Citizens are increasingly using new technology in their day-to-day life which is changing the face of how Police perform routine investigations and conversely how they expect to interact with Police officers. In addition, significant budget cuts have been applied across all Police forces, but with the expectation that officer effectiveness and visibility is not affected. An inflection point has been reached, whereby UK Police forces need to dramatically innovate in order to respond to these market dynamics. Forces can no longer continually spend their IT budget on ‘keeping the lights on’, or delivering monolithic IT programmes, and instead are looking towards a mobile-first, cloud-first approach. We have spent a considerable time with front-line Police officers to comprehend their needs and challenges. We have combined this insight with our unparalleled experience across many sectors to establish a vision of how UK forces can respond to the challenges of modern day policing. This Custody Imaging solution is one component of Microsoft’s broader vision for Digital Policing, which focuses on task-focused, business-aligned outcomes that can be achieved quickly. 1.1.1 Solution Overview Custody Imaging is a key process within custody and a unique opportunity to capture high quality images of potential offenders along with descriptive metadata to help with future investigations. Microsoft’s Custody Imaging solution provides a touch-enabled modern application to streamline the custody imaging process and enables capture of high resolution images leveraging a broad range of camera hardware along with more descriptive metadata about the detainee. With the advent of higher resolution cameras with better optics within mobile devices the Custody Imaging application can also be used on mobile devices enabling new Custody Imaging scenarios such as mobile devices within the custody environment or Police cars. Microsoft has combined this technology with a cloud-based infrastructure to create a unified Custody Imaging solution. This offering is for the Services required to integrate one or more of the following elements into a consolidated cloud-based solution: Free of charge custom code from Microsoft (shared ownership) providing Custody Imaging functionality for Microsoft devices A Microsoft Dynamics CRM solution (public or private cloud). For example, Microsoft CRM Online. Page 2 A cloud-based storage solution (public or private cloud). For example, Microsoft Windows Azure If Custody Imaging record data can be classed as IL2 then public cloud hosting can be used to accelerate deployment and lower overall costs of Dynamics CRM & storage. Otherwise, private or IL3/4 cloud hosting of the dependencies will be required. 1.1.2 Benefits Including: Touch-enabled user interface designed around detention officers removes the need for training and significantly reduce the time taken to capture an imaging record. Potential for significant storage cost savings when compared to on-premise storage options through use of Windows Azure cloud storage (IL2 compliant) for high resolution custody images, which are encrypted within your Police infrastructure before being transmitted. The new solution will enable capture of high resolution images with more descriptive metadata about the detainee. This will enable staff to search for people by other characteristics, such as distinguishing features or clothing. This for example, could enable a CCTV team to identify descriptive features and search through custody records using this descriptive information. Access to custody records and images via mobile will be possible. All custody record information and images are accessible through a web-service standards-based infrastructure. 1.1.3 Dependencies Delivery of this application requires supporting infrastructure: A device management infrastructure to manage either Windows Phone or Windows 8 devices. For example, System Centre Configuration Manager 2012 R2. Windows Phone or Windows 8 devices 1.1.4 Pricing Note This service has an element of agility and flexibility in terms of scope based on the Contracting Authority’s environment, infrastructure, skills and desired outcomes. As such, an initial scoping and discovery activity will be undertaken to determine resource profiles required and pricing for any given requirement.
