World’s Best Workforce Summary
2015
Fertile-Beltrami’s World’s Best Workforce Plan is a long term strategic plan to address the following
performance measures:
1. Prepare all students for Kindergarten:
Fertile-Beltrami School Readiness students will receive instruction in alphabet, letter sound awareness,
and basic number sense.
Results from 2014-2015- student instruction related to alphabet, letter sound awareness, and basic
number sense increased from previous year activities.
Action strategy--After reviewing the amount of time available for instruction in these areas, The
District added two more “instructional” days for School Readiness students. Program time increased
from two full days per week to four full days per week. We focus on alphabet recognition, alphabet
sounds, syllables, & sight words......45-50 min a day. Math time......we focus on number
recognition, counting by 2's,5', & 10's, writing numbers-25-30 min a day. ABC handwriting
journals....20 min a day.
2. Close the achievement gap:
Fertile-Beltrami District proficiency on MCA test scores will increase by 5% in Reading, Math, and
Science (including subgroup scores in Free/Reduced, Special Education.
Reading Results from 2014-2015District Reading Proficiency on MCA test scores increased from 61.1% in 2013 to 64.3% in 2014, and
decreased to 59.8% in 2015= -4.5%.
Special Education Proficiency on MCA test scores increased from 28.0% in 2013 to 30.6% in 2014, and
decreased to 29% in 2015= -1.6%.

Free/Reduced Proficiency on MCA test scores decreased from 56.3% in 2013 to 54.9% in 2014, and
increased to 55.2% in 2015= +.3%.
Math Results from 2014-2015District Math Proficiency on MCA test scores increased from 67.6% in 2013 to 68% in 2014, and
decreased to 60.8% in 2015= -7.2%.
Special Education Proficiency on MCA test scores increased from 31.0% in 2013 to 43.3% in 2014, and
decreased to 33.3% in 2015= -10%.
Free/Reduced Proficiency on MCA test scores increased from 63.2% in 2013 to 71.6% in 2014, and
decreased to 52.6% in 2015= -19%.
Science Results from 2014-2015District Science Proficiency on MCA test scores increased from 49.0% in 2013 to 50.0% in 2014, and
increased to 54.6% in 2015= +4.6%.
Action Strategy- Staff development committee and PLC groups will review proficiency results to focus
intervention/instructional strategies. OLPA data results will be used to monitor student progress- PLC
groups will develop SMART goals to address specific instructional strategies for student subgroups.
3. Achieve grade level literacy by grade three
Fertile-Beltrami students will increase their proficiency rate in grade level literacy (grade three) by
10%.
Grade level literacy by grade three proficiency rate decreased in 2013 from 69.4% to 67.6%in 2014,
and decreased to 47.2% in 2015= -20.4%
Action Strategy- To ensure that all students in Grade 3 read well by the end of third grade, FertileBeltrami will provide research based reading instruction, assessment, and curriculum aligned with
the 2010 Minnesota K-12 Academic Standards in English Language Arts for all students/staff.
4. All students attaining career and college readiness before graduating from
high school.
All Fertile-Beltrami students will complete the Explore Assessment (Grade 8), Career Exploration
Activities (Grade 9), Plan Assessment (Grade 10), and ACT (Grade 11).
2013-2014- Explore Assessment (Grade 8)=31 students participated, Career Exploration Activities
(Grade 9), Plan Assessment (Grade 10)=39, and ACT (Grade 11)=29.
2014-2015- Explore Assessment (Grade 8)=? students participated, Career Exploration Activities (Grade
9), Plan Assessment (Grade 10)=?, and ACT (Grade 11)=?.

Action Strategy- FB will continue to encourage students in Grade 8 and 10 to participate in the Explore
and Plan tests. As a result from 2014 MN legislation- all FB students will be required to take the ACT
in April.
5. All students graduating from high school.
The Fertile-Beltrami High School graduation rate will increase to 95% for all students in 2014-2015.
2013- 30 students=93.8%, increased in 2014 to-37 students 94.9%=1.10%.

District Plan Components and Activities
I. Goals and Benchmarks for Instruction and Student Achievement
The Fertile-Beltrami school district has an established structure for systematic goal setting to determine
programming and instruction. Participants include; Title One Parent Group, School Board members,
Administrators, Staff Development Team members, and Professional Learning Community Members.
All groups work to accomplish the District’s Vision Statement- “Education for success in an environment
of learning, respect, and responsibility,” and District Mission Statements-- To ensure student learning
through staff collaboration and a focus on results. Specific elements embedded in the Mission
Statements are:
1. What do we want each student to learn?
2. How will we know when each student has learned it?
3. How will we respond when a student experiences difficulty in learning?
4. How will we respond when a student already knows it?

Additionally- Fertile-Beltrami School District has established District wide goals encompassing:

Financial- Maintain a fund balance to expenditure ratio of 15% (Apr 2005).
FB Staff Development Goals
Staff development committee members consist of Teaching Staff, and the K12 Building Principal. The
committee is charged with structuring professional development aligned to improve student
achievement and instruction.
FB Grade Level Student Achievement Benchmarks
The Fertile-Beltrami school district has established a system of benchmarks and target scores aligned to
State of Minnesota MCA scores. Fertile-Beltrami Elementary students will have opportunities to check
for understanding and development through the District’s LLP Plan, Aimsweb, and summative or
formative assessments. Fertile-Beltrami Secondary students will have opportunities to check for
understanding, development, and growth through Plan, Explore, ASVAB, and ACT tests as well.

Assessing and Evaluating Student Progress
Assessment System Achievement benchmarks and progress will be monitored in Professional Learning
Community meetings- recommendations will be made to the District Staff Development committee to
improve or address key instructional strategies to positively influence student achievement. School and
District achievement results as determined by MCA testing will be reviewed in October at the Regular
School Board meeting- presented by the Principal and School Counselor.
Progress toward college and career readiness standards will be monitored to determine growth and
progress for individual students, subgroups, and district achievement as a whole. School stakeholders
will screen, monitor, view curriculum effectiveness, and relay information back to students and parents
through written communications.
Transition to Postsecondary Education and Employment Fertile-Beltrami has a comprehensive plan and
programming to transition students to postsecondary education and employment. Students will
participate in Plan, Explore, and ASVAB testing to build/determine skills needed for additional education
and training beyond High School. Students will receive academic counseling, career exploration, and
college access. Fertile-Beltrami actively programs for College in the High School on site, and maintains
extensive curriculum offerings in Career and Technical Education- focusing upon Business, Computer,
Agriculture, and Technical Education.
Assessing and Evaluating Curriculum and Instruction
Curriculum and Instruction Review Process- Fertile-Beltrami maintains an on-going process to evaluate
the effectiveness of school district curriculum and instruction. Teaching staff are required to map
curriculum offerings aligned to the Minnesota academic standards and post lesson plans on a weekly
basis- also aligned to Minnesota academic standards. Principal “walk-throughs” provide direct
observation of teaching strategies and feedback to instructors. Professional Learning Community
members review student data and results to identify needed staff development opportunities, or
modifications to curriculum.
Teacher Evaluation- Fertile-Beltrami will incorporate required elements for Teacher Evaluation as
determined by the State of Minnesota. Evaluations will be conducted by a licensed administrator.
Teaching staff will provide feedback to each other through the Peer Review process. Rubrics used for
final evaluation include professional teaching standards outlined in MN Statute.
Principal Evaluation- Fertile-Beltrami will implement a Principal Evaluation model aligned to the State of
Minnesota statutory requirements for Principal Evaluation. The Superintendent will evaluate the
Principal acting as an agent for the School Board. The plan includes goal setting, review, self-reflection,
and a professional growth plan.

The school board will publish the District’s World’s Best Workforce plan on the school district websitewww.fertilebeltrami.k12.mn.us
The school board will hold an annual public meeting (September) to review and revise the WBW plan
An electronic summary of this report will be sent to the MN Commissioner of Education
A periodic constituent survey will be distributed to determine connection and satisfaction level with
