INTRODUCTION
The City of Tshwane takes part in the National Energy Efficiency and Demand
Side Management progamme which is aimed at reducing electricity consumption
and contributing to the green economy. During the 2012/13 financial year the
Energy and Electricity Division undertook and completed two projects, namely
the installation of solar water geysers in low cost houses (RDP) and retrofitting
the lights in municipal buildings, which contributed towards the this goal.

PROJECTS COMPLETED
The following projects were successfully completed:
2.1
MUNICIPAL BUILDING LIGHTS RETROFIT
2.1.1 BACKGROUND
The City of Tshwane consumes a considerable amount of energy for office
building lighting requirements at various municipal facilities. The City identified
office lighting as its main area of energy consumption and targeted this area for
efficiency improvements. The increasing electricity costs and need to reduce
carbon emissions and contribute to green economy prompted the City to
consider all possible avenues for cost reduction, sustainable energy consumption
and efficient use of limited resources.
The City of Tshwane embarked on a project to replace the old inefficient
technology T8 and T12 4ft and 5ft fluorescent tubes with more energy efficient T5
fluorescent tubes. The main aim of the project was to achieve a reduction in the
energy used for lighting in municipal buildings and also thereby save on
operational costs.
2.1.2 PROJECT SCOPE
The table below indicates the buildings retrofitted with energy efficient lights.

2.2 INSTALLATION OF SOLAR WATER HEATERS IN LOW COST HOUSES (RDP)
2.2.1 BACKGROUND
Most of the low cost houses (RDP) do not have access to warm water and as a result
the beneficiaries use kettles to heat up water before use, and in some instances where
there is no electricity wood and paraffin is used as source of energy. Hot water is a
basic need for most households and as a result a lot of energy in consumed for water
heating for cocking and bathing.
In order to address the problem the solar water heater program was introduced to
address this problem. The City of Tshwane has to date, with the assistance of the
National Department of Energy and Eskom installed over 30 000 solar water units to
communities across the City. In the last 2012/13 financial year the City installed 3166
units.

2.2.2. PROJECT BENEFITS
The following benefits were realised through the implementation of the project;
 Reduction in electrical energy used to heat water
 Provide access to warm water by use of clean renewable energy source
therefore reducing impact on the environment
 Social and economic empowerment by appointment of local communities and
providing on job training during the implementation of the projects
