Expression of Interest St Kilda Triangle Site Activation Winter 2016 The opportunity To activate St Kilda’s Triangle Site during the period from 1 June to 31 August 2016. St Kilda’s Triangle Site is located in the heart of St Kilda next to the Palais Theatre. Proposals will be accepted in the following areas: Option 1 - An organisation who will curate a series of events or programmed activities on the site for part or the whole timeframe. Option 2 – Create a temporary venue on the site Option 3 – An event or activity that is on the site for the whole period Option 4 – Activities that could be included in a curated program or alongside a larger event. Option 5 – A variation on the above Objectives To be successful, your application must meet the Triangle’s Cultural Charter objectives to further the community’s experience of the Triangle site, which are: Accessible, affordable and welcoming to all - a place where all Victorians can access, visit and enjoy its versatile offerings Contemporary - a place that provides local, interstate and international visitors with a range of interesting and accessible experiences, including quiet, entertaining and educational activities Reflective of St Kilda’s local character - a place where St Kilda’s diverse multicultural heritage and vibrant creative spirit is experienced, drawing on the historical vision of a seaside entertainment precinct Integrated within St Kilda as a whole - a place where the visitor orientates and connects to other parts of St Kilda, such as the foreshore, Fitzroy Street and Acland Street 1 of 7 Expression of Interest - Winter Activation 2016 Assessment Criteria Applications will be assessed against a range of criteria including the nature of the proposal, site suitability, impact on amenity and benefit to the community. Applications should demonstrate that their activity provides the following: Creates a premier destination that: o Increases the positive profile and presence of St Kilda across metropolitan Melbourne o Generates a net increase in visitation to St Kilda o Transforms the St Kilda Triangle Site to a people centre, providing a visitor-friendly experience Contributes to the enhancement of local life within St Kilda: o Complementing rather than competing with the business and residential communities o Linking to, and providing opportunities for, the local (City of Port Phillip) community o Provides an accessible and affordable experience Provides activities that reflect St Kilda’s multicultural, artistic and diverse heritage and supports creative endeavours. o Contributing to a combination of art, cultural and entertainment experiences The applicant’s ability to produce the proposed activation and relevant experience. It is expected that all applications address the above selection criteria. All applications will also be assessed against the following documents: St Kilda Triangle Cultural Charter Draft Indicative Programming and Activation Plan Council’s Outdoor Events Policy Only events that occur during winter 2016 and are cost neutral to Council will be considered. Why hold your event on the Triangle Site? It is the heart of iconic St Kilda. 1.38 million people are attracted to the area annually (810,000 domestic and 570,000 international). Making St Kilda is the second most popular Victorian visitor destination. Over 35,000 people commute past the triangle site every day Premier event destination St Kilda is known as a popular event site and is renowned for hosting quality events with high levels of participation. Over 650,000 people were attracted to events in St Kilda last year. 2 of 7 Expression of Interest - Winter Activation 2016 Transport Fully serviced by public transport – trams and buses Close to some of Melbourne’s best walking and bike paths Attractions close to the site The Palais Theatre o ranked as Australia’s no. 1 concert venue running 120 shows and attracting over 250,000 patrons annually Luna Park o 100 year old iconic amusement park Fitzroy and Acland streets o Variety of funky bars, restaurants, cake shops St Kilda Beach, promenade and St Kilda Pier o Melbourne’s most visited beach Esplanade Market Linden New Art and St Kilda Town Hall galleries Background: Since the 19th century, St Kilda has been recognised for its seaside recreation and entertainment qualities. At its heart was the site known today as the St Kilda Triangle, which encompassed the Palais Theatre, a carousel, amusement rides, gardens and the Palais de Danse. The site formed the heart of a broader circulation system connecting St Kilda to Acland Street, Fitzroy Street and the foreshore. The area was recognised for the iconic Luna Park and beloved Palais Theatre, its live entertainment, great food, film and music festivals, and its vibrant community of local artists and musicians. The area around St Kilda, called Euro Yuroke in the traditional tongue of the Boon Wurrung, remains a place of special significance to the Yalukit Wilum Clan of the Boon Wurrung and other Aboriginal and Torres Strait Islanders who now call it home. It was a place that provided seasonal shelter, food and ceremonial grounds. Both St Kilda and the St Kilda triangle continue to play this role for all Melburnians and visitors today. The City of Port Phillip is committed to delivering a shared vision for the future of this space and is currently working through a collaborative design process with the community to develop plans that will realise the community’s vision for the St Kilda Triangle. As part of the first stage of this consultation, a Cultural Charter was developed to articulate the essence and intent of future uses of the site. While the wider planning and consultation progresses through future stages, an opportunity exists to activate the site in winter of 2016, to bring to life the Cultural Charter and deliver on key objectives. About the Site For the purposes of this activation opportunity, the site is considered to be the area bounded by Jacka Boulevard, the Lower Esplanade and the Palais Theatre, currently utilised as parking space and largely asphalted. Areas available for activation: 3 of 7 Expression of Interest - Winter Activation 2016 St Kilda Triangle site (excluding lease boundary area of Palais Theatre) 13,000m2 Lower Esplanade 4,300m 2 Catani Slopes 4,400m 2 Total area 21,700m2 A minimum of 200 car parks need to be left on the site. Utilities already available on site include: 160 amps with 3 x three phase power outlets Potable Water Lighting A site map with utilities marked can be found on the St Kilda Triangle events EOI webpage. 200 car-parking spaces must be kept free on the site to accommodate parking for the event and Palais Theatre. Guidelines The opportunity This opportunity is open to activations that can take place during all or part of the period from 1 June to 31 August 2016. A range of activation types will be considered in line with the selection criteria, that may include uses such as temporary venues, pop-up style activations, one-off or a series of events, or similar. Due to the size of the site and the length of the available period, it is possible a number of proposals will be accepted. Applicants can propose to manage the whole site, part of the site or to offer smaller activations that could be used in conjunction with another provider. Fees A discounted winter rate will be available for commercial enterprises. Community organisations or activities providing significant community benefit may be eligible for further discounts or grants. There are no site hire fees required from successful applicants. However, fees may apply for any work that may be required for the site to facilitate a proposal, or if commercial promotional activities are included A security bond may be held to cover any damage caused by the event. The bond amount is based on the estimated impact of the event All utility costs will be the responsibility of the activity provider Assessment A formal assessment will be undertaken taking into account all assessment criteria. Council may request further information from the applicant throughout the assessment period. 4 of 7 Expression of Interest - Winter Activation 2016 Interviews may be held with preferred applicants as part of the assessment process Council will consult other agencies, including and not limited to Victoria Police and VicRoads in assessing proposals Application information may be made public through a Council reporting process. No information considered commercial in confidence will be made available, and applicants will be consulted prior to inclusion. Applicants will be notified of the outcome in writing. Council is not bound to accept any EOI If successful Successful applicants will require public liability of a minimum of $20m coverage Successful applicants will be required to submit further information prior to a permit being issued. This will include detailed programming plans, emergency and risk management plans, noise management plans, pedestrian/traffic management plans, waste management plans, and any information required as requested. These documents will be required a minimum of 2 months prior to the activation commencing. Other permits and formal approvals may be required before a permit is issued, such as building, health/food, and liquor licensing. Successful applicants must meet all legal requirements before proceeding with the activation. Successful applicants will be required to provide visitation data as part of an evaluation framework Expression of interest process The expression of Interest (EOI) for the Triangle Site Activation in will open on Wednesday 9 September and applications must be received by 3pm Tuesday 6 October. The process invites applications from suitably qualified individuals or organisations who wish to activate St Kilda’s Triangle Site between 1 June to 31 August 2016. Who should apply? This process will form the basis for all activity on the Triangle Site between 1 June to 31 August 2016. Organisations with experience in Producing events that create an premier experience or destination Curating a program of events, activities or productions Providing activities which are not just about consumption but generate experiences Creating art or cultural experiences Delivering their event within a broader program Council is not looking for wholly commercial operations or straight food and beverage offerings. Applications providing community benefit and involvement will be looked at favourably.
