Significant Lead estimator roles in projects such as the $12B Kitimat LNG project coordinating 660,000 tons of material logistics. Contract Administrator (April 2012 – June 2013), Crystal Springs/San Andreas (CSSA) Transmission Upgrade, San Francisco Public Utilities Commission, San Bruno, CA, $100 Million Charlie was responsible for subcontractor management for the architectural components of the project. The project involves constructing a series of inlet and outlet structures, pipelines, and pumping facilities. The project includes upgrades to the water transmission pipeline adjacent to the Sawyer Camp Trail, the outlet structures at Crystal Springs and San Andreas reservoirs, the Upper Crystal Springs Dam culverts, and the construction of a new Crystal Springs Pump Station. Contract Administrator (March 2011 – April 2012), Harry Tracy Water Treatment Plant, San Francisco Public Utilities Commission, San Bruno, CA, $174 Million Charlie was responsible for managing change orders, pricing, negotiating, and communication with the owner. This project involves improving delivery reliability and providing seismic upgrades at this regional water treatment plant to achieve a sustained capacity of 140 MGD for at least 60 days, and to provide 140 MGD within 24 hours following a seismic event on the San Andreas Fault. The work involves decommissioning the existing 6.5 and 8 MG treated water reservoirs and constructing a new 11 MG treated water reservoir, five new filters, replacing the existing 0.5 MG washwater tank, constructing a new 0.5 MG washwater tank, converting washwater clarifiers to equalization basins, installing new high-rate clarifiers, and performing hydraulic improvements to various treatment units. Lead Estimator (February 2008 – March 2011), Kiewit Infrastructure West Co., Fairfield, CA Charlie was responsible for estimating infrastructure, treatment plants and structures work. Significant Lead Estimator role in projects such as the Transbay Transit Demolition/SOE/Excavation project. Project Manager (August 2005 – February 2008), Ellis Creek Water Recycling Facility, City of Petaluma, Petaluma, CA, $115 Million Charlie was responsible for all field operations, including safety, quality, and production. The project involved building approximately 60 structures and placing 25,000 cubic yards of concrete, 90,000 feet of underground piping, and 18,000 feet of aboveground piping. The project now processes 7 MGD through secondary treatment and up to 5.2 MGD through tertiary treatment. Senior Estimator (May 2005 – August 2005), Kiewit Infrastructure West Co., Concord, CA Charlie was responsible for estimating treatment plants and structures work. Project Manager (December 2003 – May 2005), Manteca Wastewater Quality Control Facility Phase III Schedule B, City of Manteca, Manteca, CA, $31 Million Charlie was responsible for all field operations, including safety, quality, and production. The project involved upgrading the existing wastewater plant from 7.5 to 9.87 MGD. The project included construction of a new influent pump station, primary sedimentation basins, secondary aeration basins, two 110-ft.diameter secondary clarifiers, biofilters, two electrical buildings, and expansion of the administration building and laboratory. The project also included installation of three new 1,500 kW emergency diesel generators, new plant controls, and SCADA. Project Manager (January 2002 – December 2003), Kiewit Infrastructure West Co., Concord, CA Charlie was responsible for estimating treatment plants, structures, and grading work. Mechanical Superintendent (June 2001 – December 2001), Carville Energy Center, Carville Energy LLC, Carville, LA, $157 Million Charlie was responsible for mechanical piping and pipe rack installation. The project involved engineering, procurement, construction, and start-up of a 500-MW combustion turbine combined cycle natural gas electric power plant. The plant is a 2x2x1 configuration that included installation of two each GE Frame 7FA turbines, two each Alstom HRSGs, and one Alstom steam turbine. Project Manager (October 1998 – June 2001), Level 3 Intercity Network-California Loop, Level 3 Communications, Inc., Santa Barbara, CA, $100 Million Charlie was responsible for overseeing construction of city pairs from San Jose to San Luis Obispo and from San Luis Obispo to Burbank. The project involved construction and completion of city pairs for a fiber optic cable network. Vice President, Operations (1995 – 1997), Ray Wilson Company, Pasadena, CA Charlie was responsible for all operations on the $25 million Salinas Valley Reclamation project, $14 million Carson Inlet Works and Centrate Facilities Modification Plant, and $13 million Coachella Valley Water Reclamation Plant.
