1. INTRODUCTION
The Facility module is the core of ICIS-Air. A Facility represents a distinct entity operating at a
physical location. In ICIS-Air an Air Facility record must exist before users can enter data for
activities associated with that facility such as Inspections and Enforcement Actions.
ICIS-Air will track information related to Portable Sources within the Facility record. A
Portable source is defined as a process that may or may not be permitted but can be moved from
place to place, such as an Asphalt Processing Plant, and can emit regulated pollutants above a
threshold level of concern.
When entering an ICIS-Air Facility record, the first five characters of the Programmatic
Identifier will be set based on a combination of the type of user (e.g., Region, State, LCON) and
the geographical information associated with that user (e.g., State of Virginia). There are two
types of ICIS-Air Facility records – EPA Air Facilities and State/LCON Air Facilities.
State/Tribal users and LCON users will only have the option to enter State/LCON Air Facilities.
A Facility record cannot be identified as both an LCON and a State Facility. For State users
entering State data, the system will default the first two characters of the Programmatic ID to the
State value associated with the User ID. For Tribal users entering Facility records, Tribal Codes
are available in the State reference table and may be used to populate the Programmatic ID for
Tribes associated with the User ID. For LCON users the system will default the first two
characters of the Programmatic ID to the State associated with the User ID and will set the
LCON field in the Facility Location to the LCON assigned to the User ID.
Regional and HQ users must choose whether they are entering an EPA Air Facility or a
State/LCON Air Facility. Regional users entering an EPA Air Facility with have the first two
characters of the Programmatic ID set to the Region associated with their User ID and will not
have the option to change it. HQ users entering an EPA Air Facility will be required to select a
Region. Regional users entering a State/LCON Air Facility will be required to select a State
and/or LCON and are restricted to States and LCONs within their region; the State and LCON
values will be filtered based on the States associated with the user’s Region. HQ users entering a
State/LCON Air Facility will select values from all States and LCONs.
Users will only be able to add, edit and delete a Facility within their own geographic area (e.g.
Alabama state users may edit data for Alabama; Region 1 users may edit data for their own
Region and for states or tribes within their region).
The LCON and Region Facility location fields will also be set based on the type of user and
associated geographic information. The Region Code for State/LCON Air Facilities will be
system generated based on the State value defaulted or selected in the Programmatic ID and is
non-editable. The Region Code for EPA Air Facilities will be the Region Code defaulted or
selected in the Programmatic ID. The County Code will be system generated based on the City
Code selected and will be non-editable. The system will not validate that the Facility Location
State field is valid for the User ID. Additionally, the system will not validate that the State or
Tribal value entered in the Programmatic ID matches the Facility Location State field.

For Web users, the first five characters of the ICIS-Air Programmatic Identifier will be systemgenerated using the State or Region value populated in the Programmatic ID and the LCON
field. The rest of the ICIS-Air Programmatic Identifier will be user-entered and must make the
Identifier unique. EDT users will provide their own Identifier following the same format. The
following is the format of the ICIS-Air Programmatic Identifier:



Positions 1-2: State, Tribe, or Region code
Positions 3-5: LCON code per the Facility Location LCON value. If no value exists, use
'000'
Positions 6–18: Must be unique to the combination within a common value for positions
1–5 (i.e., must be unique within LCON/ State/Tribe).
Users have two ways of entering city and county data for Air Facilities. They can enter a free
text city under the Facility Location Information and select a County Name (GNIS) under the
GNIS City and County Information. Or, they can enter only a City Name (GNIS), and the
system will populate the free text City and the County based on the entered City Name (GNIS).
This allows users to choose to either maintain the GNIS data or to enter their own data (e.g., in
instances where the actual facility city and county are different from those recorded in GNIS).
Note that if a user chooses to enter the free text City and/or County directly AND also enters the
City Name (GNIS), the GNIS data will overwrite the free text City and County data upon save.
The following functions are available for the Facility module:

 Delete.
Note: Case Files were originally called Compliance Determination; any Compliance
Determination reference should be understood to refer to Case Files.
1.1 SUMMARY OF CHANGES FROM CURRENT ICIS
The following is a summary of changes from existing ICIS:




Air Facilities will have a Programmatic ID that has geographical significance embedded
within the format of the ID; this ID will become the Program System ID and must be
unique within ICIS.
Air Facilities will have the concept of State, LCON, or EPA ownership.
A Primary NAICS Code will be required to add an Air Facility record. This is in addition
to the current ICIS Standard of Site Name and address being required to add a Facility
record.
Users will be able to select data entry method type when entering Latitude and Longitude
data; Degrees, Minutes, Seconds or Decimal Degrees. Users will be able to toggle

between data formats via a radio button. When editing a Facility record, the system will
display the format of last data entry.
The bottom of the Edit Facility screen will display Created Date, Created By, Last
Modified Date and Last Modified By.
Users will be able to indicate the time period of operation by location for portable
sources.
The Air Facility record has four sub-modules: Programs, Pollutants, Compliance Monitoring
Strategy (CMS), and Facility Summary. Only Facility Summary is included in this document.
Programs, Pollutants, and Compliance Monitoring Strategy will be addressed in separate
documents.

2. ADD FACILITY
This section provides a summary of screen navigation, sample screens, and a use case for the
Add Facility function. The Add Screen defaults will vary depending on the type of user entering
the data and the type of Air Facility being added.
For HQ users entering an EPA Air Facility, the Programmatic ID Region will display a picklist displaying
all the Regions available with a default value of HQ. For Regional users entering an EPA Air Facility,
the Programmatic ID will be set to the Region associated with the User ID and will display as noneditable. In both cases, the LCON field will be set to blank and will not be editable.
For HQ and Regional users entering a State/LCON Air Facility, the Programmatic ID State/Tribe will
display as a pick list displaying all the States/Tribes available. The user must select from the available list
of State/Tribes. For Regional users, the values will be filtered based on the States associated with the
Regional user’s User ID. The LCON field values will be filtered based on the State selected in
the Programmatic ID field.
For State users (who can only enter a State/LCON Air Facility) the Programmatic ID State/Tribe will be
set to the State associated with the User ID and will display as non-editable. For Tribal users the
Programmatic ID State/Tribe will be set to the Tribe associated with the User ID and will display as noneditable.
For LCON users (who can only enter a State/LCON Facility) the Programmatic ID State/Tribe will be set
to the State/Tribe associated with the LCON for the User ID and will display as non-editable. The LCON
field will be set to the LCON value associated with the User ID.
For all users, the City field values will be filtered based on the State selected in Facility Location
information.
2.1 SCREEN NAVIGATION ACTIONS
Table 2.1-1. Screen Navigation: Add Facility provides a list of the navigation options when
adding a Facility record. Entry Point describes how the user navigates to the specific screen to
perform the action. User Action describes the actions performed by the user on the screen. Exit
Point describes the results of the user’s action.

2.3 USE CASE

case provides the steps for user input and the system response that corresponds to each user
action.

LCON values will be filtered based on the State/Tribe selected
and display as non-editable until a Programmatic Identifier value
is selected.

If a State User is adding a State or LCON Air Facility, the
system will set the State in the Programmatic Identifier to the
geographic area associated with the User ID.
•
If a Tribal User is adding a State or LCON Air Facility, the
system will set the Tribe in the Programmatic Identifier to the
geographic area associated with the User ID. The LCON field
will display as non-editable.
•
If an LCON User is adding a State or LCON Air Facility, the
system will set the State in the Programmatic Identifier and the
LCON to the geographic area associated with the User ID.
System validates data against business rules.
If processing of the data results in an error/exception condition, the

System generates an error message and rejects the transaction.

Use case continues at Step 2 for data correction unless the user
cancels or exits the transaction.

3. SEARCH FACILITY
This section provides a summary of screen navigation, sample screens and a use case for the
Search Facility function.
The Facility Search functionality is shared between existing ICIS and ICIS-Air. The Search
Screen will display data fields that are unique to ICIS-Air Facilities, ICIS-NPDES Facilities and
ICIS Facilities, as well as fields that are common across all Facilities. By populating the
Program System Acronym field, users will receive results for Facilities associated with a specific
Program; however, by selecting this criterion the users will exclude the associated parent FRS
Facility from appearing on the Search Results.
The Search Results Screen will display all Facilities that match the criteria entered on the Search
Facility screen. The Search Results Screen will default the sort order according to Facility
Registry/Programmatic ID. The Programmatic ID will be nested within the Facility Registry ID
and will be sorted alphabetically ascending. Records without an FRS parent will sort by ‘No
Parent FRS’. Users will be able to click on the column headers for the Facility
Registry/Programmatic ID, Facility Site Name and Activities Linked to re-sort the Search
Results by a specific column of data. The default sort when a column is clicked is alphabetical
ascending. If the column is clicked twice the sort will change to alphabetical descending.
When entering search criteria, search acts as an “and” across fields and an “or” within fields.
For example, if a user enters “MACT” as search criteria for Air Program and enters “Operating”
as search criteria for Air Program Operating Status, ICIS finds and returns all facilities that have
ever had MACT as an Operating Air Program. If a user enters “MACT” and “NESHAP” as
search criteria for Air Programs, ICIS finds and returns all facilities that have ever had MACT or
NESHAP as an Air Program.
There is an exception to this logic. If a user enters search criteria for both Air Pollutant EPA
Classification and Air Pollutant Delegated Agency Classification, ICIS will search for facilities
with the specified EPA Classification OR the specified DA Classification. For example, if a user
enters “Major” as search criteria for EPA Classification and enters “Minor” as search criteria for
DA Classification, ICIS finds and returns all facilities that have ever had any pollutants with
Major as the EPA Classification OR any pollutants with Minor as the DA Classification.
Also, within the Search fields, a user may enter search criteria for Air Program Operating Status
Start Date Range OR a user may select the check box to search for Current Air Program
Operating Statuses Only. Search criteria cannot be entered for both fields. Similarly, a user may

Table 8-1. Facility Requirements lists the requirements that apply to Air Facility functions. Each row has a unique ID which
identifies the Requirement ID. The Description column describes the specific functional or business rule requirement that is being
applied to the Facility module. The Error/Warning/Informational Message column lists the specific message that will display on the
screen. Functional requirements do not have error/warning/informational messages. An error message will display if a business rule
is violated and prevents the user from saving the record. A warning message displays when a user is required to confirm the action
prior to saving the record. An informational message displays after the record is saved. The Web Function column identifies all
