This scholarship fund has been established through the Phillips County Community Foundation,
Phillipsburg, KS, to provide scholarships for graduates of the Northern Valley High School in
Almena, KS, and may include other students in the region. The intent is to provide opportunities
for post-high school education for students who have demonstrated potential for success, but may
not otherwise qualify for scholarship awards that are based solely on GPA or traditional academic
performance measures.
Preference will be given to students pursuing areas of study relevant to Phillips County and
surrounding areas and/or those who have a likelihood of returning to live and work in the vicinity of
Phillips County. Scholarships may be for tuition, books, tools, supplies, or other amounts payable
directly to the school through Phillips County Community Foundation. Eligible schools include
2-year and 4-year colleges and universities as well as trade/vocational-technical schools.
Scholarships will be granted initially for the first term of study but students may submit another
application for each following year up to receipt of a 4-year degree within a reasonable period of
time. Those applications must be accompanied by a letter of recommendation from a faculty
member and a transcript to show appropriate progress is being made toward a specific degree.
Recipients will be asked to return the scholarship funds if they drop out of school for reasons other
than illness, or something beyond their control. Scholarship candidate selection and repayment
decisions will be made by a Lloyd and Shirley Tubbs Educational Scholarship representative, subject
to final approval of the Phillips County Community Foundation.
Basis for Selection:
 The candidate must be a High School senior or recent previous graduate.
 The candidate must have a 2.0 or above cumulative high school or college GPA.
 The candidate is declaring a major that would benefit our rural communities.
 The candidate displays citizenship qualities of leadership, service and conduct.
 The candidate must display positive character traits such as honesty, reliability, resourcefulness
and perseverance.
Application Procedure:
 Complete and submit attached application in your own handwriting or typewritten.
 Submit a resume including work experience, dates of employment, achievements and awards
received in high school or college to date.
 Include a copy of your most recent transcript with your cumulative GPA.
 Submit a brief essay (handwritten or typewritten) describing your future goals toward a career
and your plans for obtaining these job goals. Include how or why you believe your educational
goals may result in a job that will benefit the surrounding rural communities. Limit to one page.
 Applications will be judged on completeness, accuracy, neatness and need for assistance.
