We will need to adhere to the requirements and the implementation of the new constitution, but Rome was not built in a day. The most significant change is that there will no longer be Discipline Associations and the disciplines will be run as technical committees. Additionally, it is important that the technical committees be duplicated at provincial and regional level, where the disciplines are being practiced. Shows will also no longer be organized by the Discipline Associations, but by Technical committees pertaining to the relevant code, under the authorization of the provinces. Discipline Associations, as they no longer will exist, can also no longer canvass for membership as all Equestrian competitors will belong to clubs, regions, provinces and SAEF nationally directly. A big worry is that the sport cannot stop in the meantime. We have a World Equestrian Games to prepare for and local competitions still need to proceed as well. The SAEF as it currently staffed, is not discipline orientated, nor is our current provinces and regions. This issue in future shall be addressed via the various Technical committees, but this is not yet currently the case and is a work in progress. The SAEF also definitely does not currently have the staff to take over the specific discipline duties as well, nor do we have the budget for same. It will be important, for the continuity of our various discipline competitions in the various provinces, that we still utilize the services of our current discipline provincial committees as they are to become the technical discipline committees within the provinces under the authority of the provincial federations. Telephone: +27 11 468 3236 Fax: +27 11 468 3238 Email: admin@saef.org.za Some of the smaller provinces does not have the number of competitors to justify the appointment of staff at this stage, but other provinces, for example possibly Gauteng and Natal has such a vast number of competitors that staff will have to be appointed for them as well, although there is no budget or funding model yet in place. This will have to be addressed shortly. Polo again, although one of the smaller disciplines, have done a great amount of work in securing sponsorship for their specific discipline. The equestrian world, and specifically the Polo players cannot afford to suffer by losing these sponsorships and funding of their sport, nor the expertise of the persons who is handling all of these issues and work surrounding Polo as is the case with the other disciplines. It will be unfair and unacceptable on a specific equestrian competitor, if money that is paid or obtained from example the Tentpegger is utilized for Polo X. Nor will it be fair if specific sponsorships is obtained for example Polo and utilized for Jumping. Staff with the specific expertise to handle the extra burden/work that will now undoubtedly be placed on the SAEF national and provincial federations, is available from the Discipline Associations, but the funding will be an issue currently. Provinces must ensure a new provincial constitution to be in line with the SAEF national constitution and banking accounts will have to be opened, over which proper control will have to be utilized. We have decided as a way forward, that all old SAEA clubs will pay a preliminary R 100 of which R 50 will go to the Province and R 50 to SAEF national to ensure that clubs will have a voting right. The other discipline clubs are fully paid up for the year. Voting is to be done within the regions to create a regional structure and then at provincial level too and lastly at national level. Still we need to realize that some of our equestrian competitors have fully paid their affiliation fees for 2014 and yet others, like the old SAEA disciplines, have only paid up to 31 July 2014. To bring these competitors in line it is suggested that a pro rata registration fee is paid for the period August to December 2014. We should seriously think of how we can save our competitors money and still ensure that sufficient money is received to ensure proper administration of the specific disciplines/technical committees. It is imperative that sponsorship that is received for a specific discipline is ring fenced and utilized for that specific discipline. It may be prudent to introduce a sliding scale for the specific discipline fees that a SAEF equestrian competitor competes in. The suggested sliding scale will immediately ensure that costs for our competitors are saved. In regards to the horse societies that still have money of members, it was decided that the money will be paid over to the provincial federations as soon as bank accounts have been opened and funds accumulated for specific disciplines will be ring fenced for the utilization of that specific discipline in that province. Each provincial federation will have to have its own banking account and good corporate governance must be adhered to, so as to ensure the protection of the members. Also funds currently held by the Discipline Associations on behalf of the provincial members will also be paid over to the provinces, but again must be ring fenced for utilization for those specific disciplines. Funds held by the Discipline Associations for national will be paid over to the SAEF nationally, but again must be ring fenced and utilized for that specific discipline. It will take a lot of effort to make this process work and flow smoothly, but if we all work together, an optimal result can be achieved.
