Development, National Disaster Resilience Competition (NDRC) Phase 1
Dear Secretary Castro:

Department of Housing and Urban Development, National Disaster Resilience (NDRC) Phase 1
certification. The proposal, led by the Michigan Strategic Fund, includes five counties from
Michigan’s longest river system, the Grand River. The Resilient Pure Michigan approach will
implement science-based resiliency actions to a much broader Grand River watershed, starting
from the smallest upstream tributary downstream to the Grand Haven port at Lake Michigan.
This broad approach to resilience will have comprehensive impacts on the Midwest freshwater
ecosystems, international shipping, river recreation, Tribal archeological sites, and stabilizing
vulnerable populations.

Plan Green Grand Rapids, Kent County Hazard Mitigation Plans, Grand Rapids Forward, and
Restore the Rapids, the Resilient Pure Michigan approach captures the ownership of grassroots
efforts which have gained state and national support to be modeled in riparian communities
nationwide.
