CHFFA SB 82: Investment in Mental Health Wellness Grants Update
Third Round Awards. A total of $10.417 million for the Third Round of awards were approved
by the CHFFA Board on Thursday. Congratulations to Kings, Mendocino, Los Angeles,
Sacramento, and San Bernardino. These grants will establish 79 new crisis residential beds
and five new mobile crisis vehicles.
Total Awards To-Date. To-date, a total of 31 grants for the benefit of 32 counties have been
approved with $91.7 million in capital outlay funding and almost $4 million in personnel funding
being authorized. These grants will add 48 mobile crisis vehicles, 58 mobile crisis staff, and
945 crisis stabilization and crisis residential beds.
CBHDA Changes and Next Rounds of Grants. Working through CHFFA, CBHDA was able to
have changes made to facilitate expenditure of the grant funds. Emergency regulations
making these changes should be effective July 1st. The changes are as follows:

Shift of $15 million from Crisis Residential category to Crisis Stabilization category;

Elimination of individual county maximum on grant allocation;

Extension of county readiness determination period from six months to nine months;

Authorization for designated private non-profit corporation or public agencies to directly
receive grant funds for construction, renovation, and acquisition of property in lieu of
counties directly receiving grant funds (requires county approval).
These changes are effective with the Fourth Round which will be from July 1 st to September
15th. A Fifth Round will then occur in Fall.
The remaining funds by region and category are shown below. Beginning January 1, 2016, it
becomes a statewide competition since all funds must be encumbered by June 30, 2016.
