Progress on activities under UNJPC with challenges in all seven UNDAF states presented and discussed. Programme Working Group Meeting was held on 14/02/2012 at Jaipur, Rajasthan during which issues related to module developed by PRIA was discussed and draft AWP was approved in addition to other decisions. Third Working group meeting was held in Bhopal, Madhya Pradesh on 27th January. It was decided that four DHDRS in Madhya Pradesh will be based on DHDR Kohima and an external agency be engaged to develop DHDR. An independent evaluation of decentralization will be done. PAHELI report needs to be compared with other data and then used for dissemination. Third State level steering committee meeting held on 24th Jan 2012 at Raipur, under the chairmanship of Secretary, Finance, Government of Chhattisgarh which reviewed the physical and financial progress of GOI-UN Joint Program on Convergence for the period Jan – Dec. 2011. States technically At the national level, district planning guidelines from different UNDAF states have been collated, supported for analysed and areas of discussion with states concerned identified. Policy Consultations have been developing/improvi ng District Planning held and technical support provided for formulation, review and revision of district planning guidelines in their specific contexts: • Based on inputs from District planning guidelines (DPG) consultations, the existing guidelines would be amended. • States would formally adopt the guidelines with requisite orders • The new DPG are referred during DP process States revisit/customize existing guidelines and facilitate their institutional use guidelines in States with the following results: In Jharkhand, after consultations with key State officials, district planning guidelines have been developed and shared with the State government for customisation, if necessary, and subsequent adoption. State level workshop on Rajasthan District Planning Guidelines, was held at Jaipur during 12 th -13th September, 2012. Based on the recommendations of the DPG workshop, a revised set of district planning guidelines will be drafted and shared with the State for processing and approval. In Bihar, government programmes, schemes and relevant Acts and Rules have been analysed to identify and define people’s entitlements, and set them in a planning framework. Accordingly, the Guidelines for Entitlement-Based District Planning, and the handbook of necessary tools and formats, etc have been prepared and is under printing. Extensive consultations were conducted with all line departments for taking their inputs on various entitlements. The handbook has been prepared at four levels: 1. Panchyat 2. Panchyat Samiti (Block) 3. Municipal 4. District Planning Board UNV placed at the State level played a key role in coordinating the meetings with various line departments. Output 1.3 Capacities of Institutions and Human resources (district and local functionaries, elected members of all tiers of PRIs and ULBs etc.) in most aspects of planning, monitoring and evaluation is developed. Establish National Resource Cell for district planning (NRCDP) • National repository of knowledge & practices on DP launched; • Selected district plans evaluated & lessons/feedback shared; • Ways & means for rationalising planning software suggested; • Knowledge networks on DP developed; • Tertiary technical support provided to state training institutions engaged in DP capacity building. The NRCDDP’s active knowledge portal and resource centre on decentralized planning is now online at www.nrcddp.org. District plans of all seven demonstrations district evaluated and prototype of GIS framework/tool for spatial planning developed. Action research study to identify key measures for improving planning and implementation on the following themes have been completed: 1. Environmental Integration into the Planning Process, Sundargarh 2. Rural Urban plan Integration, Madhya Pradesh 3. Resource Envelope, Madhya Pradesh Capacity building strategy on the training needs identified by States prepared and trainings are held with partner State Training Institutes. Support a teaching/training course on district planning & implementation for researchers at the centre for study of law and governance (CSLG) at JNU, New Delhi Support State training institutions for capacity building of master trainers, representatives of PRIs/ ULBs/ TSGs & govt. officials Support for a course on ‘District Planning and Implementation’ at Centre for Study of Law and Governance, Jawaharlal Nehru University for post graduate and research scholars was provided to give them an opportunity to deepen their insight on current debates on district planning and local governance and to engage them in local governance processes. Similar course for district officials supported at CGSIRD, Chhattisgarh. A Set of five modules for training of trainers on Integrated District Planning (IDP) has been developed and disseminated. The IDP modules shared with States for completing the process of customization (including translation into local language) and initiating training programmes through the Administrative Training Institutes (ATI) and State Institute of Rural Developments (SIRD). The modules are also being used in 3 months District Planning Certificate Course in Chhattisgarh. IDP module being customised by State Institute of Rural Development (SIRD) in Jharkhand. Exposure visit for senior officers in Chhattisgarh was conducted in January 2012 at Kerala. Officials from State Planning Commission, ATI, SIRD and DPSOs of Korba, Kanker and Surguja participated in the visit to develop overall understanding of decentralized district planning process of Kerala. Visits were organized at Kerala Institute of Local Governance (KILA), Adat Gram Panchayat, Kodagera block panchayat, District Panchayat Kollam. Exposure visit also conducted for state level officers in Uttar Pradesh in October 2012 to KILA. Exposure Village conducted to Rajgarh, Madhya Pradesh for district level officials of Udaipur including UNVs in December 2012 to understand the participatory district planning process of Madhya Pradesh. Draft capacity building strategy has been prepared by IIM Lucknow for Uttar Pradesh. Consultations were held in all five convergence districts of Uttar Pradesh to understand from the end users the capacity building efforts undertaken by the training institutes and their needs for the future. All the major line departments ie health, education, agriculture, women and child development, food and civil supplies etc officials participated in the discussions to share their views towards capacity enhancement. Structured questionnaire used to collect data from district officials. Complete the study on possibilities of decentralised planning in PESA areas in Chhattisgarh and derive policy inputs for use at other levels A study on vulnerability assessment and formulating strategies for Adaptive Planning in Hardoi district in Uttar Pradesh is being undertaken by ‘Development Alternatives’. Guidance document prepared on integration of the climate change concerns into planning exercise and trainings of district/block level officials ongoing in Hardoi. UNVs have provided support during the survey on vulnerability assessment and during the district level trainings. Study commissioned in Chhattisgarh by State Planning Commission, Chhattisgarh to understand possibilities and potentials of decentralized planning in the areas covered under the Panchayats (Extension to Scheduled Areas) Act 1996. This study provides information and perspective for inclusive planning in PESA areas. Study was undertaken by DJRC, Bhubaneswar. Support streamlining of planning database at District & State (contextual use of DHDR): • Complete DHDRs in districts with lack of database (JH, UP, BH) • Technical support for use of data in stocktaking & visioning • Review / feedback for improving database at the district/state levels Change Management Pilots are developed (in one district each in 4 UNDAF states) and proposed to States for implementation for improving effectiveness of planning & implementation DHDR is being prepared in Sundargarh, Odisha and Pakur and West Singhbhum in Jharkhand. State UNV in Jharkhand provided technical inputs to the DHDRs in Jharkhand. DHDR is being used for stock taking and visioning exercise as envisaged in district planning process in Udaipur, Rajasthan. Technical support is being provided for the preparation of the DHDR for Kandhamal and Kalahandi districts by UNJPC state teams in Odisha. Training on Plan plus for officials of 5 convergence districts and state held in Lucknow, Uttar Pradesh in April 2012. Resource persons and study material leveraged from NIC and it was hosted in the Training division of State Planning Institute. UNVs participated in the workshop and facilitated the participation of district officials in the workshop. Barriers and bottlenecks in district planning were assessed during 2010-11 in all 7 states and prospects for changes in key personnel’s attitude, behaviour as well as in the capacity building and planning processes ascertained. Based on the findings, Change Management models were developed and piloted in the States of Odisha, Jharkhand, Madhya Pradesh and Uttar Pradesh during 2011-12. In Sundargarh, Orissa, DPMU including UNVs supported CITRAN in following activities under Change Management Initiatives Formation of TSG Orientation of TSG members Formation of Standing Committee Orientation of GP and Block level PRI members UNVs in Sundargarh, Odisha facilitated three workshops on change management initiative on where more than 80 officials from Agriculture, Horticulture, Animal husbandry, Fishery and Soil Conservation department. Capacities of Change Champions from four departments (Agriculture, Horticulture, Soil conservation, Fishery and Veterinary) have been developed to resolve the livelihood related issues of tribal communities, overcoming departmental constraints and barriers and challenges through convergence approach in five selected Gram Panchayats. UNVs in Hardoi, Uttar Pradesh have facilitated the Change Management process by acting as resource persons during community mobilization and plan preparation exercises. Output 1.4 : Integrated and inclusive district plans prepared. Facilitate gender sub plan (GSP) preparation in 7 districts: • Developing manual /training resource material on GSP • GSPs prepared as per the PC norms & guidelines • Integration of GSP into district plans reflecting key GSP priorities As a first step towards preparation of gender sub plans, district level workshops to orient and sensitize district officers to enhance their capacities on preparation of gender sub plans in the districts were conducted in 2011. As a result, Gender Sub Plan for the year 2012-13 has been prepared in Korba, Chhattisgarh; Nalanda, Bihar; Rajgarh, Madhya Pradesh; Sundargarh; Orissa. It is being prepared for year 2012-13 in Hardoi, Uttar Pradesh; Udaipur, Rajasthan. For the year 2013-14 gender sub plan is being prepared in Rajgarh, Madhya Pradesh. As a second step towards, taking forward this effort to the grass roots level, gender sub plan are being prepared in 3 villages of select blocks in Rajasthan, Madhya Pradesh, Chhattisgarh and Uttar Pradesh. This is being done by building capacities of women in plan and decision making process in select villages. The effort is also made to involve gram sabhas, village panchayats, local NGOs, Self-help Groups in the planning process where communities meet and identify the key problems and needs. Workshops at the village level have been held in Rajasthan, Chhattisgarh, Madhya Pradesh and Uttar Pradesh where initial plan discussions were held which will be later crystallized into village, block and district plans. This is being done through guiding the discussions with active support from UNVs to enable the communities to elicit the women related issues within the framework of development plan. Around 70-80 village women were trained in each of the village level workshops. After the village level workshops, block level workshops have been held in select block of Rajasthan, Madhya Pradesh, Chhattisgarh and Uttar Pradesh. Block level officers have been trained on preparation of gender sensitive block plan. UNVs have contributed immensely in facilitation of the workshops at community, block and district level. They are active agents in the supporting the communities in helping them identify the needs and acting as links between communities and government officials. UNVs in Udaipur and Rajgarh have actively supported the local communities in preparation of gender sub plans in three villages . Facilitate local development planning through community institutions and Gram Sabhas in 4 Blocks in the 4 focus districts of UNDAF States Continuous technical support is being provided by UNVs in local development planning processes. They have played a key role in community mobilization across demonstration district to ensure community mobilization and inclusion of women and other marginalized groups in planning process. BH: In Nalanda, technical support was provided by district level team including UNVs in the development of model panchayats. To strengthen decentralized planning 20 Panchyats have been selected in Nalanda by district administration to demonstrate decentralized planning for next district plan. A booklet has been developed in Nalanda which includes minimum provisions that should be available to citizens under all schemes. UNVs are conducting regular community mobilization activities in Nahub Panchayat by conducting transact walk, focus group discussions and meetings with communities regarding participatory planning. UNV in Nalanda, Bihar is playing a key role in developing monitoring mechanism for government schemes and programmes as part of model panchayat. He is playing a leading role in preparation of various formats for tracking the progress on schemes. Preparation of report card of Nalanda district on development indicators for the last five years is ongoing by UN Volunteer. MP: In Rajgarh, support provided to local communities and district/block level officials by UNVs in the development of village micro plan in Jhanjharpur and Hirankheda village. UNVs in Rajgarh,Madhya Pradesh conducted focus group discussions with local communities in select villages for preparation of Village micro plans. They are instrumental in developing linkages with related line departments like Rural Development, ICDS, Agriculture, Social Welfare, Tribal Welfare etc. They regularly participate in District Planning Committee meetings, district officials weekly coordination meeting. The community mobilization program called “Parivartan” was undertaken during 2012. The program included the components of generating awareness and mobilizing Gramsabha. The programme was carried out in two selected villages in Rajgarh Block, the activites organized were IEC activities like street plays, film shows on three major issues Participation in Gramsabha, Government schemes/programs and gender inclusion in village planning. A detail baseline survey and training of selected volunteers to involve in village development was also organized. IEC activities were organized in two demonstration villages by UNVs in Rajgarh. The themes of Decentralized Planning, Gramsabha Rules and Regulations and Gender Issues under Gramsabha empowerment Program were covered. Village Information Centre has been initiated with the support of Madhya Parishad Jan Abhiyan Parishad in demonstrated village Hirankheda in Rajgarh Block. UNVs in Rajgarh, Madhya Pradesh provided coordination support for the training programme for Women PRI members with focus on Decentralized District Planning & Gender Sub-Plan. Three day workshop was conducted in October 2012. UP: Participatory village micro plans prepared in two villages each of Sandila and Ahirori blocks in Hardoi with support from UNVs. UNVs played an active role in conducting mahila gram sabhas, focus group discussions to generate local demands of the excluded and marginalised communities. OR: UNVs are playing a leading role in community awareness and community mobilization process on decentralized and convergent planning in selected Gram Panchayats in Sundargarh, Odisha. To generate awareness about various scheme and formulation of annual action plans for those scheme and strengthen peoples participation in Palli/Grama Sabha, a new initiative, ‘Gram Sabha Sashaktikaran Karjyakrama’ has been launched in October 2012. UNV team in Sundargarh has mobilized communities to participate in the Programme by leading a signature campaign and initiation of mass oaths and conducting awareness drives for women Self Help Groups. CH: In Korba, support was provided in organizing livelihood Health & Nutrition and education subcommittee meetings for preparation of District Plan 12-13. Team also facilitated the preparation of 15 years plan under integrated watershed management programme (IWMP) and finalized the strategy to collect the data from identified line departments. In Korba, community mobilization activities were held by UNVs in select villages of Basakhara, Sardih (known for Korva Tribes) Village Kerahariya , Budbud, Nanpulali, Saridh and Kolga. Discussions were held with CBO members, panchayat members, Anganwadi Workers and SHGs to participate in Gram Sabhas and in planning process. Sensitization and awareness meetings were held in village Champa to motivate women to raise their demands in Gram Sabha Issues related to decentralize planning are discussed during monthly meetings of gram panchayats. JH: In order to replicate the development concept of model village convergence in Jhargaon, in 38 other villages in Gumla district in Jharkhand, Village Level Convergence meetings are regularly being held in order to orient the members of Gram Sabha about the programmes and schemes of the concerned departments. Village resource mapping ongoing in all the blocks in Gumla, engaging the Block Development Officers and the Project officers from DRDA. Ensure development of district plans and provide technical/handson support as necessary in 7 focus districts including the following: • Address issues identified in MTE, DP evaluations by the NRCDP and the Change Management initiative; • Scope developed for outcomesoriented programming; • Inclusive planning adopted and GSP priorities and those of excluded communities (SC, ST and ultra poor) addressed. Technical support provided by District UNJPC team members in district plan preparation in all convergence districts in seven UNDAF states. UNJPC Teams are actively involved in collecting data, analysis of data and acting as resource persons in the capacity building workshops. Consultation workshop to review District Annual Comprehensive plan, Five year Perceptive and BRGF Plan held in Sundargarh, Orissa with active support from UNJPC team including UNVs. Discussions with the Collector, PD-DRDA, two SPs of Ganjam was conducted by the DPMU, Ganjam for identification of the pockets (villages) in which the IAP funds is required to be spent. Comprehensive District Plan for prepared by the TSI with the help of DPMU, Mayurbhanj and submitted to the Govt. IAP plan is being implemented in Mayurbhanj. In Mayurbhanj, situation analysis done and identified key focus areas that need to be strengthened under the programme. Facilitation is being provided to block and other executing agencies as to how to raise proposals etc. Regular updation of data on 10 specified sectors in the official portal; Collection of need based proposals for IAP by initiating discussions with the block and sub-block level stakeholders. Format for the preparation of district Plans for the year 2013-14 based on Entitlement based district planning done in all 8348 panchayats, 538 block and 38 districts in Bihar. The coordination support was provided by UNV and other members of the UNJPC team. District plan of Rajgarh and Korba has been completed and approved. Gender Sub Plan is part of the district plans of Nalanda, Korba and Rajgarh. Technical support was provided for making the Decentralized district planning website user friendly of SPC by state UNJPC team in Madhya Pradesh. Technical support is being provided in making annual and five year plans in MP. Support was provided for finalizing chapters for state plan documents for 2012-13 in MP. Strengthen media advocacy through capacity building of media persons (trainings, exposure visits, etc.) for generating demands for DP: • Public discourse on decentralised planning is fuelled through intensified media coverage at State/national levels; • Regular engagement of media on key issues of DP Produce knowledge products (Case studies, enewsletters, reports, etc) on DP. Process to strengthen media advocacy for integrated, inclusive and gender sensitive district planning through capacity building of media persons (trainings, exposure visits, etc.) has been completed in all seven UNDAF States. Workshops for grassroots reporters/ journalists held in all seven demonstration districts for establishing long terms engagements with the media for promoting transparency and accountability in district planning and implementation. Respective State and District level UNVs participated in these workshops. Training modules on role of media to strengthen the decentralized planning prepared. Audio Video documentation of Madhya Pradesh decentralization process and Change Management process in Orissa completed for knowledge and information sharing amongst different stakeholders. UNVs in Madhya Pradesh and Odisha provided facilitation and coordination support in the process. Compendium of good practices developed on the following aspects of interventions relating to capacity development in district planning: i. Use of village index card (VIC) and urban index card (UIC) for local planning in Chhattisgarh; ii. Gender Sub-Plan: The Intervention and Process in Udaipur, Rajasthan; iii. A Model of Convergent functioning in Jharkhand: The Case of Jhargaon; iv. Changing from Below: A Case from Sundargarh, Odisha; v. PAHELI: A Case Study; vi. Decentralisation process in Madhya Pradesh; GoI-UNDP Project Management & assurance cost JP Outcome 2. UNVs facilitated household level entitlement survey for strengthening community monitoring in three Gram Panchayats (Sumura,Julumbahal,Jharpalam) of Hemgir block in Sundargarh, Odisha. The process was undertaken with the support of line departments and grass root volunteers who played a key role in garnering information on different schemes. UNVs conducted focus group discussions in five villages Belmunda, Sikajore ,Tileikani, Halma, Banujore of Tileikani Gram Panchayat and collected information related to village administrative system, socioeconomic condition , position of development work , village level issue to develop a community monitoring system in Sundargarh, Odisha. In addition to the refresher training, a mentoring group was set by the State Planning Commission to undertake field visits and providing hands-on-support. For the purpose of piloting, Rajgarh district in Madhya Pradesh has been chosen. Result Based Management interventions taken up in all seven UNDAF states to sensitize the district officials of the convergence districts to basic principles of Results Based Management and its application in the annual district planning process. Training of Trainers (ToT) held in July 2012 to develop capacities, knowledge and skills of results based planning and programme management for providing resource support for training of relevant practitioners / stakeholders in respective States on RBM. All UNVs participated in these workshops. Three day workshop on 'Result Based Management' was organized in August 2012 for all Gram Panchayats of Kotra block in Udaipur. UNVs in Udaipur, Rajasthan are engaging communities and working with district level officials for preparation of outcome oriented plans in three select villages. Bi-annual review & learning meet for project staff (UNVsSPO-DS0-DFs) and Govt officials Learning meet of CDDP staff members including UNVs was held on 5- 6 July to reflect on the findings and recommendations of the Mid-Term evaluation (MTE) report and preparing a Road Map for optimizing tangible physical and financial results through the remaining period of the Programme. Discussion was held on identifying intervention strategies and programme components for the next programme cycle. Selected development professionals and experts were invited to guide UNVs on implementation challenges on ground. A ‘National Conference on Decentralized Planning’ was held at New Delhi during 6 -7 December 2012. Dr. Mihir Shah, Member, Planning Commission and Ms. Lise Grande, United Nations Resident Representative presided over the workshop. The objective of the workshop was to identify lessons and key experiences on the ground emerging from decentralized planning practices during the 11 th Five Year Plan Period. Programme Staff including UNVs and external experts deliberated on decentralization planning and lessons that need to be carried forward over the two day workshop. Placing UNVs in pilot districts ( 3 UNVs per state =21) - cost of VLA Travel & Communication support for UNVs Technical support through State & District level Facilitators in 35 districts in 7 GoIUNJPC States, through a contract with SPC Completing MidTerm Evaluation (MTE) of the GoIUNJPC 3 UNVs were placed in all demonstration districts (one at the block level and two at the district level) except Nalanda, Bihar and Gumla, Jharkhand. One UNV was placed with higher responsibilities as State Coordinator in Patna, Bihar and Gumla, Jharkhand each. All UNVs were provided Travel and Communications allowance amounting to Rs. 9,000 per month. Two UNVs placed at State level were provided an extra allowance of Rs. 5000/- per month. District Facilitators are placed in all convergence districts for providing support to district on district planning. Mid Term Evaluation of the GoI-UNJPC conducted in order to identify programmatic interventions that have worked, explore needs for mid course corrections for the programme and generate leanings for further improvement. The select agency, Intercooperation Social Development India (ICSD), Hyderabad for conducting Mid-Term Evaluation generated substantive learning’s and recommendations for programme partners to undertake mid-course correction and provided suggestions for next programme cycle and recommended documentation of important and good practices for dissemination and potential replication amongst others. UNVs along with other Project staff in select districts were interviewed by the MTE team.
