TERMS OF REFERENCE Contract 032 – ICS - VTE Project G0242-LAO: GMS Biodiversity Conservation Corridors Project Expertise National Specialist - Infrastructure Design and Construction Supervision Source National Category Individual The ADB Lao Biodiversity Conservation Corridors Project seeks to contract three national specialists in infrastructure design and construction supervision. Each specialist will be assist BCC Project’s Attepeu, Sekong, or Champasak province, to work with the provincial project management office to design small infrastructure projects, such as facilities for processing agricultural products, water supply systems, irrigation systems, or small roads located in project villages. Each specialist will also monitor and supervise the construction of the small infrastructure projects in their assigned province. Objective and Purpose of the Assignment For small infrastructure projects, Prepare technical drawings and construction specifications suitable for construction companies to complete construction. • Coordinate with provincial departments on the design of the projects - Department of Public Works and Transport, other Departments as required. • Assist the project's procurement officer to prepare tender documents for construction companies to bid on each project. • Monitor and supervise the construction of each infrastructure project. • Complete regular reports on construction progress and adherence to specifications for each project. Scope of Work The scope of work includes: (i) Identify the standard of design and specific requirements for each type of project, in coordination with the provincial department of public works and transport and other departments. Projects could include, for example, water supply systems, irrigation systems, or small roads. (ii) Coordinate with provincial department of public works and transport to prepare detailed construction and engineering plans for the project. (iii) Prepare detailed drawings and technical specifications for each project, suitable for including in an ADB tender process for construction bids. The specification must also meet the standards of the Lao PDR government. (iv) Coordinate with the GIC team, which will complete due diligence on each project design - technical, financial, environmental, and social. Technical due diligence will be completed by a GIC team, who will review the drawings and construction specifications, completed by the design engineer for each project, to ADB standards and prior to issuing contracts for construction of the infrastructure. (v) Monitor and supervise the construction of each infrastructure project, ensuring that the construction meets the design and technical specifications for the project, and also the standards of the Lao PDR government for infrastructure. For each project, complete regular reports on progress of construction and adherence to specifications. (vi) This scope of work will contribute to achieving Output 3 of the BCC project: livelihoods and infrastructure. Output/Reporting Requirements: The National Specialist will report to the National Project Director on a quarterly basis, with copies and documentation in Lao and English to the Provincial Project Coordinator. The National Specialist will work under supervision of the Project Coordinator and the Grant Implementation Consultant Team Leader. Minimum Qualification Requirements • • • • • • • Bachelor degree in civil engineering, construction, or equivalent. Knowledge and experience in technical design of small infrastructure projects. Experience in using CAD/CAM software to design small infrastructure. Experience in construction project management. Experience in supervising construction of infrastructure according to government of Lao standards. Previous experience in infrastructure construction on projects similar to BCC. Experience in infrastructure construction on ADB or World Bank projects is an advantage. Proficient in English and relevant office software (Microsoft Word and Excel, various database applications).
