The European Environment Agency (EEA) in cooperation with the German Federal Environment
Agency (UBA), and supported by the European Topic Centre on Waste and Materials in a Green
Economy (ETC/WMGE) is organising a ‘2016 Experts’ workshop on prevention of hazardous
waste’ on Wednesday, 24 February (afternoon) and Thursday, 25 February (morning) 2016 in
Berlin. The workshop venue is at the UBA premises in Berlin at the Bismarckplatz 1.
The experts’ workshop is organised in the context of the waste prevention programmes review
process. The Waste Framework Directive (2008/98/EC), Article 29 requires that Member States
establish their waste prevention programmes by 12 December 2013. According to the Article 30 (2) of
the Directive, the EEA is invited to include in its annual report a review of progress in the completion
and implementation of the national waste prevention programmes. Support to this process is provided
through the extended network of partners and stakeholders including the European Environment
Information and Observation Network (Eionet), the European Commission (EC), the Organisation for
Economic Co-operation and Development (OECD), among others. Discussions and findings of the
workshop will provide further inputs to the relevant processes at national/regional, European and
global level. The Federal Environment Agency (UBA) which is co-organizing and hosting this event will
represent Germany as one of the frontrunners in hazardous waste prevention.
The objectives of the workshop are:

to discuss progress of the implementation of the hazardous waste prevention;
to discuss priority hazardous waste streams in terms of prevention;
to identify potential prevention challenges and barriers;
to discuss evaluation techniques and methods when it comes to the implementation;
to identify examples of good practice;
to establish links to other policy areas such as: circular economy, resource efficiency,
industrial emissions, chemicals and others.
The workshop is seen as a continuation of previous work done in the area of waste prevention, with
particular emphasis on prevention of hazardous waste. Hazardous waste is a large area of work and
also very complex, especially concerning industrial processes where economic factors represent an
important incentive for both prevention and recycling. It is also not always easy to distinguish
between prevention and recycling.
The interactive workshop will cover two main sessions:

prevention of hazardous waste with the focus on production aspects with particular focus
on large (industrial) and medium- and small-size activities; and technological changes in
production processes;
prevention of hazardous waste with the focus on products aspects with particular focus on
reducing hazardous substances in products; products design and labelling;
and will allow for intensive share of experiences and presentation of good practice examples.
We would like to invite all countries interested in presenting relevant experiences and developments
within listed agenda topics from a national and regional perspective to come forward. Please do not
hesitate to get back to us with your proposals. In addition, we would like to organise a bilateral
interviews with selected number of countries prior to the workshop in order to get better overview on
the current situation in terms of hazardous waste prevention.
The EEA will cover travel expenses and accommodation according to the EEA rules for one participant
per country for the workshop. The workshop will start at 13:00 on 24 February and end at 13:00
before lunch break on 25 February.
We kindly ask the NFPs/NRCs to nominate the person who will represent their country in
the workshop and is entitled for reimbursement. The expert workshop is open to further
interested Eionet participants on their own cost.
For ordering the flight tickets and booking the hotel, participants entitled to reimbursement are
advised to use the services of the EEA’s travel agency Seneca. Ticket ordering forms should be
returned to Seneca as soon as possible, and no later than 5 February.

to discuss progress of the implementation of the waste prevention in the area of hazardous
waste (with links to the waste management practices and capacities);
to identify potential prevention challenges and barriers;
to discuss evaluation techniques and methods when it comes to the implementation;
to identify examples of good practice;
to discuss policy/legal framework(s) in which good practice examples function;
to establish links to other policy areas such as: circular economy, resource efficiency,
chemicals and others.
The workshop represents a continuation of previous work done in the area of waste prevention; with
the emphasis on prevention of hazardous waste. This waste stream has a broad coverage and in order
to narrow down the scope of the analysis, the focus will, most likely, be on the waste streams with
the highest prevention potential and/or waste streams with the highest toxicity. We would also like to
look at the sectors that the countries are considering priority.
The workshop will cover two main sessions:

prevention of hazardous waste with the focus on production aspects;
prevention of hazardous waste with the focus on consumption aspects (products);
The sessions will have interactive character to allow for intensive share of experiences and
presentation of good practice examples.

waste colleagues about possible participation. EEA will cover the travel costs for one participant from
Eionet countries.
