CSTAE Bylaws
Following the procedures of Article V amendments were approved 4/30/2015 via
electronic communication with membership.
Article I - Purpose
The Caucus of Social Theory in Art Education (CSTAE) is an affiliate of the National
Association of Art Education that seeks to promote the use of theoretical concepts from
the social sciences:




to study visual culture and the teaching of art;
to inform art educators about theory and practice in the social sciences, thus
acting as a liaison between social scientists and art educators;
to encourage research into the social context of visual culture and teaching art;
and to develop socially relevant programs for use in teach art.
Article II - Membership
All persons belonging to the National Art Education Association are eligible to become
members of the CSTAE. NAEA members who pay CSTAE dues will be granted
membership. Dues are collected online through the NAEA e-store. The membership fee
is determined and updated by the Executive Committee. Payment of dues entitles each
member to participate in CSTAE elections, CSTAE Town Meeting discussions, and
apply for CSTAE awards. CSTAE publications are now available free online.
Membership in CSTAE runs concurrent with NAEA membership. Office responsibilities
are described below.
Article III - Governance
The Caucus will be run by an Executive Committee of officers in terms that start and end
at NAEA Conventions, (with the exception of the Journal Editor’s two-year term, which
starts and ends on publication date of the JSTAE volume aligned with term of office).
All open office seats should be communicated to CSTAE membership with a call for
nominations, including self-nominations at least one-month prior to NAEA convention.
Appointments and elections take place at the annual NAEA convention. The list of
CSTAE Executive Committee office seats are listed below in two sections: 1) elected
office seats and 2) appointed office seats.
Elected Offices
There are two elected offices, each serving a two-year term:
1. Treasurer is elected into a two-year term.
2. Coordinator: This elected office starts as Coordinator-Elect for two years prior to
stepping into Coordinator office for a two-year term. The former Coordinator

becomes the Past Coordinator for a two-year term, making the Coordinator
position a total of a six-year commitment.
Appointed Offices
The following Executive Committee members are appointed in two-year terms. The
Coordinator facilitates nominations of the appointed office seats, which are then
approved by the Executive Board. The appointment process will take place by the
Coordinator sending electronic communication to all CSTAE members calling for
nominations at least one month prior to the annual NAEA conference.
1. EDITOR of Journal of Social Theory in Art Education (JSTAE): The Editor seat
starts with two years as Associate Editor. The Associate Editor is an appointed
office seat for a two-year term, after which the Associate Journal Editor, steps
into the seat of Editor. This transition occurs upon the second annual publication
date of the volume of JSTAE, and also marks the end of Journal Editor’s two-year
term. Subsequently the Journal Editor transitions into serving as the Past Editor
for two years. Therefore appointment into the Associate Editor seat is a six-year
commitment: two years as Associate Editor, two years as Editor, and two years as
Past Editor.
2. DIGITAL CURATOR: This appointed office starts as Associate Digital Curator
for two years prior to stepping into Digital Curator office for a two-year term. The
former Digital Curator becomes the Past Digital Curator for a two-year term,
making the Digital Curator position a total of a six-year commitment.
3. COLUMNIST for NAEA News: This office may be shared with two CoColumnists. This office term may be a one or two-year term at the discretion of
the Coordinator of CSTAE. In consultation with Coordinator of CSTAE, the
columnist ensures that manuscripts are composed and submitted according to
NAEA News guidelines regarding format and deadline.
4. DELEGATE. This office term may be a one or two year term at the discretion of
the Coordinator of CSTAE.
5. RECORDER. The office seat of Recorder of the CSTAE Executive and Business
annual meetings is appointed to either a one-year or a two-year term.
Article III - Officers
COORDINATOR
Eligibility: Individual who was the most recent Coordinator-Elect of the CSTAE.
Term: Two years following term as Coordinator-Elect.
Responsibilities:
1. Oversees all officers of CSTAE responsible for various tasks. (Facilitates
communication, assists officers in carrying out their tasks, keeps Caucus
business organized and progressing forward.)
2. Facilitates three electronic full board meetings throughout the year between
conventions to keep informed and active on CSTAE business. All board

members both elected and appointed are invited to participate in these three
full board meetings.
3. Facilitates additional electronic meetings throughout the year, as needed with
elected officers, or with subcommittees.
4. Solicits nominations for elected and appointed offices. Electronic
communication to all CSTAE members should be facilitated at least one
month prior to NAEA convention for nominations, including selfnominations. Appointments and elections occur at CSTAE Business meetings;
these meetings have been announced to all members via electronic
communication, and published in NAEA Convention program.
5. Gathers information of interest to membership for publication on the web site
and maintains CSTAE presence among membership and wider NAEA
community in collaboration with the Digital Curator.
6. Reviews articles for NAEA News column with the Columnist. (Ensures
announcements are included such as calls for journal submissions, names of
new officers, membership fees, award announcements and other information.)
When space in the column permits, supports the columnist to assert their
scholarly voice to make social theory visible in art education.
7. Late April/Early May- Regarding forthcoming convention planning:
Generates interest among CSTAE members to submit conference proposals
through email and social media prior to deadline for NAEA submissions. Also
secures three Business meetings submissions to NAEA convention: 1) Open
Exec Board Meeting, 2) Open Town Meeting and 3) JSTAE Author
Roundtable session, (in consultation with JSTAE Editor).
8. At Convention: Runs two Annual General business meetings, both of which
are publicly open: one Executive Board meeting, and one Open Town
Meeting, each with a planned agenda including: acceptance of previous
minutes, reports from officers, election/appointment of new officers, inclusion
of new members, selection of next year's journal theme, etc. Ensures that the
recorder takes attendance and notes at each meeting. Supports JSTAE Editor
at Author’s Roundtable session, which is the third “business meeting session”
of the CSTAE at convention.
9. January: Compiles and submits an annual report of CSTAE activities and
concerns to send to Executive Director of NAEA to be included in the NAEA
Board Meeting. This report should include updates on initiatives, awards,
publications, membership, and budget. It is an opportunity to highlight the
work and the professionalism of the CSTAE to the broader NAEA
administration. It is submitted on time so that the Executive Officers of
NAEA gain an accurate perspective on CSTAE activities.
10. January, February, early March: At least once a month for the three months
prior to NAEAE convention, send electronic information to all members about
CSTAE activities such as: list of CSTAE sponsored sessions, the annual party,
award winners, etc. to generate interest and participation in sessions, business
meetings, the journal and all activities of CSTAE.
11. Attends to incidental business that arises.
12. Maintains liaisons with Affiliate, Division, Issues, and Regional groups.

13. Communication: Maintains accurate contact information for all CSTAE
officers and accurately publishes that on NAEA web site and CSTAE web
site.
14. Awards: Oversees all aspects of two CSTAE Awards: Graduate Student
Research Award and Theory-to-Practice Award for Art Teachers. This
includes soliciting award applications in summer and fall seasons, receiving
and reviewing applications in winter with Coordinator Elect, notifying all
applicants of all results in January, notifying award winners, notifying the
supervisors of the award winners, such as graduate students’ advisors, and
teachers’ school principals, writing award letters and presenting awards at
annual town meeting.
15. Sustained leadership communication: Sends all pertinent material to new
Coordinator at the end of term. Appropriately archives all relevant materials
on web-based archive.
COORDINATOR-ELECT
Eligibility: Any current CSTAE member who is also currently an NAEA member, does
not hold another CSTAE position, and has been a member for at least two years.
Term: Elected for a two-year term during odd-numbered years (to allow for overlap in
leadership with Treasurer who is elected in even-numbered years).
Responsibilities:
1. Plans with the Coordinator CSTAE events at the NAEA national convention.
2. Reviews and selects proposals submitted in the CSTAE category for the annual
NAEA convention (assists Coordinator to ensure that three Business meetings are
submitted to NAEA convention: 1) Open Exec Board Meeting, 2) Open Town
Meeting and 3) JSTAE author session).
3. Plans the CSTAE annual social gathering to take place during the NAEA
Convention. Communicates with membership at least one month prior to
conference to inform details regarding party.
4. Composes a list of CSTAE presentations, which is submitted to the Coordinator
to distribute to members prior to the NAEA convention, and provide it to Digital
Curator to share through social media prior to and during the annual convention.
5. Assist the Coordinator in reviewing the CSTAE Awards.
6. Assists the Coordinator in the execution of her/his duties described in previous
section of these by-laws.
PAST COORDINATOR
Eligibility: Served past two years as Coordinator.
1. Serves as a mentor to Coordinator and Coordinator Elect in all roles listed above.
2. Serves appropriate support role to empower the leadership Coordinator and
Coordinator Elect.
3. Provides archived documents and pertinent information to support Coordinator
and Coordinator Elect in following all policies and procedures of CSTAE and
NAEA.
4. Participates in all CSTAE Business Meetings.

TREASURER & MEMBERSHIP ADMINISTRATOR
Eligibility: Any current CSTAE member, who does not hold another CSTAE position,
and has been a member for at least two years.
Term: Elected for two-year term during even-numbered years (to allow for overlap in
leadership with Coordinator who is elected in odd-numbered years).
Responsibilities:
1. Maintains records of membership dues, which are collected online through
NAEA.
2. Maintains regular communication with NAEA’s treasurer and membership
coordinator to keep CSTAE membership data updated.
3. Maintains financial records and reports.
4. Prepares and presents CSTAE annual financial report to be submitted to
Coordinator in timely way and included in CSTAE annual report to NAEA
Director.
5. Prepares and presents operating budget for next year at annual business meeting.
6. Oversees five-year budget plan, and keeps it updated annually to be announced at
annual business meeting.
7. Works with Coordinator, Coordinator Elect and Journal Editor to keep
membership lists and email lists updated to ensure all members are receiving
regular CSTAE communications.
8. Coordinates with NAEA treasurer all CSTAE requests for funding and
reimbursements related to CSTAE expenses.
9. Keeps an updated log of expenditures and balances with attention to membership
revenue, and projections for future expense needs.
EDITOR of JSTAE: Journal of Social Theory in Art Education
Eligibility: Served as Associate Editor for two years. Term: Appointed by the
Coordinator as Associate Journal Editor (at the start of his/her term with approval from
the Executive Committee) for two years, followed by a two-year term as Past Editor.
Primary responsibility is the annual publication of JSTAE. More detail can be found in
the JSTAE Handbook. Brief overview of responsibilities:
1. Craft and distribute call for papers in collaboration with Associate Editor after the
annual Open Town Meeting.
2. Solicits manuscripts through the CSTAE web site, NAEA News column, and other
appropriate sources for wide distribution.
3. Receives and reviews manuscripts submitted for publication.
4. Sends copies of manuscripts to (usually three) referees.
5. Notifies authors of receipt and status of manuscripts.
6. Edits final version of all manuscripts submission to journal.
7. Writes an editorial for each issue of the journal during term.
8. In coordination with the Digital Curator, supervises online publication of journal.
9. Keeps total costs within budgeted amount.
10. Writes an annual report on the JSTAE (submitted to the Coordinator to be
included in CSTAE annual report to NAEA) to include, number of submissions,

number accepted, list of reviewers, and any costs of producing the journal, and
information about the theme and the call.
11. The JSTAE Editor implements policies and practices to maintain an active
review board that supports the rigor and relevance of the JSTAE. The Editor
oversees review board and selects JSTAE reviewers based on the following
criteria: (a) CSTAE member, (b) has published work in the field, (c) has
published in an area related to the article asked to review.
ASSOCIATE EDITOR of JSTAE: Journal of Social Theory in Art Education
Eligibility: Any current NAEA member who has been a member of the CSTAE for at
least two years and does not currently hold another office in the CSTAE who exhibits
relevant professional experience to qualify.
Term: Appointed by the Coordinator (at the start of his/her term with approval from the
Executive Committee) for two years, to be immediately followed by appointment to
Journal Editor. Responsibilities:
1. Assist Editor with crafting the call for papers.
2. Assist Editor with the preparation and distribution of copies of manuscripts for
review.
3. Assist Editor with the notification of authors of receipt and status of submitted
manuscripts.
4. Assist Editor with production of copy for journal.
5. Assist Editor with digital publishing of journal.
6. Assist Editor with management of roster of Review Board and facilitation of
policies and practices to maintain an active review board that supports the rigor
and relevance of the JSTAE.
PAST EDITOR of JSTAE: Journal of Social Theory in Art Education
Eligibility: Served past two years as Editor.
1. Serves as a mentor to Editor and Associate Editor in all roles listed above.
2. Serves appropriate support role to empower the leadership of Editor and
Associate Editor.
3. Provides archived documents and pertinent information to support Editor and
Associate Editor in following all policies and procedures of CSTAE and NAEA.
4. Participates in all CSTAE Business Meetings.
DELEGATE (to the NAEA Delegates Assembly)
Eligibility: Any current NAEA member who has been a member of the CSTAE for at
least two years.
Term: Appointed by the Coordinator (at the start of his/her term with approval from the
Executive Committee) for one or two years, and may not exceed two consecutive terms
in office.
Responsibilities:
1. The Coordinator notifies the NAEA central office of Delegate's name, address,
and phone number by deadline (usually May 31st) for participation in the
following convention, and the Delegate submits the “Consent to serve” form to
NAEA office by deadline.

2. Delegate reviews all the information regarding white papers, proposals, and
initiatives, which is sent from the NAEA during the year, and sends a summary of
any information pertinent to the CSTAE membership to the newsletter editor for
publication.
3. Attends the delegate sessions held the day before the NAEA annual convention
(brief meeting the next morning might also be scheduled). Appoint alternate
delegate if unable to attend in consultation with Coordinator of CSTAE.
4. Attends the CSTAE annual business meeting and report on actions taken at the
Delegate's Assembly.
5. Completes and returns the annual Delegate's report solicited from the NAEA.
6. Works with other CSTAE officers during the year to respond to relevant issues
and events as they occur.
COLUMNIST (for the NAEA News)
Eligibility: Any current CSTAE member who possesses sufficiently high caliber writing
ability to represent CSTAE to the NAEA membership.
Term: Appointed by the CSTAE Coordinator (at the start of his/her term with approval
from the Executive Committee) for two years.
Responsibilities:
1. Keep well informed of current concerns, interests, and activities of the CSTAE.
2. In consultation with Coordinator, the Columnist(s) meets deadlines to write and
submit a column for the NAEA News which will be timely, relevant, and
informative of CSTAE issues and concerns and which conforms to NAEA News
guidelines.
3. Maintain a record of all submitted columns, all printed material, and all
correspondence with NAEA officials with respect to the column.
4. Names and trains a temporary columnist if unable to submit the column, with
approval of the Executive Committee.
RECORDER (of the CSTAE Executive and Business annual meetings)
Eligibility: Any current CSTAE member who has been a member for at least one year.
Term: Appointed by the Coordinator (at the start of his/her term with approval from the
Executive Committee) for one or two years.
Responsibilities:
1. Records attendance and minutes at the CSTAE Open Executive Meeting and
annual Open Town Meetings.
2. Sends the minutes of these meetings electronically to the Coordinator within twoweeks of the meetings.
3. Records attendance and minutes of CSTAE electronic meetings throughout the
year and sends these documents to Coordinator within one-week of the meeting.
DIGITAL CURATOR
Eligibility: Served as Associate Digital Curator for two years. The Digital Curator
position is a two-year term to be followed by a two-year term as Past Digital Curator.
Term: Appointed by the Coordinator. Responsibilities:
1. Content management and design of CSTAE website.

2. Coordination of strategy to utilize social media and emerging technologies to
increase membership and promote CSTAE research/scholarship and
activities.
3. Support administration of the JSTAE journal platform.
4. Commitment to open and accessible technological standards that include
principles of universal design, open source code, and 508 compliance.
5. Coordinate additional digital activities of the Caucus as needs emerge.
Delegate tasks to Associate Digital Curator and other CSTAE officers.
ASSOCIATE DIGITAL CURATOR
Eligibility: Any current NAEA member who has been a member of the CSTAE for at
least two years and who possesses organizational and technical skills, and knowledge of
digital media. The Associate Digital Curator position is a two-year term which transitions
to the Digital Curator position after two years. Responsibilities:
1. To assist the Digital Curator in all tasks listed above.
PAST DIGITAL CURATOR
Eligibility: Served previous two years as Digital Curator.
1. Serves as a mentor to Digital Curator and Associate Digital Curator in all roles
listed above.
2. Serves appropriate support role to empower the leadership Digital Curator and
Associate Digital Curator.
3. Provides archived documents and pertinent information to support Digital Curator
and Associate Digital Curator in following all policies and procedures of CSTAE
and NAEA.
4. Participates in all CSTAE Business Meetings.
ARCHIVIST
Eligibility: Any current CSTAE member who possesses organizational skills, access to
digital storage space, and knowledge about the history of the CSTAE. Is also currently an
NAEA member, and has been a member for at least five years.
Term: Appointed by the Executive Committee for as long as he/she/they desires to do it
and the Executive Committee deems their service worthwhile.
Responsibilities:
1. To maintain the records (By-Laws, newsletters, journals, columns, etc.) which
document the activities of the CSTAE.
Article V - Amendments
Amendments to the By-Laws may be made at the annual general business meeting by a
majority vote of the members present if the membership has been informed of the
proposed amendment prior to the annual meeting. Amendments to the By-Laws may also
be made through electronic communication with CSTAE members.
Article VI - Guidelines
All policies and activities of the Caucus shall comply with the NAEA Affiliate policies
and guidelines.
