On joint motion of all Councilmembers present, the following resolution was
offered:
RESOLUTION NO. 124080
A resolution authorizing the Chairman of the Jefferson
Parish Council to execute the two year Cooperative
Endeavor Agreement between the Parish of Jefferson and
the Jefferson Society for the Prevention of Cruelty to
Animals (JSPCA) to jointly sponsor a Liaison Officer position
that will assist both organizations at a cost not to exceed
Thirty-Four Thousand Dollars ($34,000.00) (Parishwide)
WHEREAS, Art. VII, Sec. 14(C) of the Louisiana Constitution of 1974 provides
that for a public purpose, the State and its political subdivisions may engage in
cooperative endeavors with each other, with the United States or its agencies, or with
any public or private JSPCA, corporation or individuals; and
WHEREAS, the Parish of Jefferson is authorized by Section 1.01(15) of the
Jefferson Parish Charter to enter into this Agreement for the development and
administration of cultural facilities and programs; and
WHEREAS, Parish of Jefferson desires to cooperate with the JSPCA in the
implementation of the Project as hereinafter provided; and
WHEREAS, the public purpose of the Project is described as to provide shelter
and assistance in the adoption program for the Jefferson Parish Animal Shelter, which
will contribute to the overall health and safety of Jefferson Parish residents and pets;
and
WHEREAS, the Parish of Jefferson has a reasonable expectation of receiving a
benefit or value of a Liaison Officer between the Jefferson SPCA and the Parish of
Jefferson, who will manage the sheltering and adoption programs of the Jefferson
Parish Animal Shelter, thus providing an efficient process of sheltering animals and
creating a safer and more enjoyable environment for the citizens of Jefferson Parish;
and
WHEREAS, the transfer or expenditure of public funds or property is not a
gratuitous donation; and
WHEREAS, the citizens of Jefferson Parish will benefit from the efforts of these
parties working together.
NOW, THEREFORE, BE IT RESOLVED by the Jefferson Parish Council of
Jefferson Parish, Louisiana, acting as governing authority of said Parish:
SECTION 1. That the Cooperative Endeavor Agreement between the Parish of
Jefferson and the Jefferson Society for the Prevention of Cruelty to Animals to jointly
sponsor a Liaison Officer position that will assist both organizations at a cost not to
exceed Thirty-Four Thousand Dollars ($34,000.00) is hereby ratified.
SECTION 2. That all expenditures shall be charged to Account No. 21710-22007331.
SECTION 3. That the Chairman of the Jefferson Parish Council, or in his
absence the Vice-Chairman, be and are hereby authorized to execute any and all
documents necessary to give full force and effect to this resolution.
The foregoing resolution having been submitted to a vote, the vote thereon was
as follows:
