In 2007, the release of the Electronic Discharge Monitoring Report Submission System (eDMR) brought immediate efficiencies to reporting monitoring data and received national recognition for its innovations. As of 2015, nearly 5000 permitted entities submit monthly data via eDMR. This represents 100% of the reporting requirements being submitted electronically – eliminating 1000’s of hard copy submittals and subsequently elevating compliance performance levels tremendously. The upcoming release of the Surface Water Tracking, Reporting, and Electronic Application Management System (STREAMS) will make accessible dozens of previously hardcopy only applications & forms via the eBusiness Center. The efficient and seamless electronic submittal of these forms will be a value-added service for both the public and Agency staff. Alongside STREAMS sits the Agency’s newly released ePayment service for fast and secure fee payment transactions via credit card or bank account transfer. What’s New – ADD PIC (mouseover puzzle pic) In the coming months, the Division of Surface Water (DSW) will be deploy a new robust web-based electronic application system for the submittal of NPDES individual and general permit application forms and permit reports via the Ohio EPA eBusiness Center. The Surface Water Tracking, Reporting, and Electronic Application Management System (STREAMS) will provide new or renewing facilities an efficient and innovative means to complete applications through the use of smart forms. Upon submittal, the submitted data is immediately loaded into the DSW SWIMS database and immediately available to Agency staff – all occurring with minimal Agency human resources. The forms will have built-in formatting and error validation that will efficiently minimize the number of erroneous entries maximizing the ability to submit accurate and clean data – all while saving time and resources. By streamlining through electronic means, there will be less time between the receipt of the application to the time that technical staff can begin their review of the data. STREAMS will have the ability to retrieve yearly data from submitted DMR and efficiently build a quarterly or annual report based on permit requirements. Additionally, the new ePayment service will allow the applicant to remit payment immediately through the eBusiness Center. It is accessible via the Ohio EPA eBusiness Center which is a secure portal for online business services since 2007. eDMR has created efficiencies for both the regulated community and Ohio EPA by being a trusted, secure, fast, and wellsupported system that produces cleaner data and elevated compliance performance levels. As of 2015, over 10,000 individuals use eDMR to submit monthly data for nearly 4,500 permits – 100% of all reporting requirements are submitted through the system. ADD TEXT BELOW – The eBusiness Center now features the much anticipated functionality to allow eBusiness Center account holders who possess an OEPA invoice to easily locate and view the invoice information and electronically pay quickly with a credit card or by debiting a bank account through the Automated Clearing House (ACH). ePay provides a more convenient payment method for Ohio EPA’s fee payers and will increases the number of ePay transactions to a level that will increase efficiency at Ohio EPA – all within a fast & secure transactional environment. ePayment is currently available all invoiced fee payments (ex. Annual Discharge Fee, Annual Sludge Fee, Storm Water Annual Discharge Fee). The three phase project is currently on its final phase of adding a payment option for fees that do not have a receivable established prior to payment (e.g. 401 applications, new permit applications, exam applications, conferences, etc.) – this will roll out in the coming months. He has been working in the Division of Surface Water for the past 10 years primarily focusing on the development and implementation of the electronic discharge monitoring report (eDMR) online data submittal system; providing system outreach and permit compliance technical assistance.
