The Merit Protection Commissioner invites expressions of interest from APS
employees with the skills and personal qualities to undertake the role of PRC
member independently and impartially. PRCs are established under the Public
Service Regulations to consider applications for review of promotion decisions.
This opportunity is available to APS employees (APS 6 or equivalent and above).
Nominees gain valuable experience and skills in merit-based decision making and
administrative review. Training is provided.
We are looking for persons from a broad cross-section of the APS and invite you to
identify suitable employees to lodge an expression of interest. Nominees continue
to be employed by their agency while undertaking the role and do so subject to their
agency’s operational efficiency.

Expression of Interest
Nominees to Promotion Review Committees
Who are we looking for?
APS employees from APS 6 level (or equivalent) and above with the skills and personal
qualities to be independent and impartial members of a Promotion Review Committee
(PRC) are eligible to submit an expression of interest.
The Merit Protection Commissioner values diversity in the workplace and thus encourages
expressions of interest from all people regardless of race, gender, age, ethnicity, cultural
background, sexual orientation or religious belief.
What is a PRC?
A PRC is a committee appointed under the Public Service Regulations by the Merit
Protection Commissioner to deal with reviews in relation to promotion decisions. A PRC is
constituted by a convenor appointed by the Merit Protection Commissioner, an APS
employee nominated by the relevant Agency Head, and an APS employee nominated by
the Merit Protection Commissioner. It is for the last role that expressions of interest are
being sought. The role is an important one as the nominee is, and is seen to be, an
impartial and independent APS employee.
PRCs consider applications for review only on the grounds of merit. The decision of a PRC
is binding on the relevant agency. As a nominee of the Merit Protection Commissioner you
play a very important role in ensuring the integrity of APS recruitment processes. You need
to understand both the theoretical and practical aspects of recruitment and be capable of
making sound administrative decisions as a member of a three person committee.
Availability
APS employees included on the register of nominees will need to be reasonably available
to be members of PRCs and should have the support of their current agency to perform this
function. If nominated to serve on a committee an APS employee must be made available
for the purposes of the committee subject to the operational efficiency of the agency in
which the APS employee is employed. Employees nominated to PRCs will be on duty
while serving as a member of a committee and will continue to be paid by their agency.
Location
PRCs are usually convened in the capital city of each state and territory. PRCs are also
convened by teleconference.
Training
The Merit Protection Commissioner will require all successful PRC register members to be
available for training. Apart from exceptional circumstances, the Merit Protection
Commissioner will not nominate members until they have undertaken the training. It is
expected that the training will be for half a day.

Selection Process
APS employees who are interested in becoming nominees to a PRC will be assessed
initially on the basis of their written expressions of interest and CV. Referee checks and/or
interviews may be conducted to further clarify an APS employee’s claims.
Privacy
Personal information submitted will be processed by administrative staff and used by the
Merit Protection Commissioner in nominating APS employees for the purpose of
participating in PRCs. Under Public Service Regulation 5.11 the Commissioner must be
satisfied that the APS employee nominated has the skills and personal qualities necessary
to undertake his or her role independently and impartially.
The information will not be disclosed to any other person, body or Agency.
