Review Special Valuation Applications: 6616 E Orchard Rd – Palmer-Abbeal-Sprague Farmhouse & Barn; Megan Duvall, Historic Preservation Officer, reported that an amended management agreement will be filed and that the Commission should be able to act on the application at this time. Jim Harper gave committee report. On November 7, 2014, the Special Valuation Committee with Historic Preservation Officer Megan Duvall, visited the Palmer-Abbeal-Sprague Farmhouse & Barn at 6616 E. Orchard Rd., Spokane Washington and toured the interior and exterior with the owner’s. We verified that the application for special valuation work is in agreement with the findings of fact. Gerald Baldwin, moves, based on the Findings of Fact, the application for Special Valuation of the Palmer-Abbeal-Sprague Farmhouse & Barn at 6616 E. Orchard Rd. be approved. M/S by Jim Harper. Motion passed unanimously by roll call of votes. B. Spokane Register Nominations: 508 W. Riverside Ave. – Sherwood Building: Megan Duvall, Historic Preservation Officer, read from the Staff Findings of Fact and presented a PowerPoint. Beth Fairfax gave committee report. On Dec 10, 2014 at 1:00 PM, Megan Duvall, Emily Vance, Lynn Mandyke, Wendy Budge and Beth were met by consultant Jim Kolva and Richard Clemson, property owner, and visited the Sherwood Building at 508 W. Riverside. They saw the exterior and some of the interior in consideration of criteria A, B, and C and are in agreement with the Findings of Fact. Lynn Mandyke invited the applicant, Richard Clemson to join the table. Mr. Clemson noted that the address is 510 W. Riverside Ave. He advised that the building would be rebranded as the Cutter Tower after renovation. Wendy budge moved based on the Findings of Fact, the Sherwood Building at 508 – or 510 – W. Riverside Ave., eligible under Categories A, B, and C, and recommend for approval by the City Council to be placed on the Spokane Register of Historic Places. M/S by Beth Fairfax. Motion passed unanimously by roll-call of votes 507 S. Howard St. – Knickerbocker Apartments: Mary Braden and Linda Yeomans joined the table. On Dec 10, 2014 at about 3:00 P.M., Megan Duvall, Emily Vance, Lynn Mandyke, Wendy Budge, and Beth Fairfax met Consultant Linda Yeomans, and Mary and Eric Braden, the property owners. They viewed the exterior and some of the interior of the Knickerbocker Apartments located at 507 S. Howard St. in consideration of criteria C and are in agreement with the Findings of Fact. Wendy Budge moved based on the Findings of Fact, the Knickerbocker Apartments at 507 S. Howard St. is eligible under Category C, and recommend for approval by the City Council to be placed on the Spokane Register of Historic Places. M/S by Beth Fairfax. Motion passed unanimously by rollcall of votes 242 W. Riverside Ave. – Realty Building: John Fisher with Catholic Charities and Linda Yeomans joined the table. On Dec 10, 2014 at about 1:30 P.M., Megan Duvall, Emily Vance, Lynn Mandyke, Wendy Budge, and Beth Fairfax met Consultant Linda Yeomans to visit the Realty Building at 242 W. Riverside Ave. They viewed the exterior of the building in consideration of criteria C and are in agreement with the Findings of Fact The radio tower atop the building and whether it is a part of the nomination was discussed; Commissioner Baldwin noted that it should be stated whether the tower is included or not Mr. Fisher explained the process for which Catholic Charities is able to utilize historic tax credits to redevelop properties to benefit the community Wendy Budge moved based on the Findings of Fact, the Realty Building at 242 W. Riverside Ave. is eligible under Category C, and recommend approval by the City Council to be placed on the Spokane Register of Historic Places. M/S Beth Fairfax.
