AB 1543
Employment: Mass Layoffs, Relocations and Terminations
Amends an existing law which prohibits an employer from ordering a
mass layoff, relocation, or termination of an industrial or commercial
facility without first giving a specified number of days' written notice
to affected employees and the Employment Development
Department. Requires the Department, upon receipt of the notice, to
forward a copy of the notice to the Governor's Office of Business
and Economic Development. Requires the Department and the
Office to post the notice on their Internet Web sites.
Income Taxes: Credits: Apprenticeships
Relates to the Personal Income Tax and Corporation Tax laws.
Allows a credit against those taxes in a specified amount for each
registered apprentice trained by the taxpayer in the taxable year.
Requires the Division of Apprenticeship Standards in the
Department of Industrial Relations to establish a procedure for
taxpayers to apply and receive a certificate for purposes of the credit
and to prepare reports containing information related to the credit to
be submitted to specified legislative committees.

San Joaquin Valley Regional Planning and Preparedness
Requires the establishment of the San Joaquin Valley Regional
Economic Planning and Preparedness Council to identify and
develop the framework of, and make recommendations to,
appropriate strategies, programs, policies, partnerships, and funding
opportunities that are necessary to address the growing need for a
highly skilled and well-trained workforce to meet the needs of the
Valley's emerging technology and energy economy. Requires a
Council report on an oil and natural gas workforce strategic initiative.
Board of State and Community Corrections
Amends the existing law that established the Board of State and
Community Corrections to pool grant funds in order to deliver
services to a broader target population and maximize the impact of
state funds at the local level. Requires those services include job
training and employment opportunities, and that the target
population includes at-risk youth.
Career Education: Career Education Incentive Program
Establishes the Career Education Incentive Program under the
State Department of Education. Authorizes school districts, county
offices of education, charter schools, and community colleges to
establish career education consortia. Requires the Superintendent
of Public Instruction to report to the governing boards of the member
local educational agencies, including member community college
districts. Specifies the criteria for receipt and expenditure of state
money.
Supervised Population Workforce Training Grant Program
Establishes the Supervised Population Workforce Training Grant
Program. Sets forth grant program eligibility criteria for counties.

Requires the State Workforce Development Board to assist the
Governor in the development of an annual workforce metrics
dashboard that measures the state's human capital investments in
workforce development and that provides a status report on
credential and attainment training completion, degree attainment,
and wage gain outcomes of workforce education and training
programs. Requires the aggregation of data provided by
participating workforce program partners, and the reporting of this
data to the Board.
Kindergarten-University Public Education Facilities B
Enacts the Kindergarten-University Public Education Facilities Bond
Act of 2014 to authorize an unspecified amount of state general
obligation bonds to provide aid to school districts, county
superintendents of schools, county boards of education, charter
schools, the California Community Colleges, the University of
California, the Hastings College of the Law, and the California State
University to construct and modernize education facilities and school
district facilities funding.
Veterans Services and Workforce Development Division
Establishes the State Veterans Services and Workforce
Development Division to administer veterans assistance programs
provided by the State, and to coordinate with other State entities
regarding informing veterans of benefits and assistance programs
and changes in existing or new programs. Requires the Division to

Small Business Technical Assistance Act of 2014
Enacts the Small Business Technical Assistance Act of 2014, within
the State Infrastructure and Economic Development Bank under the
direction of GO-Biz to serve as the lead state entity for overseeing
the state's participation with specified small business-related
programs. Authorizes the GO-Biz or any other state entity to
contract with a federal small business technical assistance center.
Requires small business assistance related reports to the
Legislature on the GO-Biz Internet Web site.
Educational Apprenticeship Innovation Act: EdPrize
Enacts the Educational Apprenticeship Innovation Act. Distributes a
competitive grant, called Educational Apprenticeship Innovation

Increases the minimum wage to various amounts over a period of
years. Increases the minimum wage annually thereafter, to maintain

calculated using the State Consumer Price Index. Prohibits the
Industrial Welfare Commission from reducing the minimum wage
and from adjusting the minimum wage if the average percentage of
inflation was negative for the previous year.
