ROCHESTER PUBLIC SCHOOLS Restrictive Procedures Form Restrictive procedures “Frequently Asked Questions” What is a restrictive procedure? - physical holding (restraint) or seclusion of children with disabilities in Minnesota schools. PHYSICAL HOLDING: What is physical holding? - a physical intervention intended to hold a child immobile or limit a child’s movement where body contact is the only source of physical restraint, and where immobilization is used to effectively gain control of a child in order to protect the child or other person from injury. When can physical holding be used? - Physical holding can be used only in the case of an emergency which is a situation where immediate intervention is needed to protect a child or other individual from physical injury or to prevent serious property damage What physical holdings can be used? - In the Rochester School district, the only physical holdings or restraints that can be used are those taught in Non-violent crisis intervention class and can only be done by people who are current in their CPI certification. SECLUSION: What is seclusion? - confining a child alone in a room from which egress is barred When can seclusion be used? - only in the case of an emergency which is a situation where immediate intervention is needed to protect a child or other individual from physical injury or to prevent serious property damage. Where can seclusion be used? - In the Rochester Public Schools seclusion can only be used in room 105.at Phoenix, at Century and room 160 at Ben Franklin. If you do not have access to one of these rooms and you want to isolate a student a staff person must be in the room with the student or egress must not be barred DEBRIEFING: What is debriefing? - A school must assure that the person responsible for the implementation of the restrictive procedure and others involved with the incident review the use of restrictive procedure to determine if the procedure and paperwork were done correctly. The school must also hold a quarterly meeting of the oversight committee to assure restrictive procedures were done correctly. DOCUMENTATION What forms need to be filled out? - Whichever restrictive procedure was implemented, the appropriate form must be filled out (seclusion and/or physical holding) as well as a debriefing form. What do I do with the forms? - The forms must be filled out electronically as soon as possible after the incident. After they are filled out they should be forwarded to your Special Ed. Supervisor, building administrator and restrictive procedures specialist and original filed in the students cum folder Do I need to contact the parents/guardians? - YES – you must make every attempt to contact the parents the same day, for EVERY restrictive procedure. If you are not able to contact them, a letter must be sent to them within two days of the restrictive procedure. Do I need to have an IEP meeting? - If a child has needed a restrictive procedure to help re-gain control of his/her behavior two times within a 30 day period or a pattern emerges, an IEP meeting must be held. What needs to be discussed at the meeting? - Every item on the restrictive procedures checklist must be addressed at every IEP meeting held due to a restrictive procedures being implemented Rev. 1/13
