Sec. 49-186. Snow removal emergencies.
The mayor may, when circumstances warrant it, declare a snow removal emergency
and specify the duration thereof, during which emergency the streets shall be cleared for the
purpose of permitting the official removal of snow and ice therefrom; and it is provided that:
(1)Notice may be given of such declaration by the mayor by publication thereof in the
official newspaper of the city, or by broadcast thereof over a radio or television station
located in Wausau, Wisconsin, or by telephone, or by personal service of written
notice thereof as a circuit court summons is served, or by a combination of two or
more of such methods.
(2)After notice thereof is so given then during the period of such snow removal
emergency as so declared no vehicle shall be parked, stopped, or left standing on any
street or alley in the city.
(3)If during the period of such emergency as so declared, any vehicle is found
standing, stopped or parked upon any street or alley in the city, an attempt will be
made to locate the owner, operator or custodian of such vehicle. If such person is
found within the city, such person shall be notified by a police officer, either personally
or by telephone to remove such vehicle from such street or alley. If such person fails
to remove the same within 15 minutes after such notice, or if such owner, operator or
custodian cannot within 15 minutes be found, the police or public works director may
cause such vehicle to be towed away to a place off of the streets or alleys. In such
case, if notice to remove was given to the owner, operator or custodian, the owner of
such vehicle shall not be entitled to recover possession of such vehicle until the actual
expenses and towing charges and storage charges are paid to the city clerk/treasurer
or police department and the owner's receipt is exhibited. Such charges for expenses,
towing and storage shall be in addition to all other penalties imposed by law or
ordinance.
