c. The SACSCOC Liaison will notify the AVPAA and the Proposal Initiator of
SACSCOC approval.
d. Institutions may not advertise to the public or publish in institutional catalogs a
new academic program prior to approval by the SACSCOC.
e. New programs must be implemented within 5 years.
Type V - Experimental Course/Workshop Proposal:
To be used when a course is added to the curriculum for experimental or workshop purposes.
Experimental courses may be offered a maximum of three times. To continue to offer the course
after the initial three offerings, the department must submit a Type II New Course Proposal for
the course.
Type VI – Course/Program Deletion/Suspension/Reinstatement:
To be used for course deletion/suspension/reinstatement or program reinstatement/deletion.

HOW TO SUBMIT:
1. One original hardcopy of the curriculum proposal and a completed routing form must be
submitted to:

2. One electronic copy of the proposal (formatted in Microsoft Word) must also be submitted
via email attachment to: g.jones@moreheadstate.edu. All documentation must be submitted
in one electronic Word file.
