SPECIAL MEETING
DECEMBER 20, 2011
DALLAS AREA MUNICIPAL AUTHORITY
A special meeting of the Dallas Area Municipal Authority was held at 10:00 AM on
Tuesday, December 20, 2011, at the DAMA Administrative Building.
Board Members present: Craig Tupper, Chuck Steever, Tim Carroll, Kathy Sebastian,
and John Oliver.
Other officials present: Attorney Benjamin R. Jones, III, Larry Spaciano, Bill Feher, Ed
Hann, and Carol Kieser.
Audience participants were Joseph Lakowski, a resident of Dallas Township, and Don
Lucy from Waste Management, Taylor PA.
Chairman Tupper called the meeting to order and a roll call of attendance was taken.
Mr. Tupper announced that the purpose of this meeting is to open bids received at DAMA
for the disposal of municipal solid waste and recyclables.
The Bids were opened and read aloud. Bid results were as follows:
Disposal of Municipal Solid Waste (MSW):
1. Waste Management – Alliance Landfill (5-year period)
Years 2012 thru 2014 = $51.00/Ton
Years 2015 thru 2016 = $52.00/Ton
2. Keystone Landfill (5-year period)
Years 2012 thru 2014 = $49.74/Ton
Years 2015 thru 2016 = $51.74/Ton
Disposal of Recyclables:
1. J.P. Mascaro & Sons (5-year period)
Years 2012 thru 2016 = $5.00/Ton paid to DAMA

2. Northeast Recycling Solutions (5-year period)
Years 2012 thru 2016 = $15.00/Ton Minimum to $ X /Ton. Maximum paid to
DAMA (Maximum $ X /Ton based on monthly market value).
A motion was made by Mr. Oliver, seconded by Ms. Sebastian to award contracts for the
provision of Municipal Solid Waste services and Recycling services based on the
recommendation of the Executive Director and Solid Waste Division Supervisor, pending
review of the contracts by the DAMA Solicitor. Motion carried on a roll call vote with all
in favor.
No further business and meeting was adjourned at 10:15 AM.
