Disaster and Climate Resilience Improvement Project (DCRIP) Terms of Reference (TORs) Detailed Feasibility Study & Designing Flood Protection Works for Mandi Kotli Vulnerable Areas Background Azad Jammu and Kashmir (AJK) is a disaster prone region, and vulnerable to climate change. It has experienced a number of unprecedented natural calamities over a period of less than a decade. Earthquake in 2005 and 2015, recurrent floods, heavy rains and landslides have revealed the region’s population and economy’s vulnerability to disasters. Torrential monsoon rains on 4-6 September 2014 caused flash floods in AJK. According to Pakistan Metrological Department (PMD), 981 mm of rain fell within a 3-day period. Flood damages included but were not limited to the following; a. Communities suffered multiple losses in terms of their assets, livestock and agriculture. b. Large scale damages to public and private infrastructure, communications networks, transport networks, and other public and private infrastructure. c. Widespread losses to crops and livestock affecting income and food security for rural populations. d. Affected populations were primarily situated in Districts Haveli and Sudhnoti constituting 32% and 27.4% of the total affected population. The region of Mandi Kotli is at high risk of flooding, particularly during the annual monsoon season. There is a need for construction of extensive flood protection works to protect the area’s population and economic assets. Objective of the Study The objective of the consulting services is to provide consultancy services for Mandi Kotli in AJK in the survey, planning, design, analysis, working drawings and cost estimation of the sub-project of the World Bank-funded DCRIP project and strengthen local Government line department’s capacities. Scope of Work The scope of work will include but not be limited to the following: To carry-out detailed topographic survey of the severe damaged area of Mandi Kotli for improvising flood protective works at most vulnerable project sites; To carry-out all essential feasibility studies of the necessary river training works in particular and any other suitable structures; To carry-out detailed engineering design of appropriate financing infrastructure requisites found feasible for implementation; Detailed planning of all requisites work plan activities for seen and unseen construction schedules; Assuring quality construction of civil works at Mandi Kotli; Hydraulic model study of designed flood protective works or river training works, if applicable; Ensuring timely completion of feasibility for technical, social and environmental aspects; Coordination with district administration and government line departments and affected communities for effective project design and implementation. Preparing detailed bill of quantities with cost estimate for Mandi Kotli project; Carry out social and environmental due diligence of Mandi Kotli subproject; Prepare EMP and/or IEE of Mandi Kotli subproject, if applicable; Prepare SMP and/or Resettlement Plan for Mandi Kotli subprojects, if applicable; Ensure compliance with WB “Safeguards Policy”; Prepare bidding documents of subprojects; Prepare bill of quantities of the sub-project; Prepare cost estimates of the sub-project; Prepare working drawings of the sub-project; Any other activities for delivering the envisage outputs of the Project and achieving desired outcome. Deliverables (i) Inception Report – within two (02) months of mobilization – presenting approach to tasks and reporting, with details of how each task will be performed, and identifying what resources will or may be required. (ii) First Draft Report (FDR) – within five (05) months of mobilization - presents the outline of activities which includes project summary, surveys, preliminary design, rough cost estimation, and sketchy drawings of the feasibility. (iii) Project Completion Report – within six (06) months of mobilization - Executive summary of the study, topographic survey of the vulnerable areas, design, cost estimation, working drawings, social and environmental aspects). Period of Contract The overall period of the contract will be six (06) months. Indicative Payment Structure: The ‘Consultant’ will be paid the lump-sum amount for undertaking the assignment according to the submission and client’s approval of deliverables. Submission of Request for Proposal (RFP) RFPs will be issued to all shortlisted firms and will be required to be submitted the deadline mentioned in the RFP.
