SERVICE SPECIFIC BRIEF
[Insert company name] has an aim to minimise our environmental footprint. We seek to
achieve this through appointing the most suitably qualified contractors and partners. All
organisations appointed to work on our behalf are required to work in accordance with our
environmental policy documents. Specific information on our environmental policy is set out
in [insert reference to the relevant document]. All consultants and contractors appointed on
our projects are expected to conform to our policy in the delivery of services to [Insert
company name] as a minimum standard.
Targets
Our corporate objective is to increase the percentage of our waste that is recycled by [X%]
by [insert target year] from a [insert year] baseline.
The successful contractor will be
required to help us achieve this aim by achieving a minimum reuse and recycling rate of [X%
by 20XX – insert target and date], [X% by 20XX – insert target and date] and [X% by 20XX

Resource Management Plan
Bidders should provide a Resource Management Plan that outlines how they will work in
accordance with the waste hierarchy to achieve the desired service objectives. The reuse
and recycling rate that will be achieved in each year of the contract should be stated.
The waste services provided will interface with a number of other services and activities.
There are listed below [insert as appropriate]:

contamination rates of materials for reuse / recycling will be identified [insert desired

 Any circumstances under which materials designated for reuse or recycling might not be
recycled (e.g. due to contamination, operational issues etc);
 How the weights of each waste stream arising from each site will be monitored [insert

 The financial case for the service proposed, how additional financial benefits might be
achieved (e.g. through the separation of high value materials) and income sharing
arrangements; and
 How continuous improvement in the services provided will be achieved and monitored.
Reporting on KPIs and targets

Annual waste arisings (for specified priority waste streams over which the contractor has

PRE-QUALIFICATION QUESTIONS
What is your ability to forecast waste, develop an early RMP, and identify and prioritise
options to reduce and reuse waste and increase use of recycled content?
INVITATION TO TENDER WORDING
Bidders should provide a Resource Management Plan that outlines how they will work in
accordance with the waste hierarchy to achieve the desired service standards [or state how
they will follow the resource management plan provided which covers operations from 20XX
– 20XX – insert date]. The reuse and recycling rate that will be achieved in each year of the
contract should be stated.
Please outline the steps you will take to implement the agreed waste management plan
throughout the course of the contract and for reviewing and updating this management plan
[annually].
Performance will be tracked against a number of KPI’s as outlined in the service
brief [xxx insert section] and agreed through the waste management plan. The contractor
will report progress against these monthly using a standard format. Bidders should outline
their methodology for monitoring performance against each of the KPI’s. All monitoring
should be undertaken in line with good practice (such as methodologies defined by WRAP).
The waste services provided will interface with a number of other services and activities.
These are listed in the service brief. Bidders should state in the resource management plan
how they will assist [insert company name] to ensure that the interfacing services are
