Problem Statement:
With the passage of time and dynamically changing telecom environment, the telecom industry is giving
rise to a stringent competition. This competition is giving rise to competitive rivalry where all the
Telecom operators are trying to go for decreased cost and higher quality of Service. Keeping in view this
paradigm of Telecom traffic, there is requirement of a system that works on increasing cost and quality
efficiency. In order for the system to work appropriately we need to have a data feed being generated
by Office Support System (OSS) and they will be used for defining Customer specific statistics and extract
rates and routing information. Therefore, Intelligent Routing Interconnect is a system that enables the
Telecom operator to take intelligent decisions using the system based on the running statistics
pertaining to different cost and quality measures. These statistics are then compared with the Rules
defined at different levels in the IRI (OSS) and then based on the comparison of Rules and statistics,
system intelligently performs re-routing.
In the contemporary telecom market, the prime source of service provider’s competitive advantage is
business agility and flexibility through cost structure optimization. Therefore, Voice Routing
Management is critical in telecom enterprises that provides both macro and micro level visibility into
technical and financial parameters and automates the business decision over a large network of
switches. IRI (OSS) is a smart voice routing engine that facilitates a communications service provider in
performing multitude of business functions such as (1) monitoring, controlling, analyzing, and
configuring network components, (2) maintaining network inventory and provisioning services, (3)
managing customers / vendors, and marketing activities, and (4) providing technical support, handling
faults and managing switching network. With margins getting thinner and competition becoming more
intense, significant pressure is mounting on the operators to employ, strengthen, streamline, and
centralize their Operation Support Systems to manage activities efficiently and cost effectively.
Intelligent Routing Interconnect (IRI (OSS)) is a carrier grade, scalable Voice Management with built-in
intelligent routing algorithms to help carriers keep ahead in their business. With elaborate feature-set
the IRI (OSS) shall enable operators to minimize revenue leaks due to routing deficiencies and Quality
demands. With the help of IRI (OSS), carriers will be able to focus on expanding business without
worrying about the likelihood of sending traffic through costlier routes or to ones that do not work well.
In addition, IRI (OSS) shall act as the decision support system for routing in real-time thus ensuring

revenue and profit maximization, premium call quality and high availability on the system, which are
essential ingredients of doing successful long distance communication business.
System Functionality
CloudBPO is proposing to develop the state of the art Telco voice traffic routing optimization
solution, known as CloudBPO Intelligent Routing Interconnect (IRI (OSS)) solution. IRI (OSS) is a
carrier grade, intelligent and scalable voice traffic routing optimization and management
solution that seamlessly integrate to the Telco infrastructure e.g. billing system, switches and
allow Telco operator/carrier to proactively and intelligently manage the myriad factors of voice
traffic routing so they can maximize the revenue and profit while offer the customer the best
quality at the competitive rate. IRI (OSS) will address the current problem faced by Telco in
managing the voice traffic routing in the global communication landscape. IRI (OSS) frees
Telco’s back-office resources in the day-to-day management of the voice traffic routing decision
by intelligently route the voice traffic based on the current network load and conditions, route
availability, routing cost, quality and other business rules defined by the Telco operator.
Routing factors supported by IRI (OSS) includes

Quality of Service of routes (ASR, ACD, PDD, MOS, NER, etc)

Quality of Service of the network (Packet loss, jitter, delay, etc)

Codec support on different routes (G.711, G.729, G.723, etc)

Financial aspects (Cost, Gross Margin, LLCR, etc)

Commercial aspects (complex SWAP deals, credit exposures, etc)

Business rules defined by users
In essence, IRI (OSS) functionalities is implemented in the following modules

4. IRI (OSS) Management Console
Mediation Engine is the system integration layer in the IRI (OSS) that responsible to
connect to various systems and hardware such as soft switches, accounting system, CRM
and billing server to extract the required information and facilitate the intercommunication between the different modules in the IRI (OSS). Mediation Engine also
connects to the soft switches to collect the CDR and extract the key information in the CDR
for intelligent analysis and automatic voice traffic routing.
Routing Analytics Engine is the traffic analysis and forecasting engine that’s responsible to
analyze the key information extracted from the CDR data such as usage, traffic and quality
from different customers and vendors. Combining with the historical traffic, Routing
Analytics Engine will forecast the future traffic across different routes. Then the Routing
Analytics Engine generates the statistics and analytical information e.g. ASR, ACD, PDD
which the information is stored in the IRI (OSS) database for Intelligent Routing Engine to
generate the optimized routing table for different customer and vendor.
Intelligent Routing Engine is the core engine in the IRI (OSS). This engine is responsible to
generate the optimized routing table based on the statistics, forecasted and analytical
information from Routing Analytics Engine, cost information from Billing server and
commercial business rules defined by the user using IRI (OSS) Management Console.
Intelligent Routing Engine utilize optimization algorithm by combining historical, current
and future forecasted information to simulate various possibilities and discover the
optimized routing table. Once the routing table is generated, Intelligent Routing Engine
communicates with the Mediation Engine to push the optimized routing table to the soft
switches.
IRI (OSS) Management Console is the administration module in the IRI (OSS). IRI (OSS)
Management Console allow user to stimulate various routing conditions, factors and
business rules to visualize its effect, define various business rules for routing management,

define alerts for automatic notification and perform reporting on the CDR and analytical
information available in the IRI (OSS) database.
