Policy CE2 The Council will require development to adapt to fluvial flooding and mitigate the effects of, and adapt to, surface
water and sewer flooding. To deliver this the Council will:
e. require sustainable urban drainage (SUDs), or other measures, to reduce both the volume and the speed of
water run-off to the drainage system ensuring that surface water run-off is managed as close to its source as possible
in line with the hierarchy in the London Plan. In particular, major development must make a significant reduction in the
current volume and speed of water run-off to the drainage system;

Analysis
Policy CE 2 of the Core Strategy requires surface water run-off to be managed as close to its source as possible. The fact
that the 15% of the garden approved to be retained has been capped over with a concrete slab will have implications for the
drainage of the garden. The proposed measures (external slab holes) try to address the situation by giving surface water a
path to aid percolation into the soil below and therefore reduce the speed and the amount of water run of that enters the
sewers. Although the remedial works would not be as effective as keeping the soil cap free in terms of natural drainage, they
are seen as positive. To ensure the remedial works are fully effective, the number of holes should be increased to 16 and be
regularly maintained to avoid obstructions.
Conclusion
The aim of Policy CE2 will be met by providing the proposed 16 holes and maintaining them thereafter ensuring they are not
obstructed. I therefore do not raise an objection to the discharge of the condition.
