1. Agreed Actions

EIC to send to Members RAC Ricardo Study on Air Quality

EIC to distribute Andy Eastlake's presentation to all Group Members.

EIC to invite Alan Andrews from Client Earth to give address to Members on National

Framework for Low Emission Zones

EIC to work with Group Members to develop draft Air Quality paper for Group discussion at the next meeting.

EIC to rename the Transport Pollution Control Working Group to the Air Quality Group.

2. Introductions and Matters arising

MG opened the meeting with introductions and welcomed everyone to the new meeting of the EIC Air Quality Group with a strong link to the retrofit industry which may in time establish a subgroup within this group.

MG also welcomed BL who was attending as guest as this would be his last meeting, as he will be retiring from the industry and as Vice Chairman. MG commented on the huge amount of support that BL had given to the Group, EIC and the industry for over a decade.

It was with great sadness to hear that he would not be attending EIC meetings in the future, but on behalf of all group members MG wished BL the very best wishes for the future. MF supported MG comments and said that he hoped BL would attend our Parliamentary

Receptions in the future.

3. Guest Speaker - Andy Eastlake, Low Carbon Vehicle Partnership

MG welcomed AE to the meeting. AE started his presentation highlighting his engineering credentials, and explaining that the Low Carbon Vehicle Partnership is internationally unique. However, the structure of LCVP has changed dramatically where historically it was predominately funded by Government to a mix where 50% is funded by Government and

50% is funded by private industry.

The core aim of the partnership is to deliver 'sustainable and efficient global mobility with zero life cycle impact'. This project is UK focused, which was established in 2003. It is not supported by the Technology Strategy Board (TSB). The TSB considers new innovation, and has developed for example Clean Fuels Technology fund. They also led the Reduced

Pollution Certificates and Low Carbon Bus Programme.

With improved understanding, we can influence policy and hopefully accelerate the market place.

AE explained that his explanation that his view of low carbon means low emissions that improves air quality and helps drive UK growth. See presentation for more details.

Action: EIC to distribute Andy Eastlake's presentation to all Group Members.

4. EIC Business Plan

MG asked MF to give update to Members of the EIC Advisory Group which was made up of the 7 Working Group Chairman, EIC Chairman. MF indicated that through the EIC Advisory

Group, EIC was putting in place governance and structural processes.

This includes EIC re-establishing a high level Political Council cutting across all political parties and covering House of Commons and House of Lords. MF said that EIC was intending to present details to the next EIC Advisory Group meeting on the 9th July with a view of endorsement from the Working Group Chairs. The next stage will be for EIC to establish meetings and ultimately relationships with the named individuals. Lord Deben

(Formerly known as John Gummer) has been invited to Chair. It is not expected to formally meet until after the next General Election.

EIC is continuing to develop its branding and marketing literature as well as, a dedicated

Members area for background papers, minutes, and presentations.

5. EIC Air Quality Paper

ML introduced the outline paper for Group Members consideration. ML spoke to each section of the report seeking Members views. MG welcomed the initiative and clearly highlighted that all Group Members probably had something to contribute. MF highlighted that this paper would be used to set down policy recommendations for EIC Policy Manifesto later this year. ML stated that although EIC can add a lot of material, its ultimately Members views which are needed. ML suggested it would be useful if Members had specific areas of interest to place their name against it.

Action: MG to give EIC feedback on the EIC Air Quality Paper and allocation of various sections to be completed before the next meeting.

6. EU Infraction Proceedings

ML reported that there was no major update. ML has learnt that DEFRA officials are preparing a response to the Commission. ML's understanding is that Government officials are challenging background levels of air emissions as a benchmark, suggesting that these were too high to start with. They are also putting together a plan to ensure the UK is fully compliant with EU limits. DEFRA does not expect the EU to press for fines. Defra also expect other Member States to have infraction proceedings. Government Officials from

Department for Transport are also supporting the submission.

Action: EIC to continue to monitor information related to Infraction proceedings.

7. Environmental Audit Committee

ML updated Members that EIC had been invited to give evidence to the Environmental

Audit Committee on 25 June 2014. Mike Galey will be leading as Chair of the working group.

It was suggested that MG will form part of panel, and they committee will be interested to know what has and has not been done since their last inquiry. EIC understands that this session will be used as evidence to question the Mayor of London, and the Secretary of

State for DEFRA, as well as, the European Commission.

Post Meeting / Post EAC update: the Secretariat of EAC has asked MG and EIC to give written submission. This will be submitted asap, and a copy given to all Members.

8. Market Opportunities - Cleaner Bus Technology Fund

£7.5 million spent on the Clean Bus Technology Fund. £5 million on Cleaner Vehicle

Technology fund. But this does not cover SCT, SCR, Vans or Taxis. Missed opportunity. A new £35 million Cleaner City Scheme may bring benefits. Its expected further monies / schemes will be announced by DfT.

Action: EIC to notify members of any announcements by DEFRA or DfT on funding schemes related to air quality.

9. Implementation of London BPG

No major updates. Elliott Treharne, Greater London Authority is conducting final edits to

Best Practice Guidance documents, and expect a final meeting to agree with edits. This does not cover areas affecting retrofit schemes . No details on date of publication yet.

10. Market Developments

10.1. VIPER

The Minutes from 2nd April 2014 have now been issued. The next meeting is 9th July

2014. It was suggested that Mike Galey attends as Chairman of the group.

Action: EIC to distribute VIPER Minutes from 2nd April 2014.

10.2. VERT Association

No update presented at this time.

Action: Lars Larsen to give verbal update on the VERT Association at the next meeting.

10.3. AECER (Renamed ERECA = Exhaust Retrofit Emission Control Alliance)

MG reported that there was not update. The retrofit companies represented by

ERECA continued to lobby in Europe. They had now each become members of

CLEPA, which was well established in Europe, and would lobby under that banner when appropriate.

Action: MG to give verbal update on any further developments Exhaust Retrofit

Emission Control Alliance (ERECA) at the next meeting.

10.4. UNECE WP29 GRPE REC Group (REC = Retrofit Emission Control)

11. AoB

MG reported that the last meeting was in Jan. The intention was to draw up a harmonised standard for the approval of retrofit systems (PM and/or NOx abatement) which could be adopted across the UN, and in particular by EU member states.

The REC legislation covered DPF systems, NOx abatement systems and combined systems. The baseline requirements (Level 00) stipulated 50% reduction of PM and

60% reduction of NOx, with an NO2 increase of not more than 30% from DPF systems. The more stringent requirements (Level 01) stipulated 90% reduction of PM,

60% reduction of NOx and options to restrict NO2 increase to 0%, 20% and 30%.

Both levels had now been approved by GRPE and would be available during 2014 for adoption by member states if required. However, they were not legislative in nature – other approval schemes could continue to exist in parallel.

It is unclear how this will be reflected into legislation.

Action: MG to give verbal update on the UNECE WP29 GRPE REC Group and any further developments at the next meeting.

11.1. Crossrail

Group Members asked if EIC could get updated figures from Crossrail on the figures of implementing NRMM.

Action: EIC to get update on the number of NRMM retrofits on Crossrail.

Post Meeting update from EIC:

Crossrail have carried out two detailed reviews of Crossrail NRMM and emissions control during 2012 and 2013 as part of our work to set out and deliver Crossrail strategy for emissions control. The most recent review was undertaken in March 2013.

Crossrail have presented to EIC data on the emissions standards of equipment used on the project and numbers of retrofitted equipment. Crossrail have presented to EIC graphs showing breakdown of the types of equipment in use.

From April 2013 onwards, Crossrail have continued to record their compliance with emission controls but Crossrail are no longer recording details of NRMM. For the year

2013-14, Crossrail recorded that 73% of NRMM is either fitted with diesel particulate filters or has 3B engines (Crossrail don’t have a breakdown between DPF versus 3B engines). For a further 19% of equipment Crossrail issued dispensations because it was not considered to be practical to provide emissions controls (for example due to technical reasons or availability) and this equipment was considered to be exempt for

Crossrail purposes. Crossrail are continuing to work with our Tier 1 contractors to examine these dispensations and secure equipment fitted with emissions control where practicable. For example, crawler cranes were subject to dispensations on a number of sites, but Crossrail are now starting to see equipment that meets our emissions requirements.

EIC has been presented the 2013 summary table (See attachment) this can be confusing at first glance. Crossrail basic requirement is to achieve the equivalent of

Stage 3b. Crossrail have explained that if you add up the numbers for each of the 3 stages (2, 2a and 3b) you get the total of 254. Of the number of Stage 2 and 2a (196)

84 of those were fitted with DPF at that time.

EIC has been presented 3 attachments from Crossrail and these are attached with this minutes.

11.2. EIC Annual Conference

MF indicated that EIC were working hard with external partners to produce a National

EIC Conference. EIC had secured the Secretary of State for DEFRA. Further details will be presented to Members over the coming months, however, Members were recommended to hold the 2nd December 2014.

12. Date of next meeting

The date of the next meeting is the 11th September 2014.

Client Earth will be invited to be our guest speakers on the delivery of a National Framework for Low Emission Zones.
