Reports relating to the General meeting of the Parish Council of Moulton held on 19 th May 2015

Clerk’s Report

1. Due to the trainers ’ illness, the Defibrillator course was not able to go ahead but has now been re-scheduled for Thursday 4 th June at 6.30 pm in Moulton Seas End village hall.

2. Julian Perowne of Jack Buck Farms (as land owner) has agreed to remove the offending branches from the tree overhanging the footpath at the top of Common Road, Moulton Seas

End as this was not Highways responsibility.

3. Residents have been approached regarding their hedges encroaching the footpath in

Cekhira Avenue, Moulton Chapel and asked that these are trimmed back.

4. The Crown Estate via Hannah Skingley of Carter Jonas has re-confirmed that there have been no further developments with regard to outline planning applications for land off

Woodgate Road in Moulton Chapel but will keep the parish council updated. They are happy for the Parish Council to continue the grass cutting without a contract being signed for the playing field.

5. Lauren from Transported Arts have confirmed that the notice boards are to be used for arts based displays rather than promotional material and that the previous artist is hoping to do further displays in conjunction with members of the community.

6. The play area at Moulton Seas End is being managed well by the new grounds contractor.

All the play equipment is in good order following regular inspections.

7. Cllr Lockie has been booked onto a First Aid training course organised by LALC on 9 th July.

8. Cllr Scarsbrook will be attending the Standards and Code of Conduct Briefing for Parish

Councillors on Tuesday 19 th May.

Police Report

1. The next Community Policing Panel meeting will be on 1 st June at 7 pm in the Youth &

Community Centre at Moulton Chapel.

2. An e-mail has been sent to our PCSO in connection with a complaint regarding a caravan being parked half on the pavement & the road in Cekhira Avenue, Moulton Chapel, ad-hoc parking along Roman Road & Fengate and the increased traffic flow of HGV’s to businesses in Moulton Chapel. Bev Robinson has confirmed that residents are able to park outside their properties and in many ways this may prevent drivers from speeding. The increase in HGV’s is not a police issue, any traffic can travel along the roads into & out of the village. Whilst the caravan in Cekhira Avenue is partly on both the pavement and highway, neither the footpath nor the highway is restricted. A visit however will be made to the village to ensure the problem does not exacerbate.

Cemetery & Churchyard Report

1. The grass in the churchyard in Moulton Chapel is being cut however, due to ongoing improvement work to the church, the trench and rubble are making it difficult to cut the south end.

3. Request for Burial of Ashes for Donald Alfred Rose on Tuesday 5 th May.

4. Request for Burial of Greta Mary Gray (Dolly) on Thursday 14 th May.

6. Application for memorial for Jean Edith Newton.

7. A broken willow tree branch in a neighbouring garden alongside the roadway to the cemetery has been highlighted to the resident who has promised to ensure it is made safe.

Highways Report

1.Temporary traffic restriction due to surface dressing works to be carried out on the B1357

Common Road (A17 to Roman Bank), Moulton Seas End between 26/5/15 & 7/9/15 for up to

8 days.

2. Response from Highways have confirmed that Lincolnshire Road Safety Partnership

(LRSP) will not support a one-way system on River Lane as it would have a knock-on effect on the Fold Lane/A151 junction. A further traffic survey on River Lane will be carried out in the future. There is no funding available for junction improvement. The visible weeds on the footpath alongside the A17 will be applied with droplets but the condition of the footpath is acceptable for a rural footpath with low usage. The overhanging tree is the responsibility of the landowner. The tarmac which has been ‘fly-tipped’ has been reported to SHDC.

3. A letter has been received from Dr Debra Greeves in relation to feasibility studies for traffic calming. These cost in the region of £2500 per site and funding for this has to be raised via a bidding system which is weighted heavily in favour of works that promote economic growth and the first opportunity for this to happen will be in April 2016.

4. Dr Greeves has also confirmed that the speed camera sign may be removed from the lamp post entering Moulton Seas End from the A151 but it would not be possible to do the same on

Common Road heading south into Moulton Seas End but that the post could be removed to allow something like a ground socket and post to affix the SID. These are subject to agreement from Lincolnshire Road Safety Partnership (LRSP) which have been sought and awaiting a response.
