Commissioner:

Trade Committee (Temporary Position, one season):
 WEST: Ryan LAK GM / unfilled – ($500,000 per season)
 EAST: Dan BUF GM / Duran PIT GM – ($500,000 per season)
Responsibilities’
- Review trades
- Mediator between Commissioner, Teams involved in the trade
Simmer:

Retirements (Temporary Position, one season):
 Glenn CBJ GM – ($500,000 per season)
Responsibilities’
- Checking in offseason for NHL, AHL, KHL, etc Retirements
- Removing players from the League
Treasury (Temporary Position, one season):
 Mathew CGY GM – ($500,000 per season)
Responsibilities’
- Monitoring Salary Cap Minimum/Maximum
- Warnings, assign penalties and possible removal of the GM in violation
Entry Draft / NHL Rerates (Temporary Position, one season):
 Nick ANA GM – ($500,000 per season)
Responsibilities’
- Prepares Draft order, Draftees based on the NHL Central Scouting Final Rankings
(odds / evens)
- NHL Rerates based on STHS Ratings and Program developed
Goalie Maximum (Temporary Position, one season):
 Dan BUF GM – ($500,000 per season)
Responsibilities’
- Ensures goalies do not go over their MAX # of games played based on Endurance
A.2 GM CONDUCTIVITY
1.) A GM can only manage one team at a time. Our technology will indicate when a GM tries to
manage more than one team to gain an unfair advantage. Automatic dismissal if it’s found
that this happens!
2.) Participation in the League – which includes Lines, Roster Moves, Salary cap compliance,
respect between other league members, Declining trades in a timely matter (24 to 48 hours),
having an active email.
3.) Activity in the League is a must, provides enjoyment amongst other league members and will
be monitored
4.) Dismissal is allowed if a GM does not participate at all or has no regard for his/her team at
the discretion of the Commissioner.
A.3 DRAFT
1.) Two Drafts per Calendar Year (one per season – Draftees are comprised from Central
Scouting Final Rankings Odds one season Evens one season)
2.) Scouting is the responsibility of each GM
3.) Off the Board picks are allowed which includes any player not playing in our League and any
Prospects not drafted at an age limit of 26. Any player drafted that is playing in the NHL he
will be signed to a 1 year contract based on his NHL Salary if he is over the age of 20.
4.) There are 4 lists produced by Central Scouting (North American Skaters, International
Skaters, NA Goalies and INT Goalies). Total players in draft will be prorated based on those
lists to a total of 90 players (3 Rounds per season)
A.4 RERATES / PROSPECTS
RERATES:
1.) After every season the program will rerate each player based on league stats.
2.) 3 NHL Rerates per NHL Season will be allowed and will be based on Nick’s ANA GM NHL
Rerate Program which is based off of the STHS Website.
3.) 1 Player can be chosen to withhold a league rerate from
PROSPECTS:
1.) Prospect ratings will be based on Stats in there respected leagues – Will eventually be a part
of the NHL Rerate Program – Overall ratings will be basically random
2.) HF Ratings and Hockey Future write-ups will be looked at if a Prospect had a bad year
statistically. Also the points produced during Junior maybe averaged to produce reasonable
player ratings
3.) Potential ratings are based on age and are displayed in the following chart (taken from the
PHL Rulebook. Rule designed by Dan Kent).
4.) Each team can create 5 prospects per season at $500,000 per prospect (taken from the PHL
Rulebook. Rule designed by Dan Kent).

5.) Entry-Level contracts are at a 4 year term @ $500,000 per season
6.) HF Ratings are a gauge of potential but also NHL readiness and should be only used for
drafting purposes
A.5 NHL RULES APPLIED TO THE PBMHL

Max Pro roster is 25 players.
Max Farm roster is 30 players
Players that do not have a contract when they turn 24 are considered a RFA
Draft lottery is based on the 14 non-playoff teams
The 3 preceding years of draft picks can be traded. (Conditional, future considerations etc.)
Draft Order is based on Standings of Divisions, Wild card and Playoff teams Similar to the
NHL
7.) Salary Cap is $72 Million – Minimum Cap is $40 Million.
8.) Farm Cap is $45 Million for finances however only 10% of this will count.
9.) Penalties will be assessed to teams over or under Cap amounts including warnings,
suspensions, and loss of picks and possible removal from the League.
10.) Maximum yearly contract will be $12 Million per season.

Maximum overall for a farm player is 68
Maximum Salary for a farm player is $3 million
Players aged 24 and under can play in the farm league regardless of salary
The Team must buyout the difference between the player’s salary and $3 Million for the
remainder of his contract to be able to play in the minors (the 68 OV rule applies)
A.7 UNRESTRICTED FREE AGENCY

Teams are allowed 2 No Movement Clauses
Front Loaded Contracts are not allowed
Free Agent Signings cannot be traded until they play half a season
A.8 RESTRICTED FREE AGENTS
1.) If a team is unable to sign their RFA after 2 tries in the offseason The GM can trade him to
another team or He will be signed to a 1 year contract based on league averages.
2.) The following season the GM will have 3 chances to sign their player after that he is open to
other teams and subject to Compensation which is as follows:
$1,034,249 annual cap hit or less No compensation
$1,034,250 to $1,567,043 Third-round pick
$1,567,044 to $3,134,088 Second-round pick
$3,134,089 to $4,701,131 First and third-round pick
$4,701,132 to $6,268,175 First, second and third-round pick
$6,268,176 to $7,835,219 Two first-round picks, a second and third
$7,835,220 and higher Three first-round picks
Teams must use their own draft picks as compensation.
A.9 RETIREMENTS
1.) This league will use the retirement of the real players (If a player passes away he will autoretire)
2.) After every NHL season the league will be checked for Retirements
3.) Players over 36 that are signed and retire at some point after that any remaining contract
must be paid in full by the Team.
A.10 GOALIE RESTRICTIONS
1.) Goalies will be restricted to their games based on their Endurance rating for that season
90+ 73 games
85-90 68 games
80-84 63 games
79-75 58 games
74-70 53 games
70 and below 48 games

Players on Entry Level contracts can play on either the farm team or pro team (the 68 OV
rule applies)
Any player that has played 10 games or less can also pass down to the farm team or to the
pro team (the 68 OV rule applies)
Pretty much anything goes for trading, including Picks, Cash, part of a player’s salary,
Players.
A.12 YEAR END AWARDS
Each team at the end of the year will be given a cash award based on their success that year, to help
them with signing bonus cash.
