Virginia Chapter, AAP Board Meeting

Williamsburg Lodge – September 20 ~ 4:00 PM

Call to Order and Introductions

Dr. Biff Rees called the meeting to order at 4:07 PM and made introductions of the members in attendance and on the conference phone.

Members in attendance : Drs. Ted Abernathy, Sam Bartle, Valerie Bowman, Sandy

Chung, Robert Gunther, Barbara Kahler, Diane Pappas, Kristina Powell, William

Rees, David Reynolds, Natasha Sriraman. Via conference call Drs. John Moore and

Robert Shayne.

Staff in attendance : Jane Davis and Aimee Seibert, Lobbyist.

II.

Review of Minutes

Motion seconded and approved that the minutes of the July 19 Board minutes were approved as submitted.

Drs. Kristina Powell, Sam Bartle and Barb Kahler agreed to review minutes for the current meeting.

ROR Presentation

Susan Rockwell, Director of Reach Out and Read Virginia provided some background on the history of Reach Out and Read (ROR). 1,300,617 books have been given out to children and 521 AAP members consider the program an integral part of pediatric well-child care. Ms. Rockwell advised that there funding sources come from corporate and foundation grants as well as VA-AAP, self-funded sites, individual donors and gifts-in-kind.

Flu Vaccine/Glaxosmithkline

Bob Turner, Vaccine Access Manager with GlaxoSmithKline Vaccines gave an update on influenza resources. Mr. Turner provided information on how to register & access the resources in the GSK Care Management Central site, there is a code that must be entered. That code is: gskcares. Learning and Growth

VA-AAP Child Advocate Award

Dr. Rees advised the board that Delegate Tag Greason will be receiving the chapter’s

Child Advocate Award at the Membership Luncheon on Saturday.

Julius B. Richmond Tobacco and Second hand Smoke Grant

Dr. Robert Gunther was approved for the 2012 Julius B. Richmond AAP/FAMRI

Visiting Lectureship Program grant. Dr. Gunther’s plan for this lectureship he secred national speaker Jonathan P. Winickoff, MD, MPH, FAAP from Harvard Medical

School; MGH Center for Child & Adolescent Health Policy whose area of expertise include: third-hand smoke, pediatric office system change, smoke-free multi-unit housing, emerging products, policy change, Clinical Effort Against Secondhand

Smoke Exposure (CEASE). Dr. WInickoff will give one presentation and Dr.

Gunther will run one workshop during the 2013 Pediatrics in Williamsburg

conference. Also Dr. Winickoff gave Grand Rounds in Norfolk and spend some time with the residents and PH partners.

HIT Report

Sandy Chung advised that INOVA will connect with the Virginia Hospital Center in a month and hopefully have the state connected by the end of the year. Meaningful Use

– Connect VA will meet Meaningful Use Stage 2

IV.

Member Value

Education Report – Natasha Sriraman, MD

The Education Committee that the funds were approved for the Mother-Baby

Breastfeeding Summit. Dr. Gunther will again next year work with Janet Wright and

Tia Campbell on another School Health Conference. There will not be a 2014 Art and

Business of Pediatrics Conference and hopefully in 2015 the conference will become part of the VA-AAP annual meeting.

Text 4 Baby

Dr. Gunther ask for a volunteer to represent the chapter at the upcoming Text $ Baby

Implementation Team meeting on September 30, 2013 to informally discuss how the team can make this service more available to pregnant and parenting women. Dr.

Valerie Bowman advised that she would be available to attend the meeting for the

Chapter.

Obesity Task Force Update

Dr. Robert Shayne reported he is still dealing with the major problem of funding. He has applications with several organizations requesting grant monies.

Resident Poster Presentations

Dr. CW Gowen sent out the Request for Poster Abstracts and received 10 which will be displayed at the VA-AAP Membership Luncheon. posters 1st, 2nd and 3rd place.winners will receive a monetary awards for the best poster.

Financials

Quarterly Report on Chapter Finances

Dr. Bartle gave the quarterly report on Chapter Finances. The Chapter is financially sound, with a balance of $252,326.29

($65,236.79 checking plus $187,089.50 in

Reserve) as of end of September. He advised that overall year-to-date expenses are within budget.

AAP Elections

Everyone was encouraged to vote for the AAP President elect and other AAP positions. The board was advised that our very own William Moskowitz was running for District IV Chair position.

Pediatric Council – Ted Abernathy, MD

The Pediatric Council activities have been mostly associated with solving chapter member issues with the various insurance companies. Dr. Abernathy looking for volunteers to help with meeting with the insurance companies.

Increase Advocacy for Children – Aimee Seibert, Chapter lobbyist conference in to give the legislative report.

2013 Elections

The VA AAP voted at the July board meeting to endorse Senator Ralph Northam for

Lieutenant Governor. We will formally endorse him in the next few weeks.

VA AAP Co-Sponsoring Gubernatorial Candidate Forum on Mental Health

VA AAP co-sponsored a gubernatorial candidate forum organized by Voices for

Virginia’s Children on August 5. The purpose was to make mental health issues a policy priority during the 2013 election season, raise public awareness about the importance of mental health for Virginians of all ages, and give the candidates a public forum to talk about their policy platform for mental health issues. The forum was a great success, with almost 500 people in attendance, and received an impressive amount of attention in the press.

DMAS Medicaid Physician and Managed Care Liaison Committee

The first meeting of the DMAS Medicaid Physician Liaison committee was on

August 22. Dr. Ted Abernathy is representing the VA AAP on the committee. Dr.

Colleen Kraft is also serving on the committee. This committee was formed as the result of budget language in the 2013 General Assembly session. The committee is directed to work with DMAS to investigate the implementation of quality, costeffective health care initiatives, to identify means to increase provider participation in the Medicaid program, to remove administrative obstacles to quality, cost-effective patient care, and to address other matters as raised by the department or members of the committee. The first meeting was mainly organizational and an overview of

Medicaid in Virginia. The committee will meet again in October.

Medicaid Innovation and Reform Committee

The “super committee” designated to make the decision about Medicaid expansion and reform met for the second time in August. They heard presentations on what other states are doing in terms of expansion. 24 states have chosen to expand, 21 states have opted not to and the remaining states (including Virginia) are still deciding. They also heard presentations from DMAS on current and planned reforms for Virginia Medicaid. It is very unlikely a decision will be made on expansion before the gubernatorial election. Expansion depends greatly on who wins the election.

Attorney General Cuccinelli has made it very clear he does not support expansion

unless certain reforms are made. Terry McAuliffe fully supports expansion and has stated that will be one of his priorities.

Early Childhood Policy Network

The VA AAP is a member of the Early Childhood Policy Network that includes

Voices for Virginia’s Children, CHIP of Virginia, the Virginia Association of

Community Services Boards, the Virginia Association for Early Childhood

Education, and many other child advocacy organizations. The Network’s priorities for the 2014 legislative session include Early Intervention funding, Home Visiting funding, Preschool expansion and Child Care safety.

Immunization Advisory Council

The VA AAP participates in the Virginia Department of Health’s Immunization

Advisory Council. The Council is working on legislation that would make technical changes to the immunization requirements in the Virginia Code to make it more compliant with the national Advisory Committee on Immunization Practices (ACIP) recommendations. The proposed changes would do the following:

Regarding TDAP: Eliminate language for minimum intervals for tetanus-containing vaccines

Regarding Varicella: Eliminate “susceptible” in the language because it is confusing and not clear

Regarding Pneumococcal and PCV: Change it to PCV 13 (since PCV 7 is not given anymore) and expand the age window through 59 months of age.

2014 Legislation

As of now, our three priorities for the 2014 legislative session are the following:

Banning smoking in cars when children are present; we are working with coalition partners to raise public awareness around this issue and to ensure legislation is proposed again in 2014. Delegate Terry Kilgore has agreed to patron the bill.

Banning all minors under 18 from using tanning beds; we are working with the

American Cancer Society on this and Delegate Loupassi has agreed to patron the bill.

Concussions; We are working with the family physicians, athletic trainers and physical therapists to propose legislation that will require stricter concussion guidelines for after-school groups using public school facilities.

The Medical Society of Virginia has also made concussions and tanning two of their legislative priorities for the 2014 session.

Senator John Miller is planning to introduce legislation to ban electronic cigarettes for minors under 18. Several states, including North Carolina, have recently passed bans as well.

MSV Annual Meeting

Finally, the MSV Annual Meeting will be held October 25 - 27 at the Homestead and

Dr. Sandy Chung will attend and lead the Pediatric Breakfast discussion on Saturday,

October 26.

Pediatric General Assembly Day

Dr. Diane Pappas advised that the Pediatric General Assembly Day would be January

30, 2014. We will meet at the Hilton Garden Inn located at 501 E. Broad Street in

Richmond. This venue is a flat 3.5 block walk from the General Assembly Building.

Shuttle service will also be available.

2014 Board Retreat

The VA-AAP Board Retreat will be in March 7 & 8 at the Wintergreen Resort near

Charlottesville.
