According to shastras, Uttarayan is considered to be a symbol of positivity. Uttarayan is known to be the period of Devas. This Course Manual spells out various aspects of this training Program and the rules which are required to be followed by the trainees. The conduct and behavior prescribed in this Course Manual emphasize the importance of courtesy, politeness, consideration to others. Most aspects covered here will remain relevant even after completion of the training. This manual is supposed to be the ‘Guiding Light’ for all the trainees on various aspects of life at the Academy. (5) 2. THE ACADEMY The National Academy of Direct Taxes (NADT) is the premier training institute of the Income Tax Department, India. Known earlier as the Income Tax Officers’ Training College and Indian Revenue Service (IRS) Staff College, The NADT acquired the status of a national academy in 1981. Besides imparting professional induction training to the newly recruited IRS officers, the Academy, along with its seven Direct Taxes Regional Training Institutes (DTRTIs) and twenty three Ministerial Staff Training Units (MSTUs) located across the country, caters to the training needs of more than 52,000 officers and staff of the Income tax Department in India. The NADT is also a member of the International Bureau of Fiscal Documentation, Amsterdam, and has collaborative arrangements with the Organization for Economic Cooperation and Development (OECD), Paris, for conducting regular courses on international taxation, transfer pricing, ecommerce and related areas. The NADT also designs and hosts Courses for the officials of foreign government. In the recent past, such courses have been organized for tax officials from SAARC and other countries such as South Africa, Oman, Malaysia and Tanzania. The Academy is headed by a Principal Director-General who is of the rank of Secretary to the Government of India. The Academy in Nagpur is located in a 67 acre campus and is one of the greenest of its kind with, Guest houses, hostels and other buildings which are named after famous places of learning in ancient India, viz., Vaishali, Nalanda, Takshashila, Kanchi, Avantika, Vikramshila etc. In addition to the administrative building, faculty building and library building, the Academy has an auditorium, a library, a modern and well equipped Indoor Sports complex which provides facilities for indoor games including Badminton, Squash, Table Tennis, Billiards, Chess, and Carrom. It also has a well equipped state of the art Gymnasium. It also has two synthetic Tennis Courts, a Basketball court, a Volleyball court and a Cricket ground. There is a 2.45 km walkway along the periphery of the Academy. It also has an excellent Swimming Pool equipped with automatic filtration plant, two diving boards and a viewers’ gallery. A new senior officers’ hostel “Indshala” (6) is coming up. An Advanced Training Centre is also coming up in the Academy with state of the art facilities for training, along with a new Auditorium, Library and Officers’ Mess. 3. THE TEAM @ NADT A. THE ORIENTATION PROGRAM The EIGHT week Orientation Program has been designed to enable the Trainees to acquire the knowledge and personality attributes required to function effectively and efficiently as tax administrators in their new roles. The objectives of the Program are: 1. To enable the Trainees to understand the strategic vision and future objectives of the Department. 2. To develop skills for understanding compliance behavior and thus facilitating voluntary compliance for revenue maximization. 3. To prepare the trainees for delivering quality taxpayer services by inculcating right attitude. 4. To enable the trainees to understand the macroeconomic, taxation and fiscal policy of the Government of India. 5. To enhance existing understanding of the laws governing direct taxation, and the rules and procedures framed under these laws. 6. To facilitate acquisition of skills for detection and penalizing non compliance. 7. To enhance existing knowledge of other relevant laws, accounting and finance, general and financial management and office administration. 8. To provide technical knowledge in the field of Information Technology including Digital Forensic and Information Security. 9. To acquaint the Trainees with the latest management techniques and Government of India Rules and regulations for effective management of the tax office. 10. To inculcate the spirit of excellence and professionalism in their performance and conduct. 11. To instill values of personal and professional integrity, community service, and high degree of probity in public life. (11) 1. The Course Outline There are in total 25 working days in this Course. The effective classroom training duration is of 22 days. The residential Course will cater to the following three broad aspects:- :- Focus on Investigation, A. Upgradation and updation of knowledge in Direct tax matters Intelligence, Working in Central Charge, International taxation, Transfer pricing, Advanced assessment focusing on corporate assessment /MAT/ Mergers and Acquisitions/ examination of Large Corporate books of accounts, Ratio Analysis, Recovery, etc, Representation before settlement Commission and ITAT, Financial forensics including cyber forensics and Authority for advance ruling, etc. :-Exposure to Best practices around the globe, the other side B. Broadening of vision and outreach of the story (CAG, Public stakeholder, ITAT, CBI etc.), basics of Macro-economic and Public finance/principles of taxation, Papers and publications dealing with the question as to why people pay taxes and how to improve compliance, tax administration etc., GFR, Vigilance, public procurement of goods, Election Commission duties etc. C. Personality Development and Grooming: Training in utilization of power point, excel, e-mail, group-mail, true caller, Team viewer and social media for office work/ intelligence gathering, sharing of information, protecting information etc.; Training on dress sense and table etiquettes; Communication skills and Public speaking; Work life balance, spirituality, introspection, stress management; Discipline and internal control etc. The International attachment would cater to following broad aspects : a. Focus on exposure to Best practices around the world which can be emulated to augment effective tax administration and improve taxpayer services in India. This would necessarily imply a comparison with the existing state of affairs in India. b. The most important exposure would be familiarization of trainees with the International best practices in taxpayer services to improve voluntary tax compliance. The participants would be exposed to studies and researches on tax morale, deterrence, and norms etc which effect tax payer behavior. The exposure would also include studies and researches on practices to improve morale of tax administrators in order to enable them to deliver effective tax administration with illustrative examples around the globe. (12) c. There would be a module on tracking off shore financial transactions, tax havens and money laundering with illustrations. Success stories make positive impact while failed investigations provide an opportunity to introspect and rectify the existing state of affairs. d. Also, the participants would be exposed to existing state of international co-operations in tackling taxation and financial issues. This would also include historical perspective and discussion on the road ahead. The trainees would be required to submit a self-appraisal of learning from International attachment which would be considered for evaluation purposes. 2. Methodology of training It is proposed to have Intensive Training sessions in the forenoon and interactive/ group activity presentations in the afternoon. The proposed schedule is as follows: a. Moring activities: 6:30 to 7:30 am b. Interaction with Course team: 9:30 to 9:45 am every day. It is proposed that two trainees will speak about their life experience for about 3 minutes each everyday on rotation basis. c. Session one: 9:45 am to 10:45 am d. Tea Break: 10:45 to 11 am e. Session two: 11 am to 12:15 pm f. Break: 12:15 to 12:30 pm g. Session three: 12:30 pm to 1:30 pm h. Lunch: 1:30 pm to 2:30 pm i. Discussion and preparation of presentation/group activity (on their own/ with mentor): 2:30 to 3:30 j. Presentation/ submission of group activity: 3:30 to 5 pm k. Sports activities of individual choice and self study hours: after 5 p.m. 3. Evaluation It is proposed to adopt continuous evaluation methodology. There are two biometric attendance instruments to record attendance. Participants are expected to adhere to highest ethical norms, display Officer Like Qualities and avoid plagiarism. Project Report: It is proposed that at the end of the inhouse training, the Trainees in groups of two would prepare, submit and present a project report with the following specification: a. 2000 words (not less than 1900 and not more than 2100 words) printed on both sides of A4 sheet in Times new roman font (14 for headings, 12 for matter). b. Executive summary (between 150 to 200 words) in addition to main text. c. Power-point presentation of 5 minutes with 3 minutes of Question answer session 5. Physical Activity is an integral part of the induction Course. This includes Physical Training (P.T.), Yoga, Swimming, karate (self defense), indoor and outdoor games, sports festivals, athletic meets etc. Trainees are expected to actively participate in physical activities. There is no substitute for hard work. The team @ NADT believes in the philosophy of hard work and expects the same from each and every trainee. 5, GENERAL INFORMATION 1. Trainees are expected to put in serious and hard work required to attain the technical competence and knowledge required of their job, participate whole-heartedly in curricular and co-curricular activities, respect rules, norms and conventions of the Academy and of the IRS, and make meaningful contribution to develop the Academy through purposeful involvement in social work and other enriching activities. They are required to maintain the highest standard of discipline and personal conduct throughout the period of training, both within and outside of the Academy. They must observe absolute punctuality in attending (14) Physical training sessions, classroom lectures, tutorials, cultural, sport and other events, outdoor visits, social functions, formal and informal gatherings. 2. Community life in the campus is considered an important part of training. Trainees must exhibit officer like conduct in classrooms and in other venues like the hostels, mess, auditorium, library, indoor stadium, swimming pool, etc., in conformity with the Central Civil Services (CCS) (Conduct) Rules, 1964. Officer-like conduct implies high standards of social behavior, courtesy, dignity, decorum, integrity and personal hygiene. Smoking and consumption of alcohol are strictly prohibited in the Academy campus. As a consideration towards fellow-officers, Trainees are expected NOT to play loud music or speak very loudly in their rooms, lounges and corridors. Trainees are expected to carry at all times the identity cards/lapel cards issued to them on arrival at the Academy. They must also wear name tabs during working hours, in the Officers’ Mess, and during all Academy functions and events. 3. Trainees should arrive in classrooms at least five minutes before the scheduled time of commencement and take their pre-assigned seats in lecture halls. They are expected to come prepared to each class by studying the reading material, if any, given in advance by faculty members. Trainees may make their own notes in classes and are encouraged to participate actively in discussions through expressing their views, seeking clarifications, or raising pertinent questions, without engaging in long drawn or protracted arguments that tend to distract the class. Differences of opinion, if any, should be aired in an unoffending and subtle manner, particularly in the case of guest speakers. 4. The Dress Code Trainees are expected to be well groomed and neatly attired and not to present an unkempt or slovenly appearance. On formal occasions like ceremonies for course inaugurations or valedictions, national festivals like Independence and Republic days, and on other occasions declared as formal by the Academy, Trainees are expected to observe the following dress code: The following dress code is required to be observed by Trainees:a. Ceremonial / Formal Occasions Gentlemen Trainees • It is mandatory for Trainees to wear a black buttoned-up suit (band- (15) gala/Jodhpurs) and formal black shoes (oxfords or brogues only) with black socks on ceremonial occasions. The first such occasion would be the inauguration of the Orientation Course on 24th September 2014 (Tentative) • Trainees are also required to wear formal lounge suits (preferably of darker colours) with necktie on prescribed occasions. Lady Trainees • b. Saree (light cream colored) with formal Shoes / Sandals (See picture) Class Gentlemen Trainees • Full Sleeve Shirt and Trousers with Necktie and with formal shoes Lady Trainees • Saree / Salwar-Kameez / Churidar-Kurta / Western Business Suit with formal Shoes / Sandals Casuals or frivolous attire shall NOT be allowed during academic hours or in the Officers' Mess. Only formal leather shoes shall be worn in academic area, Officers' Mess, Officers’ Lounge and Library. Sneakers, sports shoes and tennis shoes may be worn only as a part of PT / Games dress. Use of slip-ons/ leather chappals by Gentlemen and Lady Trainees is strictly proscribed. Use of bathrooms slippers is restricted to the hostel rooms only. (16) 5. For Morning Walk, Self defense, Gym/Yoga sessions, etc, gentlemen Trainees are required to wear prescribed Academy T-shirts and shorts or track-suits with white canvas shoes/sneakers and while socks. Lady Trainees are expected to wear white slawar and kameez, or Academy track-suits, with white canvas shoes/sneakers and white socks. Leave of absence 6. Trainees are not ordinarily granted individual leave of absence, except in compelling circumstances like medical or other emergencies. Requests for individual leave of absence on grounds of compelling circumstances will be considered by the Associate Course Director on a case-to-case basis. It must be borne in mind that usually* No leave of absence is granted during tours/field training Programs for marriage of self/dependents or on any 7. like OJT, Attachments, etc., other grounds. Trainees absenting themselves from duty without leave of absence or those overstaying sanctioned leave would entail the risk of disciplinary action. Repeated instances of unauthorized absence can result in expulsion from further training. 8. Trainees are required to stay in the academy during the specified period of training. For going out of station, the Trainees must apply before hand to their Course Director for leave from headquarters through the ACD-I OP 2014. Their absence from the NADT during holidays, or otherwise without permission to leave headquarters, would be seriously viewed. As a policy, permission to leave headquarters will be granted only as exception and that too in compelling circumstances. On weekends and holidays, various extracurricular activities are scheduled which are integrated part of training. Absence from these activities causes serious loss to the training process. As such it is not encouraged to grant permission to leave Headquarter on weekends and holidays. Accommodation 9. Trainees are provided with single, furnished accommodation at the Nalanda Hostels at prescribed daily rent. Trainees should use their own towels and bed linen like pillow covers, bed sheets, blankets, etc. (17) 10. Trainees are expected to occupy the rooms allotted to them and not to alter or change the furnishings provided therein, without prior permission of the administration. They are expected to keep the rooms neat and tidy, maintain cleanliness, and take good care of the furniture and other items provided for their use. Damage to Academy property caused by negligence or improper maintenance will have to be made good by the Trainees themselves. All electrical gadgets, lights, fans, coolers, and water taps must be switched off or closed when leaving the rooms. 11. Trainees are not permitted to allow visitors or guests to stay in their rooms. Entry of visitors must be recorded in the Visitors’ Register kept at the Reception Lounge. No visitor is allowed to remain in the Academy beyond 10 p.m. 12. Valuables such as jewellery, large amount of cash, etc., should not be kept in hostel rooms and cleaning should be got done in their own presence. Trainees should use their own pad locks in the rooms and ensure that their rooms are properly locked during periods of their absence. Before proceeding on tours or leave, Trainees must make suitable entries in a Register kept for the purpose with the hostel caretaker. Any suspicious activities by outsiders within the campus must be reported to the chowkidaar or caretaker no sooner that they are noticed. Chowkidaars on duty in the hostel should not be sent on private errands of Trainees. All lounges must be closed before midnight. 13. As per the NADT policy applicable, Trainees will not be permitted to stay in the campus with spouses or other family members. Neither is any accommodation provided in campus to families, nor are family members (including spouses) permitted to stay in the accommodation allotted to Trainees. Trainees are, therefore, advised not to bring their spouse, family, or other persons with them to stay, or as escorts while reporting for joining, or at anytime subsequently during training. 14. No trainee – whether staying within or outside the campus – will be granted exemption or allowed to abstain from any of the training activities within or outside the Academy at any time of the day/night. Officers’ Mess 15. An Officers’ Mess is run in the campus by Officer Trainees on a cooperative basis. The Director General (DG) is the Patron-in-Chief of the mess and the Additional/Joint Director (Administration) is the DG’s nominee on the Mess Committee. The trainees will be charged on a daily basis as per the bills issued by Mess Manager. All payments to the mess shall be made to the Mess Manager only. Trainees are expected to have their food only in the dining hall of the mess. Room service is provided only in exceptional (18) circumstances like illness, etc., subject to payment of extra charges. Trainees are required to make refundable deposits of Rs.5000/- per head to Mess Manager. Mess is closed for one Saturday evening every fifteen days. Trainees are required to be dressed in the formal attire in Mess. Extra Curricular Activities 16. Participation in extra-curricular activities helps develop esprit de corps among Trainees and promote community life in the Academy. Trainees are therefore expected to take an active part in extracurricular activities. The Indoor Stadium at the NADT has facilities to play billiards, badminton, table tennis, lawn tennis, basket ball, squash, carom and chess, in addition to a gymnasium and a health club. The swimming pool is open in the evenings and an accomplished coach is available to offer training. Other Rules 17. Use of vehicles to move around within the campus is not permitted. Trainees desirous of keeping vehicles for use outside the campus may seek express written permission from the administration. Parking space is not available for 4-wheelers, but 2-wheller parking space could be provided in the hostel for vehicles permitted to be used as above. Vehicles of Trainees living outside the Academy’s campus will be permitted only upto the designated parking space. Under no circumstances will these vehicles be permitted to be used within the campus. Medical Facilities: 18. A Central Government Health Scheme (CGHS) mini dispensary functions in the campus between 7.30 am and 01.00 pm. (except on Sundays). To use this facility, Trainees will need to carry their CGHS Card. For emergency, tie-up has been made with M/s BSR Diagnostics Limited 0712-6450798/99. An emergency vehicle is kept at stand-by during night hours which is accessible at the Takshila hostel (dial 250). Most Importantly, CD and ACDs are to be contacted immediately at all times. (19) 6. Appendices Appendix (i) DO’s and DO NOT’s DO (1) Wear your name tabs during working hours and in the mess on formal/informal events. (2) Maintain punctuality in all training activities. Escort duty is also a part of training process and an opportunity to interact with eminent personalities. The Escort officers should take note of following instructions. Instructions to Escort Officers 1. Do inspect the rooms allotted to the Guest Speakers and ensure that they are well made-up. Please check up whether the furniture and fittings are all right, the taps and lights work. (20) 2. Please ensure that the Academy staff car is detailed by the Assistant Director (Admn) in time to receive the Guest speakers at the Railway Station or Airport, as the case may be. You may have to leave sufficiently in advance of the scheduled arrival time of the train or the plane. Please be near the exit with the driver beside you holding the Academy’s sign-board (if you do not know the guest speaker) to receive him. Escort him to the vehicle. 3. Escort the Guest Speaker to the Guest House. Help him/her to settle down comfortably. Please enquire whether he/she would like to have tea/coffee etc. You should look after him/her generally throughout his/her stay in the Academy and ensure that his/her needs (including special diet, if any) are attended to. While you need not impose yourself on him/her, it is necessary that you ensure that the Guest Speaker is not left high and dry unless he chooses to. You must be available for him/her to contact at any time. Please instruct his/her room bearer about your whereabouts. Please accompany him/her to breakfast/lunch/dinner, unless he/she has different Programs. If the Guest Speaker has brought any handout, collect them and had over to the Course Director for getting copies made. Ensure that the Guest Speaker is invited to all the functions of the various societies/clubs that may be scheduled during his stay. 4. Ensure that due arrangement has been made of the Academy staff Car for his return journey to airport/railway station. Please have this checked well in time and ensure that the driver is told the departure time. You may ascertain the convenience of the VIP before fixing the time. Ascertain the vehicle number and the name of the driver from the administration. 5. Acquaint the Guest Speaker with the Course Design, the syllabus prescribed and other activities in the Academy if he is not already familiar with the same. You may also appraise the Guest Speakers about the Composition of the audience he will be addressing. 6. Collect from the Associate Course Director the bio-data of the Guest Speakers before his/her arrival. If this is not available in the office, the data may be obtained from library sources or from the Guest Speaker politely. The bio-data should be handed over to the office, after use. 7. Inform the Guest Speaker about the duration and number of his lectures. You should also tell him that generally sometime is set apart for questions at the end of the lecture at the Academy. Ensure that the Visitors’ Book is put up to the Guest Speaker for his signature and remarks. (Please ask the Course Director whether the Visitors’ Book is to be place before the speaker or not). (21) 8. Ascertain any special arrangements the Guest Speaker would like to be made in the lecture hall, like provisions of a LCD/Slide Projector, black-board and collar Microphone/V.T.V & V.C.R etc. on his arrival. 9. You have to preside over the lecture session and to ensure that the meeting is conducted in a manner which neither embarrasses the Guest Speaker nor the Academy in any way. You will introduce him to the audience briefly and use the bio-data already collected for the purpose. After the talk is over you will announce that the Guest Speaker would welcome questions from the audience (unless the Guest Speaker has any objection to this, which should be ascertained well in advance). At the end of the session, you will thank the Guest Speaker on behalf of the trainees, the Academy and yourself in the appropriate manner. This is the most important part of your duties. 10. You should accompany the Guest Speaker at the time of departure of the Guest Speaker from the Academy. Accompany him/her to the railway station/airport to see him/her off. Please thank him/her for his/her visit to THE NADT and request him/her to visit again. If you face any problem, contact the Course Director for help and guidance. 11. Get in touch with the PA’s of the Officers concerned and fix up appointments in case the Guest Speaker wishes to call on the Director General or Additional Directors General. 12. Inform the Course Director in advance if the Guest Speaker expresses a desire to visit places of interest in the city. Appendix (iii) Sports Complex and Swimming Pool Rules Sports Complex Rules 1. The Sports Complex timings shall be 6.30 to 8.30 AM and 5.00 to 9.00 PM seven days a week. 2. Entry shall be from the main gate. 3. An entry register shall be maintained at the gate. All visitors shall enter their names in the register at the time of entry and exit. (22) 4. Entry to the Sports Complex shall be registered to the Faculty Members & their families as also visiting friends/relations if they are accompanied by the Faculty members; probationers & their family members visiting the Academy; in service course participants and their family members; visiting IRS officers staying on or off the campus; life members of the IRS Officers’ Mess and non IRS guest faculty. 5. Registers shall be maintained at both gates for issue of sports equipment & consumables. Issue registers at the rear gate (Badminton Hall) shall be only for issue of shuttlecocks & racquets, while Issue registers at main entrance shall be used for issue of all other items. 6. A complaint register shall be maintained at the main gate. 7. Unless accompanied by adults, entry for children below 10 years of age shall be barred in the following areas; music room, gymnasium, billiards & squash courts. 8. Children below 10 years of age shall bring their own racquets for badminton & squash. 9. Badminton players shall keep their belongings (especially water bottles) on the tables provided in the corner of the hall. 10. 11. Staff members manning the Complex shall not be sent on personal errands by the visitors. Smoking is strictly prohibited. Swimming Pool Rules 1. Swim only in nylon swimming costumes or trunks. 2. Ladies should wear bathing caps. 3. Take proper shower and full bath before and after entering the pool. 4. Take due and responsible care in using the pool premises. 5. Do not bring any valuable articles, e.g., gold chains, rings, etc. 6. Keep the pool premises neat and clean. 7. Smoking is strictly prohibited. 8. Pool shall be closed on every “Monday”. 9. Make an entry in register on entering the Pool, and leaving the Pool. 10. Do not enter the Pool for at least two hours after having a meal. 11. If you have a running nose or a cold, do not enter the Pool. (23) 12. 13. If you have a skin problem, seek medical advice before entering the Pool. Adhere to timings.
