CALL FOR PARTICIPATION Academic and Research Community Consultation High Level Panel of Eminent Persons Meeting on the Post-2015 Development Agenda 25th March 2013 - Nusa Dua, Bali, Indonesia Background The High Level Panel of Eminent Persons (HLP) on the Post-2015 Agenda is a group of experts that has been convened by the UN Secretary General to deliberate, consult and provide independent recommendations on the global development agenda after 2015. The Panel is comprised of 27 members, including Heads of State, Ministers, former Ministers and independent experts. It is chaired by Prime Minister David Cameron, President SusiloBambangYudhoyono and President Ellen Johnson Sirleaf. The Head of President’s Delivery Unit for Development Monitoring and Oversight (UKP4) Kuntoro Mangkusubroto is assigned by President Yudhoyono to chair the National Commitee on Post-2015 Development Agenda. The High Level Panel will hold its fourth consultative meeting in Bali, Indonesia from 25 to 27 March 2013. The first three meetings were held in New York (25 Sep 2012), London (31 Oct – 1 Nov 2012) and most recently at Monrovia (30 Jan – 2 Feb 2013). Each meeting of the HLP has included events aimed at enabling a structured dialogue between the HLP members and key stakeholder groups, including civil society, academic institutions, national and local elected representatives and the business community. In addition to this, an open consultation on the Framing Questions developed by the Panel was facilitated ahead of the Third HLP Meeting held in Monrovia, Liberia to enable a large number of civil society and stakeholder inputs to the substantive deliberations of the HLP. HLP Deliberations in Bali The discussions of the Panel in Bali, Indonesia will focus on Partnership andCooperation for Development, with a focus on strategies for implementation and opportunities to shape a global consensus on the new development agenda. In keeping with the 24 Framing Questions developed by the Panel in November 2012, key issues that will be discussed in this meeting include: • How will a new framework encourage partnerships and coordination between and within countries at all stages of development, and with non-state actors such as business, civil society, youth, academic and research institutions? • How specific should the Panel be with recommendations on means of implementation, including development assistance, finance, technology, capacity building, trade and other actions? • How can accountability mechanisms be strengthened? What kind of monitoring process should be established? How can we judge the affordability and feasibility of proposed goals, given current constraints? How can we build and sustain global consensus for a new framework, involving member states, civil society, the private sector, youth, academic and research communities, and other stakeholders? Structure of Outreach Day Events in Bali In keeping with the emphasis on strategies for partnership and cooperation for development, outreach day events at the HLP meeting in Bali will aim to enable a dialogue on emerging priorities across key stakeholders – and a continued emphasis on ensuring that the aspirations of communities and citizens are at the heart of deliberations on the new development agenda. HLP interactions with stakeholder groups will be held on25 March 2013 in accordance with a program outline that is being developed based on outreach focal points fromthe Indonesian government, the Secretariat to the High Level Panel and the Executive Office of the Secretary-General (EOSG). Each session within the proposed schedule will be developed and facilitated by focal points from the relevant stakeholder group. The Academic and Research Global Forum is being cohosted by International Institute for Applied Systems Analysis (IIASA), Indonesian National Committee for Applied Systems Analysis (INCASA), United Nations Office for REDD+ Coordination in Indonesia (UNORCID), Surya University, World Bank, and CIPG. Call for Participation In the beginning of the fourth meeting of the HLP, the government of Indonesia will facilitate meetings of prominent stakeholders to provide further inputs into the HLP’s deliberations. Objectives The objectives of the HLP outreach consultations with the Academic and Research community are to: Share evidence from the community on best practices in global goal-setting to produce meaningful impact and economic development. Share evidence on the types of frameworks that can best involve excluded and marginalized groups—especially youth and children,the disabled and aged,women, and small businesses and trade unions. Frame, articulate and deliberate a clear vision for the future that is informed by the needs and aspirations of people world-wide. Discuss strategy and key policies that address global partnership to enable the achievement and realization of post-2015 development goals. Consolidate regionalvoices fromAsia, Africa, the Pacific, MENA, North and South America and Europe to ensure diverse participation in the academic and research community outreach events. Outcomes It is expected that this engagement will: 1. Reach agreement on a ‘Bali Academic and Research Community Consultation Declaration’, which will articulate the Consultation’s reflections on the framework of development goals, means of implementation and approach to global partnerships. 2. Reach agreement on a Global Academic and Research Framework and Priorities, which will inform the HLP deliberations on the Bali consensus. All activities will take place on 25th March 2013 at the Westin Resort, Nusa Dua, Bali, Indonesia.
