Beverley Town Council Planning, Property & Services Meeting 10th December 2013 Present: Councillors Aird, Astell, Bottomley, Elvidge, Pearson, Sweet and Whitfield In Attendance: Carol Oliver (Assistant Town Clerk), Mr Maw (Town Council Handyman), Mr Wilson (Sparkmill Allotment Representative), Mr Stainton (Kitchen Lane Allotment Representative) and Mr Coles (Queensgate Allotment Representative). Councillor Aird welcomed everyone to the meeting. 19 To receive apologies for absence. Apologies were received from Councillors Boynton, Cox, McGrath and Mr Wardell (Queensgate Allotment Representative). 20 (a) To record declarations of interest by any member of the council in respect of the agenda items listed below. Members declaring interests should identify the agenda item and type of interest being declared. Councillor Astell declared a non pecuniary interest in the allotments as he is an allotment tenant. Councillor Sweet declared a non pecuniary interest in tree application number 13/03858 as it is a neighbouring property to his home. (b) To note dispensations given to any member of the council in respect of the agenda items listed below. No dispensations given. 21 To note the minutes of the Planning Property & Services meeting on the 12 th November 2013 The minutes of the Planning Property & Services meeting on the 12th November 2013 were noted. Councillor Aird handed over the chairing of the meeting to the Vice Chairman, Councillor Pearson to do the Property & Services aspects of the Agenda. 22 Matters arising from the above Minutes including a review of the recorded “actions”. A review of the recorded actions took place. Min 7 – water pipe - The Assistant Town Clerk to ask the Town Clerk to expedite the claim for the refund as the water pipe to the electricity substation is connected to the Beverley Town Council pipe. The water pipe to the substation is leaking. The water pipe has now been disconnected and the electricity substation will have to request a water supply direct from Yorkshire Water Min 7 – new building – the Assistant Town Clerk reported that the pre planning application had been submitted to East Riding Council but they had requested additional information. The Handyman with the Assistant Town Clerk is to obtain the information from the supplier and send to East Riding Council. Min 13 – East Riding Council allotments - this action has been superseded by a Full Council decision. The Assistant Town Clerk informed the meeting that the Town Clerk had raised concerns about the state of the wall. The Town Clerk is to write to East Riding Council to request clarification of the state of the boundary wall and request they expedite repair. Min 16 – litter bins - Councillor Elvidge reported he had no response to his email and will contact the Leisure Centre. Min 16 (ii) – The Assistant Town Clerk informed the meeting she had contacted the Pasture Masters to discuss a bin strategy but they had replied thanking us but that they are working with the East Riding Council. The Assistant Town Clerk is to write to the East Riding Council to request what action they are taking with regard to litter bins on the Westwood. Resolved – The Assistant Town Clerk is to write to the East Riding Council to request what action they are taking with regard to litter bins on the Westwood. 23 To receive an update of plot allocation & waiting lists The Assistant Town Clerk reported there were 16 on the waiting list. 4 of those people had been offered allotments and had asked to remain on the list and were now at the end of the waiting list. 24 To receive allotment representatives’ reports The allotment representatives’ reports were received. Sparkmill – Mr Wilson thanked Beverley Town Council for the new taps which were working very well. He asked when the new notice boards would be put up. Mr Wardell is in the process of repairing the notice boards. The old notice board is going to be re-sited by the small gate on Sparkmill Lane. Kitchen Lane – Mr Stainton said the plot holders would like another tap. The insurance of a volunteer undertaking the digging of a trench was discussed. The Town Clerk is to be asked to ascertain whether a volunteer is covered under the Beverley Town Council insurance and if so, to contact the volunteer. If not, the Town Clerk is to obtain quotes for a contractor to undertake this work. Queensgate – the written report from Mr Wardell had been circulated with the Agenda. The path needs to be repaired. It was discussed that from 31st January 2014 to 1st April 2014 no vehicles would be allowed to drive on the path to enable this to be repaired. Councillor Astell reported that this had already been discussed and the Town Clerk had been asked to obtain quotes from a contractor. The Town Clerk is to be asked to provide the information to Councillors Aird and Pearson as soon as possible and the work is to commence. A notice is to be put up at the allotment notifying allotment holders of the path closure. The provision of a toilet had been requested by female allotment holders. The cost of this would be investigated and this is to be discussed at a future Planning Property & Service meeting. 25 To consider a complaint received about bonfires at the Kitchen Lane allotments The Assistant Town Clerk read a complaint about bonfires at the Kitchen Lane allotments. It was agreed the Assistant Town Clerk would contact the lady making the complaint and inform her of the clause in the tenancy agreement regarding bonfires. It was agreed that the Assistant Town Clerk contact East Riding Council to ascertain whether a large brown bin could be sited at the allotments free of charge which would reduce the number of fires required. Mr Maw, Mr Wilson, Mr Coles and Mr Stainton left the meeting. 26 To consider the Allotment Policy The Allotment Policy was considered and it was noted this had been adopted by Policy and Full Council. It was agreed that the Allotment Policy be sent to every allotment holder in April 2014 when the rent invoices are sent out. Resolved – Option 1b is the preferred bin graphic. 29 To consider any Litter Bins and Grit Bin requests: (a) Litter Bin at the Bus Station A request has been received for a litter bin at the bus station from the Beverley in Bloom Group. The Assistant Town Clerk to contact East Riding Council and EYMS to investigate this possibility. Councillor Astell reported we have a litter bin in the storage which could be used. Councillor Pearson said a review of the litter bin placement in the Town should be considered by the Town Council.
