Ability to work in a team and within tight schedules A keen interest and proven track record in social work, poverty alleviation activities and field work operations Duties: (a) To be responsible for the overall implementation, coordination, monitoring and supervision of all operations and activities of the Programme; (b) To prepare the annual work plans and budgets relating to the Programme; (c) To prepare operational guidelines, parameters and eligibility criteria for the Programme; (d) To ensure that all project proposals are in line with the set parameters, guidelines and eligibility criteria approved for the Programme; (e) To be responsible for the preparation and submission of progress reports to the NEF Board; (f) To carry out consultations with sub-committees of the NEF and relevant stakeholders during identification or formulation of projects; (g) To submit projects and proposals to the NEF Board for harmonization and endorsement before implementation; (h) To submit for approval to the NEF Board any project falling outside the parameters/eligibility criteria of the Programme after consultation with relevant stakeholders; (i) To ensure an integrated approach in the implementation of projects and contribute to build synergy with other NEF Programmes and external partners; (j) To be accountable for the execution of all projects in line with KPIs set for the Programme, including results achieved and disbursements effected; (k) To ensure proper follow up of beneficiaries of the Programme through site visits in view of collecting monitoring data, checking progress, identifying constraints, propose improvements, and submit regular feedback reports; (l) To prepare, in consultation with the Communication Department, relevant brochures and other communication materials for the Programme; (m) To examine and certify requests for payments relating to implementation of projects and activities; (n) To be responsible for the supervision of all staff falling under the Programme and report on their performance; (o) To attend meetings as directed by the Chief Administrator; and (p) To perform such other cognate duties as may be assigned by the Chief Administrator. Duties (a) (b) (c) (d) (e) (f) (g) (h) (i) (j) (k) (l) (m) (n) To manage the Finance Section and be responsible for all financial activities of the NEF; To be responsible for the efficient planning and control of the Foundation's financial resources; To be responsible for the preparation of the NEF’s budget, financial statements, annual reports and other financial documents and reports required by the management and/or NEF Board; To be responsible for setting up adequate financial systems and procedures and control mechanisms within the Foundation and to ensure compliance with standing financial policies and regulations; To maintain up-to-date and adequate financial planning and information systems in the Organisation and analyse/advise management on financial trends to prevent waste of resources and promote accountability and good governance; To be responsible for the verification of all payments to be effected by the NEF and ensuring that same is in accordance with contractual obligations and financial details of invoice or payment requests; To ensure that all payments being processed by the NEF are well supported by relevant order forms, claims and invoices; Liaising with auditors to ensure annual monitoring is carried out; To be responsible for the timely preparation of staff payrolls and payment of salary and for stock and inventory management of the NEF; To work in close collaboration with all programme Executives and Managers of the NEF to promote financial efficiency throughout the Organisation; To guide, counsel and coach NEF staff with a view to ensuring that they comply with the financial procedures and systems in place at the NEF in the daily performance of their duties; To service committees and meetings of the NEF, wherever appropriate and to represent the NEF in meetings and other dealings with Government and other NEF stakeholders in so far as financial and procurement issues are concerned; To advise the Chief Administrator on all financial and procurement issues pertaining to the NEF; and To perform such other cognate duties as may be assigned by the Chief Administrator.
