Management Service Patrol (IMAP) has transitioned= from a primarily motorist assistance (gas, tires, etc.)
program into an In= cident Management program. Driver training is focused on quick clearance o= f
incidents using push/pull techniques and providing on-scene traffic contr= ol with an emphasis on how to
keep traffic moving.

What is the annual cost of your program? It is not cheap! The true cost is varies greatly in different parts of
the state due to higher cost of living, different sizes of the local programs, etc. Are vehicles included? yes

What types of background checks do you perform on operators? This is complicated due to NYS laws,
however, each driver essentially has to have a full background check. This is paid for by the contractor Are
there special requirements you have for Operators beyond a driver's license? They are required to go
through a training program. How are wages set for the Operators? Is there a prevailing wage? There is a set
minimum that is required. this eliminated a long-standing problem of driver turnover. low-bid = low pay
for drivers = driver turnover. this became problematic with training new drivers, etc.
Any other comments unique to your program would be appreciated? We have penalties built into our
contracts for failing to cover a beat, as well as other performance issues. We also require the contractor to
have a back-up vehicle avail. in the event a truck is out of service for some reason.

by a contractor. We did have an in-house pilot program for 6 months, but discontinued it because it was not
cost effective with our current manpower and equipment. If contracted, do you award based on low bid or

contracts: one for Northern NV (Reno) and one for Southern NV (Las Vegas).

Data, Peak Traffic Counts and Times, Congestion, and Construction Zones and special events What are the
hours of operation over the course of the week?[JCH] 1) 6am to 6pm in northern Nevada with a 2-4hr break
in service between 9am-1pm in certain routes. 2) 5am to 10pm in Southern NV with the majority of the
routes ending at 7pm. Do you offer weekend and holiday service?[JCH] We offer weekends in Southern
Nevada only; and we only offer service on holidays as deemed appropriate based on day of week and

One type, for the FSP program, is designed to mitigate incidents such as stalled vehicles and traffic
accidents not requiring lane closures; (b) the other type, for the IRV program, is designed to assist NDOT

all IRT Technicians due to accessibility to Washington State Patrol (WSP) facilities & technologies. We
work very closely with the WSP and we are dispatched by them and have their mobile & portable radios.
We both train at the WSP Academy Emergency Vehicle Operation (EVOC)/Defensive Driving, Crime
Scene Awareness, and Radio Operations. We also teach Traffic Incident Management (TIM) to WSP

areas of MD. What are the hours of operation over the course of the week? Historically 16hrs a day 5 days
a week 5am-9pm however as of 2014 we are now 24/7 operations. Do you offer weekend and holiday
service? Yes, emergency patrols are out during these times.

branding of the Emergency Patrol Vehicles themselves, also enhanced the program and services available
statewide by the installation of sponsorship signs statewide on interstates and highways. PR and media
marketing increased by third party promotion of the program.

provided enhanced visibility to vehicles, signage statewide, and provided 2 independent contractor patrol

with operations center to provide data that is entered into our CHART ATMS system, incident type, arrival,

that ranges from 31k-49K

Louis region is divided into "zones" these zones cover specific boundaries and are limited to the interstate
where we can provide the greatest impact to the traveling public, Traffic data such as incidents, recurring
and non-reoccurring congestion is collected through our ATMS software system. Regional Mobility
information is then shared with our Motorist Assist Operations and the operations are adjusted to the
region's mobility needs.
What are the hours of operation over the course of the week? 24/7/365
Do you offer weekend and holiday service? Yes with reduced staffing on weekends; holiday service is
based on the specific holiday's historic travel volumes.
Are you currently utilizing or considering use of GreenDOT vehicles? If so, what product are using? Yes,
our fleet has changed over the last 20 + years, in the past our fleet ran on Compressed Natural Gas (CNG)
and propane, however that has changed as the operation has evolved and differing capabilities were
required. Our vehicles are primarily specially equipped ¾ ton extended cab pick-up trucks with a few 1-ton
and ½ ton specially equipped trucks.
If so, what product are using? The Diesel powered trucks run biodiesel with a B-20 mixture of 20% biofuel.

Do you have comments on sponsorship? Sponsorship can help fill some gaps in funding; however, when
sponsorship is accepted, DOT programs can lose their identity in a successful program. In addition, the
DOT may become too reliant on sponsorship funding which may fluctuate with the economy.
What is the annual cost of your program? Approximately two million dollars
Are vehicles included? No, the basic vehicles are procured utilizing statewide fleet purchases. Outfitting of
the basic trucks with specialized equipment, tools, etc. is funded out of the appropriation. Basic operational
costs for gas, fuel and oil are paid for out of the appropriated funding.

What types of background checks do you perform on operators? During the hiring process our Human
Recourse department conducts a background check on potential hires. Are there special requirements you
have for Operators beyond a driver's license? New operators are put into a training program, the program
takes approximately 12 weeks and is divided into 4 phases. New Employee Orientation with Human
Resources (1 week), Initial classroom training for Motorist Assist (2 weeks), Field training On-The-Job (8
weeks), and Evaluation with primary supervisor (1 week) in addition employees must have a CDL class B
with no air brake restriction.
How are wages set for the Operators? Is there a prevailing wage? Wages are based on previous job studies
of positions in comparable fields. Prevailing wages are not paid.
Any other comments unique to your program would be appreciated? One of the unique aspects of our
program is the incorporation of data provided in our monthly Regional Mobility Report to guide resource
allocation. , Using the data from that report to drive operational decisions in an effort to increase the
regions mobility by assigning personnel and equipment to areas of identified congestion or high incident
locations. These locations change seasonally as construction areas change and as the region's metropolitan
area expands which demands uninterrupted traffic flow for our people and commerce.
