We are a 24/7 operations with a crew of 11 - 4 on 1st shift, 4 on 2nd shift, and 3 on 3rd shift. Our shift hours are 0730-1530, 1500-2330, and 2300-0730. We maintain a minimum of 2 operators on duty at all times. They are 40 hour/week employees and work a rotating weekend schedule. This is the official description of our job duties Operates complex electronic communication systems in the Transportation Operations Center. Complies with statutes, regulations and KYTC policies and procedures relating to emergency management incidents. Follows daily command decisions involving Kentucky Transportation Cabinet, highway traffic safety, critical incidents and catastrophic conditions affecting the transportation system and the resources responsible for maintaining this system. Monitors video, traffic sensors and environmental systems to determine the occurrence of incidents such as fire, stalled vehicles, accidents, and malfunctioning equipment. Analyzes the magnitude of an incident and adjusts system controls in response to current conditions. Processes and logs two-way communications with Highway Safety Patrol Operators and highway district offices when required. Checks state and national crime database to inform Highway Safety Patrol Operator personnel of stranded or disabled vehicle information. Communicates with other state agencies including Emergency Management, Fire Marshal's Office, Natural Resources and Environmental Protection, and regional transportation operations centers. Initiates, updates, monitors and removes messages on computerized changeable dynamic message signs by way of remote access, providing the public with critical incidents and weather related events that effect major Kentucky roadways. Prepares input for electronic communications including CARS, web sites, traveler's information system and other information media. Serves as primary contact after normal business hours for employees using state vehicles if the vehicle becomes disabled. Our shifts run from 6:00 a.m. to 10:00 p.m., during the weekdays and from 8:00 a.m. to 5:00 p.m. on the weekends. The shifts are typically from 6:00 a.m. to 2:00 p.m., 10:00 a.m. to 6:00 p.m., and 2:00 p.m. to 10:00 p.m. At the end of the evening shift, all phones are forwarded to a senior dispatcher that has full functional remote access to all of operational applications of the TMC. If notified, that on-call staff member will take appropriate action. During widespread and prolonged events, our TMC is continually physically staffed by our operations until the event has expired. The TMC is staffed with three shifts of 3 operators each, plus an overnight operator. Each shift has a consistent schedule throughout the week. This leave two bonus overnight shifts of six hours each on Saturday and Sunday mornings. These shifts are made available to our operators as a potential for overtime. We have one operator who is a state employee - the other operators are hired through a staffing agency. Operators are responsible for DMS messaging, 511 phone system messages (text to speech), data input to drive the website and mobile app. They also answer phone calls from the public and agency partners. They initiate traffic signal timing plans (prepared by others), variable speed limit evaluations (evaluation is completed by engineers), lift truck restrictions on Legacy Parkway, and determine if others need to be involved in any incident.
