S. 15-5 A Resolution Demonstrating Solidarity with #TheThreePercent 1 2 WHEREAS The Tufts Strategic Plan states: “Over the next 10 years, Tufts will demonstrate unprecedented institutional commitment to diversity, inclusion, and cultural competency”;1 3 4 5 WHEREAS President Monaco and Dean Berger-Sweeney in the Council on Diversity final report state: “It is not enough to enroll a diverse student body...We must make certain that all students thrive here and have opportunities to participate fully in the Tufts experience”;2 6 7 WHEREAS the number of Black students enrolling at Tufts University each year has been under 100 for the past five years;3 8 WHEREAS Black Americans make up 13% of the United States population;4 9 10 11 WHEREAS the Council on Diversity final report states: “historically underrepresented and otherwise marginalized students…[experience] emotional distress that distracts them from their academic mission”;2 12 13 14 WHEREAS the Council on Diversity final report also states: “The Tufts mission statement adopted in 1994 articulates a commitment to diversity as well as academic excellence and active citizenship”;2 therefore, 15 16 BE IT RESOLVED that the Tufts Community Union (TCU) Senate urges the administration of Tufts University to enroll a minimum of 200 Black identifying students for the class of 2020; 17 18 19 BE IT FURTHER RESOLVED that each class thereafter should enroll a number of Black identifying students comparable to the representation of Black identifying persons in the United States; 20 21 22 BE IT FURTHER RESOLVED that two Black mental health counselors be hired by the end of the 2015-16 fiscal year through a committee with no fewer than five Black undergraduates from diverse social locations; 23 24 BE IT FURTHER RESOLVED that the Africana Center play a pivotal role in this hiring process and choose the undergraduate students on the aforementioned hiring committee; 25 26 27 28 BE IT FURTHER RESOLVED that there must be an end to racial profiling of Black students and an end to the increased surveillance of predominantly Black student events by Tufts University Police Department (TUPD) and any private company hired to do surveillance on behalf of Tufts University; 29 30 31 BE IT FURTHER RESOLVED that Tufts University better facilitate the transition for incoming undocumented, international, and first generation students by hiring a full-time financial advisor that specializes in meeting their needs and by increasing the minimum wage for students to $11 an hour; 32 33 BE IT FURTHER RESOLVED that Tufts University increase the budget of the Africana Center by 25% and increase Black student agency in determining the operations of the Africana Center; 34 35 BE IT FURTHER RESOLVED that Black identifying persons make up 13% of Tufts total fulltime and part-time faculty; 36 37 BE IT FURTHER RESOLVED that Tufts University redefine its commitment to “active citizenship” to hold Tufts accountable for its discriminatory practices against student activities; 38 39 BE IT FURTHER RESOLVED that Tufts University increase transparency about the demographics of its students, academic departments, and faculty; 40 41 42 BE IT FURTHER RESOLVED that in the event that any of the aforementioned actions cannot be implemented, the university make a public response explaining the explicit rationale for its noncompliance;
