Goh Hup Chor is an architect, urban designer and planner. He held key positions in the Housing and Development Board and Urban
Redevelopment Authority for 27 years; and is widely recognised as one of the key figures involved in the shaping of today's urban Singapore.
Hup Chor commenced his career with the Housing and Development Board
(HDB) in 1968 and was instrumental in conceiving and implementing many planning and design ideas for the New Towns of Singapore. Aside from leading the development of planning standards, design guidelines and details for the public housing programmes, Hup Chor personally worked on a wide range of building projects. These included the ground breaking
Toa Payoh Town Centre and Sports cum Swimming Complex; Cheng Yan
Court residential-commercial complex; Tanjong Katong Shopping Centre,
Neptune Court executive housing and many others. In 1979, he was conferred the Public Administration Silver Medal by the Government of
Singapore in for his outstanding work in public housing.
Hup Chor is a Hay-Fulbright Scholar and worked on his Masters Thesis on
Urban Design at the University of Pennsylvania from 1976 -77. He returned to work at the HDB in 1978 and was seconded to the Urban

Redevelopment Authority (URA) to take charge of planning and urban design work for the Central Area of Singapore in 1984.
Hup Chor was appointed its Deputy Chief Planner 1989 under revamped
URA with national planning and conservation powers. He was actively involved in the review of Singapore’s Concept Plan, preparation of development guide plans and conservation master plans, urban design studies and many other related planning and design activities. His important work included the implementation environmental master plans such as The Civic District, Tanjong Rhu and Singapore River. he was also responsible for the design concept and the full design development of the new URA Headquarters.
Hup Chor is also a leader in architectural conservation through his involvement in the restoration of major landmarks such as Stamford
House, Capitol Building and Bugis Village and as Chair or Member of the
Design Advisory Panels which supervised and restoration of Raffles Hotel,
CHIJMES and the Thong Chai Building. He also pioneered the restoration of shophouses in the Core Conservation Districts of Chinatown, Little India and Kampong Glam.
Architectural education is close to the heart of Hup Chor. He has served for many years as a design critic and external examiner to the School of
Architecture of the National University of Singapore is also an adjunct
Associate Professor in the Masters of Urban Design programme since 1995.
Hup Chor joined RSP as a Director in July 1996. He retired from RSP in the year 2003. RSP is one of the largest and most established professional firms in the region offering comprehensive services in planning, architecture and engineering.
He had also devoted a significant effort towards the redevelopment of the
Tanah Merah Country Club Garden Course (now a world class golf venue).
He also serves as Vice-President of the Singapore Golf Association.
In 2008, he was invited by Gaia Arkhitects, MWH Global and Keppel
Seghers Inc. to help lead a multi-national design team in conceptualising the Doha North Eco Park, a 3,300ha "Wellspring in Qatar" that would help

to create a vibrant and green desert community of 170,000 through the use of 430,000m 3 of recycled and treated waste water. This was a project initiated by the senior leaders of both Singapore and Qatar.
