NOTICE OF WATER RATE CHANGE
The Board of Directors and District staff has worked on system improvements and efficiencies
to help minimize additional costs of service such as electricity and water replacement. In spite
of District efforts, the costs of providing and delivering water have continued to rise, offsetting
the efficiencies created by the District. After a comprehensive rate study, several public
workshops, and a public hearing, the Board of Directors approved a multi-year rate change on
February 20, 2013, the first rate change since the District was formed in 2008. The rate change
for 2014 was postponed from January 1 to March 1 to allow the Board of Directors additional
time to conduct public workshops and a comprehensive review of the budget.
Water rates for all customers of the Phelan Piñon Hills Community Services
District are scheduled to change beginning with the bill you will receive in
May 2014.

The rate change will be effective March 1, 2014* and will reflect on the May
2014 billing statements.
*Per Resolution 2013-01, the Rates will become effective to coincide with the reading of the
meters that occur approximately one week prior to the effective date indicated above.
