Academy on Social and Solidarity Economy – Elective on the Role of the SSE in Fragile States Session Plan Social economy approaches to support decent work in fragile states and communities (English, French and Portuguese) Learning Objectives: The participants will be able to acquire more knowledge and insights on : a) Definitions, factors and conditions of fragile States and fragile situations b) The role of the ILO and of its Decent Work agenda in situations of fragility c) The contribution of social and solidarity economy organizations in addressing the root causes of fragility and in strengthening resilience The many different definitions of state fragility agree on one point: the inability of the state to provide its citizens with essential services. In fragile states or fragile situations (including post-conflict and post-disaster situations) citizens are left on their own and must organize themselves so as to obtain those essential economic and social services. This is an area where social and solidarity economy organizations can and do play a precious role: not only do they organize services through self-help and mutual assistance, they also provide voice and representation, facilitate the reintegration of returnees and armed forces, and provide the organizational basis for greater resilience and stability. The elective will include case studies from different (African) countries currently or formerly considered fragile. It will also familiarize the participants with the “New Deal” promoted by the G7+ Group of Fragile States, including the five Peace and State building Goals and the principles of TRUST and FOCUS. Finally, participants will understand better why and how the ILO intervenes in fragile states.
