EPA Board Information for Applicants – 7 June 2014 1: Introduction Expressions of interest are sought from suitably qualified and experienced people to be appointed as Chair and Members of the Board of the Environment Protection Authority. The EPA is an integral part of Tasmania’s Resource Management and Planning System. Its jurisdiction includes environmental management and pollution control matters deriving from the Environmental Management and Pollution Control Act 1994. The EPA comprises the Board of the EPA and the Director, EPA. Members serve for a term of up to three years from appointment. The EPA Board has independent statutory powers under the Environmental Management and Pollution Control Act 1994. The Board’s primary statutory function relates to the environmental impact assessment of development proposals for large industry in Tasmania. Other statutory functions include the assessment of Environmental Improvement Programs, Environmental Agreements and Environmental Audits under the Act. The Board may also advise the Minister on matters that may significantly affect the achievement of the objectives of the Act. The Board of the EPA will replace the current Board which will complete a three-year term on 31 June 2014. The Board is supported by the EPA Division of the Department of Primary Industries, Parks, Water and Environment. A copy of the Environmental Management and Pollution Control Act 1994 is available at: www.thelaw.tas.gov.au 2: Criteria for Appointment to the Board The Governor of Tasmania makes appointments to the Board. Appointments can be made for up to three years, with members being eligible for consecutive reappointment for one term. In accordance with Section 13A of the Environmental Management and Pollution Control Act 1994: The Chairperson is to have expertise or experience in public administration and environmental or natural resource management. Three Board members and deputy members with skills, experience and knowledge as outlined following will be appointed: A person with practical knowledge of, and experience in, environmental management in industry, commerce or economic development. A person with practical knowledge of, and experience in, environmental management and expertise in one or more of the following: (i) environmental conservation; (ii) natural resource management; (iii) air, noise or water pollution; (iv) management and prevention of waste; (v) environmental health; (vi) social and economic analysis. A person with practical knowledge of, and experience in, environmental management in local government. State Service officers or State Service employees are not entitled to be appointed to these positions. 3: Availability Schedules 3 and 4 of the Environmental Management and Pollution Control Act 1994 make provisions with respect to membership of the Board and meetings of the Board. The EPA Board will meet approximately 12 times per year. The majority of the meetings will be held in Hobart however, some meetings may be held in regional centres and may include field days or site-inspections. 4: Remuneration Annual remuneration for the EPA Board Chairperson will be $30,652 and for EPA Board members will be $18,032. Members may also be remunerated for reasonable, actual, out-of-pocket expenses in accordance with the standard Tasmanian Government arrangements. 5: Making an application Expressions of interest should include information relevant to the criteria set out above in section 2, a curriculum vitae and current contact details.
