EVERGREEN QUAKE EXERCISE SERIES 2012 RECOVERY SEMINARS AND TABLETOP EXERCISES OVERVIEW AND BACKGROUND Recovery Seminars Recognizing that many organizations are working to increase their familiarization with large-scale disaster recovery issues, the 2012 EQES Recovery TTX Design Team is developing a series of seminars as a ramp-up to the August 2012 Recovery TTXs to inform Puget Sound emergency managers, public safety officials, and the private sector on the wide variety of issues inherent in multi-jurisdictional, postcatastrophic earthquake recovery: Seminar 1 – Principles of Recovery The Principles of Recovery seminar will provide attendees with unique insights into important recovery issues including: Survivor housing, Incorporating assistance from the volunteer sector, Public Health recovery issues, Debris Removal and other foundational recovery issues. The goal will be to provide jurisdictions with models for community recovery as well as start the discussion concerning regional recovery including ‘restarting the Puget Sound economy’ and other cross-jurisdictional issues. Date: April 25, 2012 Location: TBD Time: 8:00am - 4:00pm POC: toney.raines@fema.dhs.gov Recovery TableTop Exercises: The Recovery Tabletop Exercises (TTX) has been designed to address both short-term and long-term issues. The first day of the tabletop will focus on short-term recovery issues, such as interim sheltering, individual and family assistance, debris removal, and return of business. Conceptually, the timetable for the scenario will be post-quake plus 14 to 60 days. Day 2 of the tabletop will be conducted one week later, and focus on regional recovery efforts at post-quake plus 180 to 360 days. It will focus on longerterm recovery efforts: restoration of the community, revitalization of regional and state economy, and reconstruction of critical infrastructure. TTX Dates & Location: Short-Term Recovery TTX August 15, 2012 Camp Murray Long-Term Recovery TTX August 22, 2012 Camp Murray Short –Term TTX Description: The Short-term Recovery TTX will build on the Response Functional Exercise and focus on 14-60 days after the earthquake. Topics to be addressed during the August 15 TTX are: Structural damage assessment Restoration of lifelines Disaster Housing Support to survivors Long –Term TTX Description: The Long-term Recovery TTX will build on the Short-term Recovery TTX and focus on 180 days after the earthquake. Topics to be addressed during the August 22nd TTX are: Community recovery Economic and regional recovery Multi-jurisdictional collaboration Target Audience: Evergreen Quake Exercise players such as emergency managers directors, private sector, volunteer organizations, community planners, social service organizations and disaster management officials from the Puget Sound region.
