Job Description Role: Senior Programme Officer (Governance) Reports to: Programme Manager Direct Reports: None Primary Accountabilities: This position is responsible for the management and implementation of facilitating enhanced interaction between regional Civil Society Organisations (CSOs) and networks/alliances and institutions in governance, in a manner that ensues the achievement of the objectives set out in the Foundation’s strategic Plan and adhering to its principles and approaches. Work with the Programme Manger to provide technical support in the implementation and monitoring of work packages in respect to CSO Governance Area (known as Outcome Area 3) in a manner that is responsible, professional, financially sound, participatory, sensitive to local needs, culture and politics and in accordance with Foundation policies and procedures. Provides technical support specific to the development of effective CSOGovernance engagement processes outlined in Outcome Area 3 in the development and preparation of annual work plans and budgets, key resultsbased reports, and additional reports in consultation with partners. Works with the Programme Manager to assist with the contracting needs of Outcome Area 3 or other third part/service providers. Ensures the complete process is undertaken from drawing up Terms of Reference to contract completion and shared logging. Provides technical support and oversight in the design and delivery of key activities to support the identification of strategic spaces for CSO-Governance engagement within and beyond the Commonwealth and develop a plan of action to support these engagement models in close consultation with the programme team and technical advisors/consultants. Works with the Programme Manager to assist with the contracting needs of Outcome Area 3 or other third part/service providers. Ensures the complete process is undertaken from drawing up Terms of Reference to contract completion and shared logging. Builds and maintains strategic and cooperative relationships with key CSO leaders, partners, networks in each region of the Commonwealth particularly in the Global South and engages these individuals and organizations on a regular basis to gather their feedback and input to the planning, implementation and tracking of results. 1 7. 8. 9. Establishes and maintains contact with key regional governance institutions across the Commonwealth as well as strategic global institutions and platforms. Contributes to the development of the Foundation’s monitoring and evaluation framework, specifically those in Outcome Area 3, including monitoring and evaluation strategies and systems to effectively capture and communicate project results. Ensures the cross cutting themes are integrated into the planning, implementation and monitoring of programme activities Common Accountabilities 1. Works closely with the teams across the four Outcome Areas to contribute to the Foundation’s commitment to build a culture of learning in Participatory Governance through the implementation of a communication for development policy. 2. Supports colleagues in delivering the Foundation’s objectives, including assisting in events and initiatives that fall outside the direct responsibilities of this post. Represents the Foundation at meetings, functions and events, some of which may occur outside normal office hours and may involve long-distance travel. Post graduate degree related to international development, development studies, economics, social sciences, public administration, or democracy and governance Extensive experience in Programme Management in an international development organisation Has worked in a developing country(ies) and has a good knowledge of international development issues, trends and approaches A sound understanding of monitoring and evaluation methodologies, ideally Results Based Management (RBM). Field application at a national, regional or international level is essential. A good understanding of civil society organizations and the field of participatory governance. Experience in CSO-governance engagement processes an asset. Strong communication skills both written and verbal and demonstrated skills in group facilitation Advanced computer skills, particularly MS Office (MS Word, Excel and Powerpoint) Well-organised, resourceful with good planning and problem-solving abilities A team player, flexible, quick-thinking and able to work well under pressure Commitment to the Foundation’s vision, mission, values and goals 2
