Minutes of the WASH Cluster Meeting
CATEEL
December 17, 2012

4 –men wash team of South Cotabato ( pulling out from Baganga )
The meeting started with just two agencies, DOH & OXFAM . Others joined as they come.
Updates of each Agency:
HRC- Oxfam ;
CRS:
DOH
- working on the 3 municipalities namely Boston, Cateel and Baganga.
- Target barangays in Baganga : Dapnan, Sn Victory, Ban – ao
- Target barangays in Boston, for water supply: Sibajay, Carmen and Poblacion
- Services to be provided: Blanket coverage on HK & WK,
- Total package assistance is by piloting. In depth assessment will be conducted.
- Could provide limited number of home toilets repair
- project site is Cateel but covering also COMVAL
- will set up an office in Cateel.
- The bulk of HK & WK will be available by January yet.
- Available cash for work for cleanup – 50 persons
- already conducted water sampling for 7 barangays
- 36+ / 62 water sources
- water test available is PML and PHC. ( PML brought by Region x)
- Region XI sent : 100 phc bottles, 269 jerry cans, 72 bot hyposol, & 1,297 tarps for toilets
structures
- tarps distributed but not for toilet structures; for roofing purposes.
- jerry cans distributed by DOH Reps
- Found 1- EC formed by people themselves at Cateel National Agricultural HS; with 115 families
- Cases of Diarrhea are rising.
- RSIs ( 1 –Municipal; 1- Provincial paid) were victims and have not has training on WASH or
knowledge on Cluster approach.
- Supplies distributed were brought by the Region X, no inventory or turnover of supplies done by
the LGU.

- Installed 1- bladder tank at Cateel District Hospital.
-supplying potable water in, Poblacion , Baganga ( as of the meeting; not installed yet)
-distributed jerry cans in Boston, blanket coverage.

DOH:
According to information received, all BARANGAYS ( 16) have either a Level II or Level III water
systems before Pablo, however, there are also plenty of hand pumps, as water table is quite high ( 18 ft )
, as a alternative source but used mostly for domestic use.
In Poblacion, water supply is quite unique, DRINKING water is Level I, means, people fetched water at
the Plaza area where source is installed powered by electricity and with 4-5 faucets provided. But for
DOMESTIC use, it is Level III.
According to Danilo Bano, the Rural Sanitary Inspector, negotiations is already underway with REDCROSS
and DPWH to provide a 3-phase generator set for that particular source at the Plaza. He also mentioned
that water system in BGRY Alegria will need only a genset to operate. And that system can also supply
BGRYS. San Miguel , San Vicente and part of San Antonio.
HRC-oxfam and CRS took note of the need.
Distribution of jerry cans is a must and immediate. Most household containers were blown away. There
were only few who bought some. Everyone agreed that distribution shall have a blanket coverage.
CRS can provide more water kits than HRC- Oxfam, thus, we agreed to assign a FOCAL AGENCY to cover
all barangays. HRC- Oxfam stated that total package of WASH will be done to a barangay of a focal
agency.
CRS has an ongoing community mapping at CAteel, thus, assistance shall only be committed after the
assessment.

Distribution of hyposol or waterine and aquatabs were done to areas where water samplings have been
conducted.
Tions Other assistance in CAteel: Water treatment facilities by MMDA, Maynilad and Red Cross.
HRC- Oxfam:
Assistance covered Comval and Davao Oriental provinces. Particular in Municipalities
of Boston, Banganga , Cateel for Davao Oriental.
In Boston, already identified barangays Sibajay, Carmen and Poblacion for water or spring development.
In Banganga, 3 – barangays were also identified namely; Dapnan, San Victory and Ban –ao. BHWs and
BSIs are tapped to conduct and to be trained for Hygiene Promotion activities.
In CAteel, Brgy Taytayan is for technical assessment since initial talked yielded that their system need
only repair/ rehab of intake box , collection box and a 3” coupling with some pipeline repair.
Also in attendance were the 4-personnel ( RSIs) from South Cotabato who helped in Banganga.
However, they only covered the Poblacion area. They were able to coordinate the 2- RSIs in that
municipality.

Water system are for domestic use only even before Pablo.
Conducted water sampling using PHC bottles; 34 samples, initial reading 23 were
positive but all are probably going to be positive too, ( not yet 24 hours duration )
Separate sampling in Purok Dawis, 6 samples found to be negative
Toilet status: 80% of household have functional toilets but need repair for
structures. 20% are without toilets.
M. Lluiller distributed 284 hygiene kits.
Resources available: 200 aquatabs and 28 kls chlorine granules.
CHD NM with Team Albay went to Banganga to conduct rapid assessment for the installation of
Operation Center for DOH services , in that municipality. Information received which was also validated
by the Sis of Cateel that CHOLERA outbreak happened in Banganga before Pablo. That their water
sources even if Level III is NOT SAFE TO DRINK.
ICRC: is putting up Bladder tanks and water treatment facilities in Banganga. However, the representative cannot confirm if they are also distributing HK and WK. Told to coordinate with RESTY.
The Cluster assigned ICRC / PRC to lead the TWG for water supply for the 3- municipalities.

2nd WASH Cluster Meeting
December 20, 2012
No formal meeting done. First to arrive was Mira Bacatan of HRC- OXFAM. She just provided their
accomplishments for the week. She has scheduled activities within the municipality. She has concerned
regarding the numbers of jerry cans. She arranged with Ms. Lucille of CRS.
Since CHD NM are pulling out from the area on that afternoon, Dec 20, 2012 and despite repeated
appeal to send personnel from CHD SM for the turnover of responsibilities and to continue the in-place
system, there is none coming, it was decided to orient WASH coordinator assigned by PHO, who is not a
Sanitary Inspector and with a minimal training on WASH, to continue the coordination activities.
For the record, CHD NM WASH has plenty of reservation as to the continuity of the activities.
We sat down together with Lucille of CRS to plan out the activities for the next weeks. We also
coordinated with the RHU/ MHO for the organizational set up.
Copy of that action plan is with Lucille.
Engr. Roa introduced a innovation regarding the accessibility of Oresol and water disinfectant to every
household by way of giving as take home “gifts’ a 10 sachets of Oresol and 10 – tablets of water
disinfectant to patients leaving the hospital and during an OPD consultation with the correct
information. It was discussed during turn over that it should be continued and a BHW will be assigned to
conduct mother’s or watcher’s class everyday at the hospital.
CHD NM left Cateel, Davao Oriental at 3:00 pm on December 20, 2012.
