Questions & Answers: CDM IS Project - IESO response to Vendors questions Vendor’s Question Can IESO please confirm the number of Conservation and Demand Management programs the solution will be expected to support, along with a breakdown by sector (i.e., residential versus commercial). IESO response At present there are 11 Approved Provincial Programs available for Distribution Connected Customers and Transmission Connected Customers targeting various sectors across the Province. Distribution Connected Customers are sub-divided into 2 groups Residential and Non-Residential. Non – Residential includes Commercial, Agricultural, Institutional and Industrial sectors. - Residential Programs include: o Bi-Annual Retailer Event o Coupon Program o Heating and Cooling Program o Home Assistance Program targeting the Low Income segment - Non-Residential Programs include: o Audit Funding Program o Energy Manager Program o Existing Building Commissioning o High Performance New Construction o Monitoring and Targeting Program o New Construction Program o Process and System Upgrade Program o Retrofit Transmission Connected Customers can participate in conservation initiatives through the Industrial Accelerator Program which offers four initiatives : - Retrofit - Process & Systems including small capital projects - High Performance New Construction - Energy Managers More detailed information on the Industrial Accelerator Program can be found on our external website. It is anticipated that an additional 5-10 new Provincial Programs will be in market over the next five years as well as approximately 20-30 Local or Regional Programs over the same duration Currently there is no Approved Local or Regional Programs. However based on past cumulative experience, it is expected that the breakdown between Residential and Non-Residential will be almost equal. Item #74 of the RFP states the IESO may enter into discussions with respondents for a portion or portions of the deliverables. Further, item #75 states one needs a minimum technical score of 45 for consideration. Question 1, can one submit a proposal for a portion of the SOW and how will you score such proposals (given there is a minimum score requirement)? Answer to Question 1: As stated in the RFP para 69, IESO is expecting to receive a complete proposal by respondents. IESO will use the ranking criteria stated in the RFP to evaluate vendor’s proposal. Answer to Question 2: No, as stated in the RFP para 94clause ‘I’, IESO will deal with one prime contractor. Question 2, is it possible you might take pieces of two proposals and ask the respondents to work together to deliver a complete solution? Can you please explain the language in Requirement 26 on Page 6? First, point (a) would seem to negate the need for identification of the Country where information would be stored as requested in Requirement 25 above. Is Hosting in an environment such as the Amazon AWS GovCloud, which may include instances in The Requirement 26 is not a mandatory requirement for this RFP. Refer to section 3.9 RFP Evaluation Process and Criteria for how Requirement 26 will be applied. It is meant to be an extension of the previous evaluation item (i.e., confirmation whether IESO Information will only be stored in Canada). Specifically, the scope of the sentence is actually broader than just requiring staff the continental United States, an automatic disqualifier? Secondly, how should we read into point (b): "accessed, in respect of the respondent, from Canada."? Will the IESO disqualify responses from firms that have the requisite experience and products if they propose to support the application from a US location? Obviously it would not be possible to provide adequate customer service from a location where the application could not be accessed. With reference to section 2.6 Necessary Experience Is there flexibility on this requirement? We have necessary experience but would be creating a custom solution for IESO and therefore it is not being actively used by utilities. Would our solution be considered? Refer to RFP para 39, phase 1 (Application processing & settlement of Retrofit program) should be delivered by the end of Q1-2016 and remainder of the program by the end of 2016. Due to such critical timeline constraint, 100% customized solution build does not seems to be a feasible option and will not be acceptable. IESO is seeking a commercial off-the-shelf solution with configuration option and limited customization. Q1: Is the IESO seeking a commercial offthe-shelf (COTS) solution, or will custom developed solutions be equally considered? Ans. 1: Refer to RFP para 39, phase 1 (Application processing & settlement of Retrofit program) should be delivered by the end of Q1-2016 and remainder of the program by the end of 2016. Q2: Taking into account summer vacation schedules, will the IESO consider and extension of two weeks to the closing date for respondent proposals?
