SHELTER CLUSTER MEETING MINUTES

1) Introduction
The biweekly Shelter Cluster meeting started with the introduction of the participants.
Participants: HDF, JSO, SRDO, IOM, Qatar Charity, ASWA, NDO, Roshan Sindh Wel. Org.
Mr. Mohsin Azam, DFP TMK thanked all the participants and briefed them about the progress and
shared the agenda of the meeting. Mr. Mohsin Azam said that apart from sharing the update of
the cluster it is also necessary to get information on the current flood/rain in the area so that the
partners may be better able to initiate their activities.
2) Agencies Update:

Qatar charity as already communicated has started social mobilization process for its ORS
project in UC Lakhat. This will be one year activity and about 400 ORS will be built with semipermanent structure and the activity will be carried out through VDOs which are being formed
in the target area. This activity will be done with community to ensure their participation and
ownership.

NARI informed that it has completed distribution of 1000 Tool Kits to the beneficiaries in two
UCs that is UC Nazarpur and UC Dando.

JSO informed that it is distributing 1000 Tool Kits Today in UC Janan Soomro. JSO is new IP
of IOM and it is first experience of partnering with IOM.

HDF has completed 47 HHs in village Sadiq Modo, UC Lakhat Taulka Bulri Shah Karim. HDF
has planned to construct 75 houses with latrines and solar light.

ASWA has submitted EoI to IOM for ORS and has also been looking forward to other donors
for shelter activity in the District.

Roshan Sindh Wel.Org. is working with Sindh Education Foudnation in District Badin and
TMK. It is identifying affected areas for conducting shelter and NFI activity.

SDRO informed that it has submitted assessment for NFIs to IOM and is also identifying areas
where recent rains have caused damages to houses in the District.
Identification of gaps and discussions on current situation after recent rains in the District.
The participants pointed out some areas which according to them have been affected by recent
rains. These are:

About 15 villages in UC Nazar pur and cattle has been shifted to road sides.

Village Dadu Mari has been affected

Several villages of UC Lakhat and Tando Ghulam Hyder.
But it was agreed upon by all the participant that there have bee no any serious damages or loses
due to recent rains in the Districts except some which usually happen due to rains every year.

The partners were requested to submit the latest information on 3Ws matrix.



Local NGOs to conduct surveys to identify affected areas and bring the data in the GCM for
sharing the same with other organizations

IOM representative informed that participants that the target for TMK has completed. By this
time no further activity is planned on IOM side.

The DFP SC shared with Mr. Habib of Qatar Charity that the Shelter Cluster representatives
intend to have a joint meeting to share the data on UC Lakhat in order to facilitating the
program of Qatar Charity in the District. On this Mr. Habib of Qatar Charity agreed and
requested the DFP SC to communicate the date as and when decided.

Some issues with the implementation of ORS by Qatar Charity came into discussion e.g the
Q.C has selected some areas where peasant belonging to Hindo community are residing. As
they are hot permanent dwellers and the land belongs to the local land lord, what will be the
future of those houses built by Q.C if the peasant shift or the land lord expels them as
happened in these areas often. On this Mr. Habib said that they are devising a good
mechanism to tackle such issues by forming VDOs and community share etc. It was informed
that there will be other activities that is hand pumps will also be installed in the areas there
houses are built and the community share is not only in cash. The local members are being
consulted as to how they can contribute. Once all this process is complete the ORS activity
will be started as Q.C has long term goals here.
